Only one of the free VPN plans we checked clearly lists Japan among its free server countries: Proton VPN Free. Even there, free accounts are connected to a server automatically, so you cannot count on choosing Japan whenever you want. Windscribe Free and PrivadoVPN Free publish free-location lists that do not include Japan. No free plan we could verify gives a guaranteed Japanese IP address for a specific Japanese streaming service, so a “top five” ranking of free Japan VPNs would overstate what the published terms support.
What “a free VPN for Japan” has to deliver
Three separate things are often blended together in searches for a free VPN for Japan. Each one needs to be checked on its own:
- Japan is on the free server list. Many providers run a large paid network that includes Japan, while their free plan only covers a few countries.
- You can choose Japan. Some free plans let you pick a country, while others connect you to whichever server the app assigns.
- The connection works for the service you want. A VPN can give you a Japanese IP address and still fail with a particular service, and a provider’s general statement about streaming is not a promise about any one platform.
A free plan can pass the first test and fail the second, so the sections below check each provider against all three.

The table uses each provider’s published free-plan terms as checked in early October 2026. Plan limits and server lists change, so confirm them on the provider’s page before you rely on them.

Proton VPN Free: the only free plan that lists Japan
Proton VPN Free is the clearest match if a Japanese server is the main requirement. Its free server list at protonvpn.com/free-vpn/server includes Japan, and its free-plan page at protonvpn.com/free-vpn/download states that the plan has no data or time limit.
The catch is location control. Proton’s support article on changing servers on the free plan, at protonvpn.com/support/change-server-free-plan, explains how free users are placed on servers. Treat Japan as available in the pool, not as a country you can always select.

On streaming, Proton’s exact wording is: “We don’t block Netflix or any other streaming service if you’re on the Proton VPN Free plan.” That is a statement that the free plan is not designed to block streaming. It is not a promise that a specific Japanese service will work, and Proton says it guarantees access to a range of streaming services only on paid plans.
Windscribe Free and PrivadoVPN Free: useful for data, not for Japan
Windscribe Free
Windscribe’s free plan at windscribe.com/features/use-for-free lists ten countries: the United States, Canada, United Kingdom, Hong Kong, France, Germany, Netherlands, Switzerland, Norway, and Romania. Japan is not among them. Windscribe’s paid network does include Japan, but that does not mean a free account can connect there.

The allowance is the plan’s main draw: 10 GB per month with a confirmed email address, and 2 GB per month without one.
PrivadoVPN Free
PrivadoVPN’s free plan at privadovpn.com/freevpn/ includes 10 GB per month. Its free countries are Argentina, Brazil, Canada, France, Germany, Mexico, Netherlands, Switzerland, United Kingdom, and United States. Japan is not on that list.

The page uses broad streaming-friendly language. That wording does not establish reliable access to any particular Japanese streaming service, so it should not be read as one.

Top10VPN’s Japan VPN guide, at top10vpn.com/guides/japan-vpn/, which its search listing dates to September 18, 2026, calls Proton the best free unlimited VPN for Japan. It also notes limits on geo-restricted streaming and contrasts Windscribe’s access to some geo-restricted content with its smaller country selection. This is a third party’s reading of the plans, and it lines up with the provider terms above.

Gizmodo’s Japan free-VPN comparison, at gizmodo.com/best-vpn/free/japan, carries a listing that says it was re-tested in October 2026. The part of the page available to us does not show its testing method or results in enough detail to support a ranking, so this article does not rely on it.
This article has not run speed tests or streaming tests on these apps. The claims here come from the providers’ published plan terms and the third-party pages named above.
How to check a free VPN for Japan before you rely on it
- Open the provider’s free server list and confirm that Japan appears for free accounts. For Proton VPN, that is protonvpn.com/free-vpn/server.
- In the app, check whether you can choose Japan. If the app assigns a server automatically, you may be connected elsewhere, so reconnect and check again.
- Once connected, confirm the IP address location with an IP lookup tool and check that it reports Japan.
- Test the specific Japanese service you want on the day you need it. Plan terms and server availability can change, and a working connection does not guarantee future access.
- Watch your monthly allowance. Windscribe’s 2 GB limit without a confirmed email address can run out quickly with video.
Which free plan fits which goal
- You need a Japanese server on a free account: Proton VPN Free is the only one of the three whose published free list includes Japan. Expect automatic server assignment and no guarantee of a specific service.
- You want general privacy with a fixed monthly allowance: Windscribe Free (10 GB with a confirmed email) or PrivadoVPN Free (10 GB) suit light use, but neither lists Japan for free accounts.
- You need guaranteed access to a named Japanese streaming service: No free plan in this comparison offers that guarantee. Check the service’s own terms and a paid plan’s published streaming commitments.
The headline “5 best free VPNs for Japan” cannot be met with the published terms. The comparison above covers three free plans, and each one answers a different need.
