To use Google for searches in Microsoft Edge, set it as the address-bar search engine. To open Google from Edge’s Home button, set it as the home page. Those changes do not necessarily replace the full page shown every time you open a new tab; for that, you may need an extension.
First, choose what you want Google to do
Edge treats its built-in new-tab page, home page, and address-bar search engine as separate behaviors. The right setting depends on what you want to change.

Set Google as Edge’s address-bar search engine

In Edge, go to Google and run a search from the address bar. Microsoft says a search engine or site becomes available for selection after you use it for a search there.

Open Settings and more > Settings > Privacy, search, and services > Search and connected services > Address bar and search.

Under Search engine used in the address bar, select Google.
This changes searches typed in the address bar. It does not, by itself, replace Edge’s built-in new-tab page. See Microsoft’s instructions for changing the default search engine.

Route new-tab search-box queries through Google
In supported configurations, Edge has a behavior for whether searches on new tabs use the search box or the address bar. Microsoft’s policy documentation describes an option that can route new-tab searches through the address bar when the address-bar search engine is not Bing. The setting’s label and availability can differ by Edge version and configuration, so check your current settings rather than assuming the control will appear for everyone.

This affects where a search goes; it does not make Google the complete page displayed in a new tab. Microsoft’s policy documentation lists Windows and macOS support for this behavior, not Android or iOS. See Microsoft’s documentation for the new-tab search-box policy.

Set Google as the home page

In Edge, open Settings and more > Settings > Start, home, and new tab page.

Enable the option to use a specific home page, then enter

This is the home-page route, such as for the Home button. It is not a guaranteed way to replace every new tab. Google’s instructions for setting Google as the home page in Edge and Microsoft’s home-page guidance describe that separate setting.

Microsoft’s built-in guidance covers changing new-tab content and layout, but does not document a built-in control that makes Google the entire new-tab page. Microsoft notes that some extensions can change new-tab settings. If you choose an extension for this, review its publisher, permissions, current store listing, and reviews before installing it; no particular extension is endorsed here. If the setting is missing or keeps changing back

Check your extensions. An installed extension may change search-engine or new-tab settings. Review extensions you do not recognize or no longer need. Microsoft explains this possibility in its extensions FAQ.

Check whether the device is managed. On a work or school device, an organization policy may control Edge settings. Enter
edge://policyin the address bar to inspect applied policies; contact your administrator if a policy prevents the change. -
Follow the labels in your installed version. Menu wording and available controls can vary by version, platform, and device policy.
