India’s free-trade agreements could create export opportunities for Goa’s cashew and coconut products, Union Agriculture Minister Shivraj Singh Chouhan said at a programme in Ponda on 2 October 2026. The remarks signal an ambition—not confirmation that every product already qualifies for preferential tariffs or that new markets are open to all producers.
What Chouhan announced in Ponda
At the “Seva Ki Kahani-Seva Sankalp Abhiyan” programme, Chouhan said the Centre would support local production, branding and marketing. Goa Chief Minister Pramod Sawant and Union Minister Shripad Naik were also present, according to the Hindustan Times report carrying PTI copy.
Chouhan described Goa as known for cashews and said coconut, spices, vegetables and other produce also had potential. He connected India’s trade agreements with the possibility of reaching overseas buyers. His comments express the government’s stated outlook; the report does not provide an independent forecast of export volumes, market share or farmer income.

The Department of Commerce’s March 2026 summary says the India–Oman Comprehensive Economic Partnership Agreement (CEPA) provides duty-free access for Indian exports across 98.08% of Oman’s tariff lines. Those lines represent 99.38% of India’s export value, calculated on an average 2022–23 basis. The summary says the zero-duty concessions apply from the agreement’s entry into force. These are broad figures covering Indian exports, not a product-by-product guarantee for Goa’s cashew or coconut products. The Commerce summary names agricultural and processed-food products among beneficiary sectors, but sector-level language does not establish the tariff rate for every product or form of processing. Exporters need to verify the exact product classification and the relevant agreement schedule before relying on a preferential rate.
What remains unconfirmed for cashew, coconut and the EU
The PTI report says Chouhan referred to zero import duty for Goa cashew and coconut entering Oman and to the European Union. The official material cited above confirms Oman’s aggregate access figures, but does not establish a product-specific tariff rate for Goa cashew or coconut. It also does not establish that the India–EU agreement is currently in force with preferential terms available. The headline should therefore be read as a statement about potential, not proof of product-level access in either destination.

The cited accounts do not specify these classifications or compliance requirements for Goa shipments.

Planned support for production and a common brand
Coconut plantations
Chouhan described a planned “Coconut Promotion Scheme” intended to rejuvenate old plantations, raise productivity and expand cultivation. The report gives no scheme guidelines, intervention-specific funding, eligibility rules or delivery timelines.

Cashew productivity
He also said the Centre would work with Goa farmers to improve cashew productivity through new varieties and technologies, with support from research institutions. The report does not identify the varieties, participating institutions, rollout schedule or assistance available to individual farmers.

The event showcased “Goa Fresh,” a state brand initiative intended to bring locally grown agricultural products under a common identity, with branding and packaging among its aims. The report does not specify product standards, certification, distribution arrangements or how many producers are participating.

What the report does—and does not—say about the sector
