According to court documents as summarized by FOX 9, co-conspirators claimed nearly five million meals at Stigma-Free sites from November 2020 through November 2021. The sites received more than $10 million in reimbursements based on those claims. The site-wide reimbursement total and the approximately $1.66 million attributed to Salah describe different amounts.

What was Stigma-Free International’s role?

FOX 9 reported, citing court documents, that Salah acquired Stigma-Free International after the Minnesota Department of Education announced it would stop approving meal sites run by restaurants and other for-profit companies. He later transferred ownership to co-conspirators, who used the nonprofit to open Federal Child Nutrition Program sites in Willmar, Mankato, St. Cloud, Waite Park and St. Paul.

The report says Salah created and used multiple shell companies to receive and launder his share of the proceeds, which he used to purchase homes, other real estate and businesses. These details are attributed to court documents as reported by FOX 9.

What did Salah admit, and what did his attorney say?

Salah pleaded guilty to wire fraud. FOX 9’s account describes the broader conduct involving the meal sites and co-conspirators based on court documents; it should not be read as saying Salah personally received all of the sites’ reimbursements.

His defense attorney, Brian Toder, said he was surprised by the prison term because the plea agreement treated Salah as a minimal participant. Toder also emphasized that the agreement was between the parties and did not bind the judge. He said the judge placed substantial emphasis on Salah’s government employment. The FOX 9 report does not include a direct statement from the judge explaining the sentence.

How does this fit into the wider Feeding Our Future case?

The broader prosecution is separate from Salah’s individual sentence. In a March 20, 2026, announcement, the U.S. Department of Justice said five other defendants had pleaded guilty and reported 63 convictions across the scheme at that time. That is a dated snapshot from March 2026, not a verified total as of Salah’s October sentencing.
