AI researcher Gary Marcus predicted that OpenAI could become “the most Orwellian company of all time,” arguing that revenue pressure and doubts about AI reliability might push it toward surveillance. The remark, reported from a Stanford discussion in early October 2024, was Marcus’s forecast—not evidence that OpenAI had become a surveillance company.

What Gary Marcus said

Futurism reported on October 9, 2024, that Marcus made the prediction during a discussion at Stanford’s Center for Human-Centered Artificial Intelligence (HAI). The outlet attributed this wording to him: “My guess is that OpenAI is going to become the most Orwellian company of all time.”

In the same report, Marcus explained his concern this way: “What they’re going to be pressed to do is become a surveillance company.” These quotations are reported by Futurism; a primary recording or transcript of the seminar was not available in the cited coverage.

Why Marcus thought surveillance could become a business incentive

Marcus’s reported argument linked two pressures: the need to generate revenue and concerns about whether AI systems are reliable enough for use in production. He suggested those pressures could lead OpenAI toward surveillance as a way to make money. That is his proposed scenario, not an independently established cause-and-effect relationship or confirmation of the company’s plans.

Why Paul Nakasone’s board appointment came up

Futurism reported that Marcus pointed to OpenAI’s 2024 appointment of Paul Nakasone, a former director of the U.S. National Security Agency, to its board as a warning sign. The appointment is a reported event; Marcus’s interpretation of it is separate. The appointment alone does not show that OpenAI pursued surveillance or establish what the company intended to do.

What the report does—and does not—establish

  • Established in the contemporaneous coverage: Marcus made the forecast during a Stanford HAI discussion in early October 2024, and reporting identified Nakasone’s board appointment as part of his concern. A separate B17 News account also reported the speaker, venue, and forecast.
  • Marcus’s view, not a verified outcome: that commercial pressure and questions about AI reliability could push OpenAI toward surveillance.
  • Not established by the available reporting: that OpenAI had become a surveillance company, that it had adopted such a strategy, or that the board appointment demonstrated that it would.

The cited report does not include an on-record OpenAI response to Marcus’s specific prediction. It therefore cannot establish the company’s response or current position on the claim.
