You can edit photos without paying for both Photoshop and Lightroom, but there is no single free app established here as a full replacement for both. Choose by task: use GIMP for layered retouching and composition, darktable or RawTherapee for camera RAW processing, and Canva for browser-based editing with design-oriented features. These tools have different workflows, so the best choice depends on what you actually do with photos.
Start with the job you need to do
Photoshop-style editing centers on pixel-level retouching, layers, and compositing. Lightroom-style work centers on developing camera RAW files and managing a photography workflow. Those needs overlap, but they are not the same; a free editor that suits one may not suit the other.
- Retouch, combine, or build up an image with layers: Start with GIMP, a free and open-source desktop editor.
- Develop camera RAW files: Consider darktable or RawTherapee as a RAW-processing companion to GIMP.
- Edit in a browser and add design elements: Canva offers an online photo editor and says it supports PSD uploads.
A French public-sector comparison also lists Photopea, Snapseed, and Affinity among free options. Its account and tier details may change, so verify current terms before relying on them. The comparison distinguishes desktop, web, and mobile tools and identifies GIMP or Affinity for layer-based desktop retouching.
GIMP: a free desktop option for retouching and composition
GIMP is a cross-platform, extensible image editor for GNU/Linux, macOS, and Windows. The project describes it as software for photo retouching, image composition, and image authoring, and its FAQ says it can be used commercially. It is a practical starting point if you want a desktop tool for layered edits without a subscription. GIMP’s overview describes the project, while its official site provides current release information.

What GIMP can do
GIMP supports photo manipulation and graphic-design elements, and it can be extended with third-party plugins. Its 3.2 release notes highlight non-destructive layers and vector layers, but that does not make every operation non-destructive or establish that GIMP duplicates all Photoshop capabilities. The project homepage reports GIMP 3.2.6, released September 10, 2026; features can vary by version. See the GIMP 3.2 release notes.
Where RAW fits
GIMP’s FAQ identifies darktable and RawTherapee as RAW-processing options that can work with GIMP. This gives photographers a route to develop camera files and then use GIMP for further edits. The available information does not establish that GIMP provides Lightroom’s catalog workflow, so treat the combination as a set of tools rather than a one-app Lightroom clone. darktable and RawTherapee: options for camera RAW files
If your priority is processing RAW files from a camera, darktable and RawTherapee are relevant choices. GIMP’s FAQ names both in connection with RAW processing. You can consider either as part of a workflow that sends an image to GIMP for retouching or composition, but the sources cited here do not establish a feature-by-feature comparison with Lightroom or parity with its catalog tools.

That makes it worth considering if you prefer browser-based editing or want photo work alongside design-oriented tasks. How to choose without paying for the wrong workflow
- List your routine tasks. Separate layered retouching and compositing from RAW development; add browser-based design work if that is part of your process.
- Pick the matching workflow. Try GIMP for desktop layer editing, darktable or RawTherapee for RAW processing, or Canva for browser editing and PSD upload.
- Check file and account requirements. Confirm that your camera files open as expected, that PSD handling suits your needs, and whether the service requires an account for the features you want.
- Verify the free-tier boundary. Free access does not guarantee every tool, export option, or design extra is included. Check the current product terms before moving a full project or library.
