France’s 2023 measure restricted recreational apps on professional phones supplied to public employees. It was not a nationwide ban on TikTok: the government described a general rule for recreational applications, with exceptional exemptions possible for professional needs.
What France’s government-device restriction covered
In an answer published on 4 July 2023, the French government said ministries had been instructed to prohibit downloading and installing recreational applications on professional phones supplied to public employees. The instruction was sent to ministers and ministry secretaries-general on 23 March 2023, and the government said it applied immediately and uniformly. The published answer does not frame the policy as a TikTok-only prohibition. Assemblée nationale, written question 6513 and government response.
Exceptional exemptions could be granted for professional needs. The government gave institutional communications by an administration as an example: “Des dérogations pourront être accordées à titre exceptionnel pour des besoins professionnels tels que la communication institutionnelle d’une administration.”

Who oversaw implementation
The government assigned implementation oversight to DINUM, the interministerial digital directorate, working closely with ANSSI, France’s national cybersecurity agency.

Did France ban TikTok for the public?
No. The 2023 instruction concerned recreational apps on professional phones supplied to public employees; it did not announce a nationwide block of TikTok for consumers. A restriction on installing apps on work devices is different from cutting off access to an online service across a country.
How the New Caledonia TikTok interruption differed
A separate measure caused confusion. On 14 May 2024, during severe public-order unrest, the Prime Minister decided to interrupt TikTok access in New Caledonia, with the interruption taking effect the following day. Access resumed on 29 May 2024. That was a geographically limited service interruption, not the 2023 work-phone instruction. Conseil d’État, Decision No. 494511.

Why the Conseil d’État annulled the New Caledonia measure
On 1 April 2025, the Conseil d’État ruled that a full interruption of a social network may be possible in exceptional circumstances, but only under strict limits. It must be indispensable and temporary, and the government must limit it to the time needed to seek and implement less restrictive alternatives if none is immediately available. The New Caledonia interruption was open-ended and was not conditioned on whether alternatives could be used, so it did not satisfy those requirements. What the later school-phone law changes—and what it does not
Law No. 2026-813, promulgated on 24 August 2026, addresses protection of minors from social-network risks and includes separate provisions concerning mobile phones in schools. The official record cited here establishes what the government announced in 2023, but does not establish whether that work-phone policy has since been amended or withdrawn. It therefore supports describing the announced rule, not asserting that current enforcement is unchanged.
