The G7 agreed to an IEA-coordinated release of 100 million barrels of oil and refined products over four months, with a substantial diesel release scheduled for the first 20 days. The leaders also reaffirmed that G7 members would not restrict energy exports to one another. The joint statement does not say the entire volume is new, however: it says previously fulfilled commitments will count toward the package.
What did the G7 agree to?
In a statement issued on October 2, 2026, G7 leaders said the release would begin immediately and run over four months under coordination by the International Energy Agency (IEA). They specified a substantial diesel release frontloaded within the first 20 days by G7 members and partners, and said they would discuss further diesel releases if necessary. The statement does not give a separate barrel total for diesel. Read the G7 leaders’ statement.

Did the G7 agree to a diesel export ban?
No. The leaders reaffirmed a commitment to refrain from export restrictions on energy and energy products between G7 countries. They also called on all producers to avoid bans that could worsen market tensions. That is a commitment concerning trade between G7 members; it is not a blanket rule for every country or a ban on using emergency reserves.

The stock release and the export commitment are separate measures: the release is intended to add supply, while the export language aims to keep energy moving between G7 members. The leaders also asked the IEA to monitor how the measures affect markets and how they are implemented.
Did Trump threaten to ban US diesel exports?
The official G7 statement does not describe a US threat or say that negotiations were conducted under pressure. The phrase “bow to US pressure” is a media characterization, not the leaders’ wording. Associated Press reported that some US Republicans had called for a diesel export ban and quoted President Donald Trump saying, “We’re not going to be doing the export ban.” AP also reported that Trump took credit for the release and had spoken with French President Emmanuel Macron before the G7 meeting. Those reports provide context for the pressure framing, but the public agreement itself presents the actions as a coordinated response to energy-security challenges and volatile oil markets.
Is the 100 million barrels on top of the March pledge?
That is not clear from the public wording. The G7 statement says the October action will implement commitments while taking commitments already fulfilled into account, but it does not explain exactly how the figures are being counted.

AP reported that the March 2026 announcement involved IEA member countries releasing 426 million barrels of oil and products, and that EU countries had committed about 92 million barrels, weighted toward refined products such as diesel. AP also reported that an analyst questioned whether October’s 100 million barrels were additional or the remaining part of the March pledge. Without a fuller accounting, the October figure should not be described as wholly new or simply added to the March total.

- Encourage holders of refining capacity to raise output of refined products, especially diesel.
- Have the IEA monitor implementation of the March 2026 commitments and assess market impacts.
The IEA was asked to deliver a follow-up report before the 20-day mark, including recommendations for future responses and for replenishing stocks.

Lower prices are the stated aim, not a confirmed outcome. French President Emmanuel Macron said the release should add market liquidity and bring prices down. That is an expectation; the agreement does not establish how much prices will change or how quickly.
AP reported that the US national average diesel price was $6.37 per gallon on October 2, 2026, citing AAA, after a reported record of $6.52 on September 22. AP also reported record diesel prices in Europe. Michael Lynch of the Energy Policy Research Foundation estimated that the European release might reduce prices by 25–50 cents per gallon after a few weeks, partly by reducing demand for US diesel exports. That was an estimate reported at the time, not a guaranteed result.
What is the cost of drawing down emergency stocks?
Releasing reserves can add barrels to the market sooner than new production can, but it leaves less emergency cover until stocks are replenished. Jim Krane, an energy research fellow at Rice University’s Baker Institute, told AP that drawing down stocks could reduce retail fuel prices for a while “at the cost of leaving Europe with less emergency cover.” He said reserves would eventually need replenishing, with the timing uncertain. The G7’s request for IEA advice on future responses and replenishment reflects that longer-term trade-off.
