Francesca Mani, a Westfield, New Jersey, high-school student, spoke publicly and to lawmakers after a classmate used AI to create sexual images of her and other students without their consent. Her story, reported in a December 2023 interview, helped bring attention to the need for stronger laws and school responses. Congress later enacted the TAKE IT DOWN Act in 2025, a separate development that addressed some forms of nonconsensual intimate imagery but did not eliminate the broader problem.

What happened to Francesca Mani?

In October 2023, a male student used photographs of Mani and classmates to create sexual images with AI, according to Tate Ryan-Mosley’s interview with Mani for MIT Technology Review. Mani said school administrators confirmed on October 20 that she was among those targeted. She described feeling shocked and betrayed because the images had been made by someone she knew from school.

The number of students affected was disputed. The interview reported an estimate of more than 30 girls, while Westfield Public Schools said the number was “far fewer.” Neither figure should be treated as a settled count. MIT Technology Review’s December 2023 interview recounts the incident and the differing accounts.

Mani and her mother, Dorota, also emphasized the social impact and the importance of support, accountability, education and a safe school environment. Their accounts describe their experience and priorities; they are not a legal finding about the incident.

How did Mani respond?

She created an education and advocacy website

Mani said she began speaking out soon after learning what had happened. She created AI HEEELP, a website intended to help people learn about AI, protect themselves and find resources for self-advocacy. The interview does not report independent measurements of the site’s reach or its outcomes.

She called for legal protections and stronger school policies

Mani’s stated priorities included state and federal protections against nonconsensual deepfake pornography, school cyberbullying policies that explicitly address AI-generated material, consequences for students who create deepfakes, and meaningful, recurring education about responsible technology use. Her mother stressed that victims need support even when they lack a strong family or community network. These were their policy recommendations, not evidence that any one measure is effective on its own.

What did she ask Congress and New Jersey lawmakers to do?

The 2023 interview described Mani meeting with Representative Joe Morelle and other members of Congress. It also reported that New Jersey Senators John Bramnick and Kristin Corrado were advancing a proposal for civil and criminal penalties related to the nonconsensual creation and sharing of deepfake pornography. The article’s suggestion that New Jersey legislation might protect residents by January 2024 was a forecast at the time; the cited account does not establish the proposal’s eventual status.

Mani’s advocacy was part of a wider public debate, not the sole cause of later federal action. A December 2024 release from Senator Ted Cruz’s office discussed a federal bill and urged House passage, but it concerned a different victim, Elliston Berry, and described the bill before enactment. It should not be read as evidence about Mani’s personal role or the New Jersey proposal’s fate. The release reproduced by LegiStorm is dated December 13, 2024.

Did Congress pass a deepfake law?

Yes. The TAKE IT DOWN Act became Public Law 119-12 on May 19, 2025. The enacted law addresses intentional disclosure of defined nonconsensual intimate visual depictions, including certain digital forgeries, and establishes a notice-and-removal framework for covered platforms. Its scope depends on the statute’s definitions and conditions: it is not a blanket prohibition on every synthetic image or every act of creating one.

The statute’s formal title is “Tools to Address Known Exploitation by Immobilizing Technological Deepfakes on Websites and Networks Act.” For the law’s precise scope and terms, consult the enacted text of Public Law 119-12. The law’s passage came after Mani’s 2023 interview and should not be folded into the original chronology of her advocacy.

What can schools do about AI-generated sexual images?

Mani and her mother called for explicit school rules, accountability and repeated education, alongside support for students who are targeted. Their account highlights why policies written only for conventional bullying may leave uncertainty when a student uses AI to create sexual imagery. The interview does not establish which specific school measures work best, but it makes clear that legal remedies alone were not the entirety of their requested response.

  • State clearly in conduct and cyberbullying policies that AI-generated sexual imagery is covered.
  • Explain reporting routes and how the school will support targeted students.
  • Set out consequences and response procedures rather than relying on informal case-by-case assumptions.
  • Provide ongoing education about consent, responsible technology use and the harm caused by creating or sharing manipulated sexual imagery.
