Yes—but as a set of connected layers at different stages, not as one finished system. UPI provides a payment interface, Account Aggregators enable consent-based financial-data sharing, and the Reserve Bank of India (RBI) is piloting digital rupee services and wholesale settlement use cases that include tokenised financial instruments. UPI and Account Aggregator are operational frameworks; the RBI’s current public-facing evidence describes the digital rupee and tokenised-asset work as pilots and experiments, not a nationwide, open tokenised-markets rollout.

What does “financial infrastructure” mean in this context?

It means the shared systems that let people and institutions make payments, exchange financial information, and settle transactions. India’s emerging stack combines several systems that may work alongside one another but do different jobs:

Layer Main job Typical users Current status in the cited official material
UPI Payment interface People, merchants and participating institutions Operating payment system; the RBI describes it as distinct from e₹.
Retail e₹ Digital form of the rupee held in a wallet Public users of participating banks’ and non-banks’ wallets RBI pilot for issuance, distribution and use.
Wholesale e₹ Central-bank-money settlement for selected institutional use cases Financial institutions participating in the relevant pilots Restricted pilot use cases, including specified securities and money-market activity.
Account Aggregator (AA) Consent-based exchange of financial information Customers and participating financial-information providers and users Operating framework; participation by individuals is voluntary.

These are complementary layers, not interchangeable products. UPI is not a digital currency, AA is not a payment rail, and the wholesale e₹ pilots do not establish that consumers can trade tokenised securities through a general-purpose market.

How are UPI and the digital rupee different?

The RBI’s FAQ, updated 1 October 2026, puts the distinction plainly: “e₹ is a digital form of ₹ whereas UPI is a means of payment.” The RBI FAQ describes e₹ as India’s central bank digital currency, or CBDC. It is a digital form of rupee issued by the RBI, a liability of the RBI, and legal tender held in an e₹ wallet. UPI is a way to make payments; it is not a separate form of rupee that a user holds in a CBDC wallet.

Question UPI Retail e₹
What is it? A payment interface. A digital form of rupee held in an e₹ wallet.
What happens when paying? The payment follows UPI’s payment and settlement process. An e₹-to-e₹ payment transfers value between e₹ wallets.
Can the two interact? An e₹ wallet can scan a UPI QR code to make a UPI payment. The same wallet can also make a CBDC QR payment to another e₹ wallet.

The QR code does not make the two payment types identical. As the RBI explains, a payment made by scanning a UPI QR follows UPI settlement timelines; a payment between e₹ wallets using a CBDC QR settles between those wallets. The RBI Annual Report 2023–24 also describes the distinction between the CBDC and existing payment systems.

Is India’s digital rupee live yet?

Retail e₹ is live as a pilot, not established by the cited RBI material as a nationwide rollout. The RBI says participating banks and non-banks distribute the currency through wallets, which support person-to-person and merchant transactions. Its current FAQ lists 19 banks offering retail CBDC wallets as of its 1 October 2026 update. That is a count of listed providers, not evidence that every bank, merchant or customer has access.

What the retail pilot is testing

  • Wallet-based use: users hold e₹ in an e₹ wallet and can make person-to-person or merchant payments.
  • Programmability: the RBI describes programmable e₹ for funds restricted by parameters such as purpose, expiry, location or merchant category. This can support targeted-use cases, but the listed examples should not be read as a claim that every wallet or payment supports every restriction.
  • Offline use: the RBI says offline functionality is being explored. The source does not establish universal offline availability.

The RBI’s Annual Report 2024–25 says e₹ was used as a payment channel for around 88,000 beneficiaries under Odisha’s Subhadra Yojana. That is a reported use case, not a measure of nationwide adoption or recurring transaction volume.

What are tokenised assets in India’s CBDC pilots?

A tokenised asset is a financial instrument represented in tokenised form. In the RBI material here, the relevant examples are specific wholesale-pilot instruments—not a general consumer offering and not a synonym for cryptoassets. The central infrastructure question is whether tokenised financial instruments can be issued or transferred and then settled reliably, including with central-bank money as a settlement anchor.

The RBI’s current FAQ identifies these wholesale e₹ pilot use cases:

  • Secondary-market settlement of government securities.
  • Interbank lending and borrowing in the call-money market.
  • Tokenised issuance and settlement of certificates of deposit and corporate bonds.

These named experiments show that the RBI is testing settlement for selected instruments. They do not establish a mature, open marketplace for tokenised assets, broad retail access to tokenised securities, or full commercial adoption of tokenised certificates of deposit and corporate bonds.

What does Account Aggregator add?

Account Aggregator is the data-sharing layer. It enables financial information to move between participating institutions on the basis of a person’s instruction and explicit consent. An AA is therefore different from a payment method: it helps share information, rather than move money as a payment.

The Department of Financial Services describes the AA framework as voluntary for individuals and explains its role in sharing financial information between institutions. A Ministry of Finance release dated 2 September 2025 frames AA as a data-exchange layer that complements Aadhaar identity and UPI payments. That framing is useful for understanding the stack: identity, payments and permissioned data sharing address distinct needs. It does not mean that every service or institution is connected to every other one.

What do the reported scale figures show?

The official figures indicate substantial framework reach, but they measure different things at different dates. “Enabled accounts” and “linked accounts” are not transaction counts, and they do not show that every capability is used by every participating institution.

Source and date Reported measure How to interpret it
Ministry of Finance, 2 September 2025 More than 2.2 billion AA-enabled financial accounts; 112.34 million users had linked accounts. Framework reach and users with linked accounts in the anniversary release; not transaction volume.
Department of Financial Services, snapshot dated 31 March 2026 179 Financial Information Providers (FIPs), 989 Financial Information Users (FIUs), more than 2.88 billion enabled accounts and 284.6 million linked accounts. Reported framework participants and account measures at that snapshot; not a count of unique transactions or proof that every institution uses every capability.

The two snapshots are not a like-for-like measure of activity: their dates and reported categories differ. Read each figure with its source and unit rather than treating account reach as a proxy for how often the system is used.

How far has the RBI widened the experiments?

In its 2024–25 annual report, the RBI names offline use, programmability, cross-border transactions and asset tokenisation among CBDC pilot directions. It also says bilateral cross-border pilots were being actively explored. These are directions of work, not confirmation that all features are generally available or that a final cross-border design has been adopted.

The RBI’s current FAQ also describes a CAT Sandbox intended to support innovation across retail, wholesale, cross-border and asset-tokenisation domains. A sandbox or pilot can test designs and use cases; by itself it is not evidence of a production-scale market or a published nationwide rollout timetable.

What is built, and what remains unestablished?

The evidence supports a layered picture: UPI is an existing payment interface, AA is an operating consent-based data-sharing framework, and the RBI is conducting retail and wholesale e₹ pilots. The connections are meaningful—e₹ wallets can use UPI QR acceptance, and wholesale CBDC experiments target settlement for selected financial instruments—but the systems retain different functions and operating models.

  • Established in the cited material: retail e₹ pilot use through participating providers; named wholesale pilot use cases; AA’s consent-based data-sharing framework and dated reach figures.
  • Not established by these sources: a final nationwide retail e₹ rollout schedule; broad public access to wholesale e₹; full commercial adoption of tokenised certificates of deposit or corporate bonds; or the final design of a broad tokenised-asset market.

The RBI’s Concept Note on Central Bank Digital Currency provides foundational context on CBDC design choices, including account-based and token-based forms. It should be read as design context rather than as proof that a particular final architecture has been deployed.
