On October 2, 2026, G7 leaders agreed to coordinate the release of 100 million barrels of oil and fuel products over four months, with a substantial diesel release scheduled within the first 20 days. That is a G7-wide total—not a Europe-only diesel allocation—and the announcement does not establish how much fuel has already reached markets or how prices will respond.
The European Commission said EU diesel supply was stable for the time being, even as prices remained high. The move is therefore a response to tight markets and costly fuel, not evidence that Europe has declared a diesel shortage.
What did G7 leaders agree to release?
The October 2 G7 statement calls for a coordinated release through the International Energy Agency (IEA) totaling 100 million barrels of oil and fuel products over four months. It says a substantial part of the diesel release is to be frontloaded within the first 20 days. The 100 million barrels are not all diesel: the statement gives no diesel-only total.

Nor does it give a Europe-only quantity or country-by-country allocations. The headline may sound like European governments have specified a diesel volume to draw from their own stockpiles, but the published commitment is G7-wide and covers oil as well as fuel products. G7 leaders also said they would meet through the IEA in the coming days to discuss additional diesel releases if needed.

The statement commits G7 members to refrain from energy and energy-product export restrictions between one another. It does not announce an export ban; its stated position is the opposite.
Is Europe short of diesel, or is this mainly a price problem?
The European Commission’s October 2 update said EU supply remained stable for the time being, while prices were high amid global market tightness. That distinction matters: a market can have fuel available and still face high prices when supply is tight, costs are elevated, or buyers compete for the same cargoes.
In its September 29 readout, the Commission’s Oil Coordination Group described EU supply as stable, with diesel and jet-fuel prices high. It said commercial stocks in the Amsterdam-Rotterdam-Antwerp (ARA) area were below their five-year average but stable in recent weeks, European refineries were running near maximum capacity, and emergency stocks remained high and available in case of disruption. Those conditions do not amount to a claim that Europe has no supply risk; they indicate that high prices and a stable current supply picture can coexist.

Associated Press reporting identified several pressures on fuel markets: the Iran war, damage to Gulf refined-product shipments, and Russia’s diesel-export ban alongside Ukrainian attacks on Russian refineries. These are reported contributors, not proof that any one factor explains the price rise. Europe does not import Russian diesel, but buyers elsewhere that previously relied on Russian supplies compete for alternative barrels.
How soon could the diesel reach the market?
The G7’s timing language is a commitment to put a substantial diesel release early in the four-month program: within the first 20 days. It is not a promise that all of that diesel will be delivered immediately, nor does the statement specify a daily release schedule, individual country volumes, or the date fuel will reach any particular buyer.
The IEA is to monitor implementation. At an October 1 Commission press briefing, spokesperson Anna-Kaisa Itkonen said stock releases by IEA participants are voluntary and that members notify the agency of their releases. The Commission coordinates EU member-state positions at the IEA; it does not set a mandatory diesel quota for each member through this process.

- 15-GAL LARGE CAPACITY: The 15-gallon maximum capacity gas tank can store enough fuel for multiple vehicles. The fuel tank and fuel nozzle are made of high-density polyethylene, which is rust-proof, and the 10-foot hose is made of automotive-grade rubber and comes with a hose holder for easy storage.
- 2 MODES OF OPERATION: This 57L gasoline container supports both siphon and gravity drive refuelling for vehicle, making excellent use of gravity. A flow rate of 3 gallons per minute can be achieved in siphon mode. Please note that the speed of the siphon depends on how fast you press, if you press slowly the oil will come out slower.
- EASY TO TRANSPORT: Designed with a top handle and 6-inch wheels, the fuel tank can be easily transported on various terrains. Feature with high portability, our fuel tank is a reliable companion whether refueling a small boat or transporting fuel to different locations.
- LEAK-PROOF DESIGN: The gasoline can has 2 brass shut-off valves, one at the tank and one at the hose. This design allows for safe and easy disconnection of the hose, which can prevent fuel leaks, thus reducing fire hazards and environmental risks.
- WIDE APPLICATION: This portable fuel tank can be placed in the boot of a truck, garage, shop, kit, or shed. Using this liquid fuel tank for fast, clean, and reliable delivery of gasoline, diesel, paraffin, light oil, etc., you can refuel your car, motorbike, boat, lawnmower, snow blower, generator, or automobile anytime, anywhere!
What does drawing down stocks mean for emergency cover?
EU rules require member states to hold stocks equivalent to 90 days, but the requirement does not prescribe how much must be diesel rather than crude oil or other products. Itkonen said the stock composition is left to member states. A coordinated release therefore does not mean that a defined EU-wide diesel reserve is being emptied by a fixed amount.
Releasing stocks can add supply more quickly than waiting for new production or shipments, but it also leaves less stock available for a future disruption until reserves are replenished. Jim Krane, an energy research fellow at Rice University’s Baker Institute, told AP: “Draining stocks will reduce retail fuel prices for a while, at the cost of leaving Europe with less emergency cover.” He also cautioned that governments may need to refill reserves later, ideally when prices are lower, though it is not known when that opportunity will come.
The October action follows a March 2026 announcement. AP reported that IEA member countries then announced 426 million barrels of oil and products, including about 92 million barrels committed by EU countries. The October G7 statement directs the IEA to monitor those March commitments as well. Available reporting does not establish whether the October 100 million barrels are wholly additional to, or partly the completion of, the earlier action, so the totals should not be added together as a confirmed combined release.

Could European releases lower U.S. prices before the midterms?
Additional supply can ease competition for available fuel and may help temper prices, but the G7 announcement does not guarantee a particular price drop or say that released diesel will be sent to the United States. Oil and refined-product markets are internationally connected, so changes in supply and buying pressure in one region can affect market conditions elsewhere. The size and timing of any U.S. effect depend on where the fuel goes, market conditions, and other supply disruptions.
AP reported that the U.S. national average diesel price was $6.37 per gallon on October 2, 2026, after reaching a record $6.52 per gallon on September 22, 2026, citing AAA. These are dated U.S. averages, not forecasts or a statement of current prices at other times. AP connected the administration’s effort to address fuel costs with the November 3 midterm elections.

French President Emmanuel Macron, quoted by AP, said: “This common decision and this unity should bring down prices.” That is an expectation, not a measured result. The release could improve market liquidity and add near-term supply, but its eventual retail-price effect remains uncertain—and any temporary relief has to be weighed against reduced emergency cover and the future cost of restocking.
Quick Recap
What to watch next
- Actual implementation: the volumes members report to the IEA and how much diesel is released during the first 20 days.
- Market conditions: whether supply tightness eases, rather than treating an announced stock release as proof that prices have already fallen.
- EU supply and reserves: whether the Commission’s assessment of stable supply changes and how governments balance market relief against emergency cover.
- Accounting for the March action: whether officials clarify the relationship between the October commitment and the earlier IEA release announcement.
