Use GitHub’s REST API to find the earliest comment on each issue that was written by someone other than the issue author. That gives you a practical, explicit measure of whether a report received a response—and how long the first response took. GitHub does not provide a universal “replied” flag, so the script must define what counts.
Define what counts as a reply
For a measure of response to the original reporter, count a comment as a reply only when its author differs from the issue author. This excludes follow-up comments by the reporter and avoids treating other repository activity as a response. If you instead want to measure any conversation activity, include the reporter’s comments and label the result accordingly.
GitHub’s issue timeline includes many event types, not just comments. Its timeline API documentation says it can provide events triggered by activity in issues and pull requests. Filter for comment events; assignments, label changes, and other timeline events are not replies. GitHub documents the commented event as a comment added to an issue or pull request, with commenter information and timestamps in the issue event types reference.
For “time to first reply,” use the comment’s created_at timestamp, not updated_at. Editing a comment later does not change when it first arrived.

Build the one-script report
For each issue in the repository or issue set you want to assess, retrieve its identifying fields and associated comments or timeline events. Then retain qualifying comments, find the earliest one, and calculate its elapsed time from issue creation.
- Choose the cohort. Decide which repository or set of issues to include, and whether pull requests should be excluded. GitHub’s REST API models pull requests as a type of issue, so a script intended to report only issues must filter them out or report them separately. See GitHub’s REST API endpoints for issues.
- Collect issue fields. Record the issue number, title, author, and creation time. These identify the report and establish the starting timestamp for response-time calculations.
- Fetch activity and keep comments. Retrieve the issue’s comments or timeline data, then discard non-comment events. The
commentedevent supplies the commenter and the comment’s creation time. - Apply your reply rule. For reporter response, exclude comments whose author is the issue author. Optionally use
author_associationto classify the commenter’s relationship to the repository, such as owner or collaborator. That field describes association; it does not by itself define who your organization considers a maintainer. - Find the first qualifying response. Sort retained comments by
created_atand select the earliest. If no qualifying comment appears in the retrieved data, report “no qualifying reply observed.” - Calculate and label the result. For issues with a qualifying reply, subtract the issue’s creation time from that comment’s creation time. State the unit you report, such as hours or days, and the time period covered by the issue cohort.
The GitHub REST API getting-started documentation notes that API responses can contain more information than a particular task needs. Where your chosen client allows it, request or retain only the fields needed for the report.

Interpret reply rates and response times fairly
Report two distinct measures: the share of issues with at least one qualifying reply, and the elapsed time to the first qualifying reply among issues that received one. Make the denominator explicit—for example, all issues in a defined cohort—and state the observation window.

Comparing their reply rates directly can therefore mislead. Use a consistent follow-up window or compare cohorts that have had comparable time to receive replies. These are metric-design choices, not GitHub benchmarks; the cited documentation does not establish a healthy target reply rate or response time.

You can also break results out by repository, label, issue type, or commenter association when those distinctions answer a real operational question. Keep the reply definition and observation window consistent across groups so the comparison remains meaningful.

Know what the result does—and does not—show
- A qualifying comment shows that someone other than the issue author commented under your chosen rule; it does not prove the issue was resolved or that the comment answered the question.
- “No qualifying reply observed” describes the data retrieved and the reply rule. It is not a claim that no one ever responded outside the activity your script inspected.
- A maintainer-response metric requires an explicit policy for who counts as a maintainer. Repository association can help categorize commenters, but it does not settle that policy automatically.
