A shrink film is suitable for a food package only when the substances in that specific film are authorized for the intended market and its documented conditions of use match the actual food, contact, processing, and storage conditions. “Food grade” is not a universal approval, and a polymer name such as POF, PE, or LDPE does not establish compliance by itself.
What makes shrink film compliant for food contact?
Food-contact suitability is a product-and-use determination. It depends on the finished film’s formulation and construction, the substances reasonably expected to migrate, the food and contact conditions, and the rules that apply in the destination market. Additives, layers, and substances in a non-food-contact layer may matter where migration to food is reasonably expected.
Keep two separate questions in view: whether the film complies with food-contact requirements for the intended use, and whether it performs properly on the packaging line. Compliance evidence does not establish that the film will seal, shrink, or fit a particular package reliably.

Which regulations apply in the United States and European Union?
The legal routes are distinct. Check the current rules and the precise scope of the supplier’s evidence for each market where the packaged food will be sold.

In the US, an FCN is not a blanket authorization for every supplier using the same or a similar substance: it is effective for the manufacturer, substance, and conditions of use identified in the notification. FDA says users need to trace the substance to the named manufacturer; a buyer can also request a letter of guaranty for a particular food-contact use. Avoid treating “FDA approved” as a general property of all film made from a named polymer.
For the EU, the European Commission describes testing with food simulants and time-and-temperature conditions representative of use and shelf life, as well as communication of relevant information through the manufacturing chain. Check the current consolidated version of the legislation and amendments applicable to the destination market rather than relying on an older copy.

Why polymer identity does not settle suitability
POF, PE, LDPE, and other resin labels identify polymer families, not the complete formulation or authorization status of a finished film. A film may contain multiple substances or layers, and its suitability depends on the substances that may migrate and the intended use conditions.

Migration evidence should reflect the food category and the expected contact time and temperature. FDA chemistry guidance discusses selecting food simulants and conditions for aqueous, acidic, alcoholic, and fatty foods, with test conditions tied to use temperature. FDA also notes that, under identical conditions, migration from LDPE is generally higher than from HDPE or polypropylene. That comparison is technical context, not a compliance verdict for any particular finished film.

EU testing likewise uses food simulants and standardized time-and-temperature conditions intended to represent food categories and maximum shelf life. A test report is useful only when its sample, simulants, conditions, and scope support the proposed film and application.
What documentation should you request from a supplier?
Request documents tied to the exact SKU, grade, or film specification—not just a generic brochure or statement that the product is “FDA and EU compliant.” Review the evidence against the specific package and use you plan to run.

- Manufacturing traceability: the actual manufacturing source. For an FCN-based claim, traceability to the manufacturer named in the notification is material.
- Food categories: the types of food covered by the evidence, including whether fatty, aqueous, acidic, or alcoholic foods are relevant.
- Contact and process conditions: direct or indirect contact, duration, temperatures, heating or cooking, sealing or shrinking, and refrigerated, frozen, or other storage conditions.
- Migration support: test reports or technical documentation identifying the samples, food simulants, conditions, and scope covered.
- Package construction: whether another layer separates the film from food. Do not assume an outer overwrap is automatically outside food-contact requirements; assess the actual construction and potential migration.
How to compare candidate shrink films
Use the same application assumptions for every candidate. A film with stronger documentation for one food or temperature range is not necessarily supported for another.

A practical qualification sequence
- Define the use: record destination market, food type, direct or indirect contact, package layers, processing temperatures, contact duration, and storage conditions.
- Obtain exact-product documentation: ask the supplier for the legal basis and supporting evidence for the specific SKU, grade, and manufacturing source.
- Match evidence to the use: check that authorized conditions and migration-test samples, simulants, time, and temperature cover the application.
- Resolve gaps before production: request a scope clarification or additional supporting documentation when food type, temperature, duration, construction, or supplier traceability is unclear.
- Evaluate line performance separately: confirm the film works with the equipment and package geometry without treating successful shrinking as proof of regulatory compliance.
Are food-packaging shrink films available?
Yes. Food-contact shrink-film products are marketed for food packaging, including polyolefin (POF) films. For example, Pactur describes a POF product in 10, 15, and 19 μm gauges and widths from 200 to 800 mm, and lists produce, bakery, frozen food, and ready meals among its applications. These are supplier-reported specifications and applications, not independent validation that every use complies. Request the exact product’s documentation and confirm it supports the intended market, food, and conditions before use.
