Watch Dogs 2 is the closest match if what you want is hacking in a freely explorable urban world. For a different kind of futuristic play, Deus Ex: Mankind Divided emphasizes stealth and choosing how to approach missions, while Cyberpunk 2077 combines hacking with a broader role-playing game. None reproduces Legion’s distinctive recruit-and-play-as-anyone system.

What makes a game feel like Watch Dogs: Legion?

“Similar” can mean several different things: manipulating technology and the environment, exploring a city, sneaking through missions with different options, or playing a cast of recruitable characters. Legion brings several of these together in a near-future London resistance story. Ubisoft describes its play around hacking, infiltration, and fighting; PlayStation likewise presents it as an open-world London game. Ubisoft Toronto identifies its signature feature as the “Play As Anyone” system, which lets players recruit and play characters from the game’s population. Ubisoft Toronto’s description of Watch Dogs: Legion explains that system.

The alternatives below match different parts of that formula, rather than serving as interchangeable copies. The most useful questions are whether you want city-scale hacking, stealth and approach choice, or a larger cyberpunk RPG.

Best games to play after Watch Dogs: Legion

Watch Dogs 2: closest for open-world hacking

Start here if the appeal of Legion is using technology to affect an urban sandbox. Ubisoft describes Watch Dogs 2 as a DedSec game about taking down ctOS 2.0, exploring a large, dynamic open world, and using hacking as a weapon. That makes it the strongest match in this list for the combination of city exploration and hacking. Ubisoft’s Watch Dogs 2 page lays out that premise.

#1 Best Overall
Stonemaier Games: Vantage Board Game for Adults & Family by Jamey Stegmaier
  • Cooperative: You view your location from a first-person perspective, and you can communicate with and support other players, but you are separated by vast distances, so only you can see your current location. You have complete freedom in how you explore, discover, and interact with the planet.
  • Inspired by Breath of the Wild: Designer Jamey Stegmaier (Scythe) was inspired by Zelda: Breath of the Wild, and over the course of 8 years, designed this roguelike game of exploration, discovery, and adventure.
  • Actions Do Not Fail: At each location, there are seven different options that you have for actions - you can move, look, engage, help, take, or overpower things that you see on the card in front of you, or you can choose to leave that location. Decisions will cost you, and you won’t know how much until you make them, but there are no failed action attempts at locations. You get to achieve what you set out to do at that location, and your teammates will be able to help you make those choices cost a little less sometimes.
  • Thematically Designed Mechanisms: Each action option on the location card you face has you interacting with that location in a way that makes sense. The artwork is intrinsically designed to show you what is available to you. If you can see it on the card, you have the ability to interact with it in different ways.
  • For families, solo gamers, and game groups alike: This cooperative, exploration strategy game for 1-5 players has a 120-180 minute playing time with only a 2 minute setup time. Great game for couples, solo gamers, 2 players, family, and friends.

It is another entry in the same franchise, not a version of Legion with the same central hook: the sources describe “Play As Anyone” as a feature introduced in Legion, not as the premise of Watch Dogs 2.

Deus Ex: Mankind Divided: stealth and mission approach options

Choose Deus Ex: Mankind Divided if you care more about infiltrating guarded spaces and deciding how to handle a mission than about roaming a large city. Steam describes it as an action RPG starring covert operative Adam Jensen, with weapons, augmentations, and player-selected approaches. Those features make it a partial match for Legion’s futuristic technology and stealth options, but the cited listing does not establish a Legion-scale open city or equivalent citywide hacking. The Steam listing gives its release date as August 23, 2016.

Cyberpunk 2077: a broader cyberpunk role-playing game

Cyberpunk 2077 may appeal if you want a technology-heavy dystopia with hacking, stealth, combat, and side missions that can be approached in different ways. PC Gamer characterized the game in those terms in an article published September 30, 2026, while noting that it is not the open-world Deus Ex experience some players wanted. Treat it as a broader RPG with overlapping ingredients, not as a direct Watch Dogs substitute. PC Gamer’s discussion of Cyberpunk 2077 supports this comparison.

The original Watch Dogs: another franchise entry

The original Watch Dogs is an obvious franchise option if you want to explore an earlier series entry. The available Steam collection result groups it with Watch Dogs 2 and Watch Dogs: Legion, but does not provide enough gameplay detail to make a deeper comparison here. Check the current store listing for the edition and platform you want before buying. Steam’s Watch Dogs collection lists the franchise games.
