The reported attack aboard Flydubai flight FZ1073 has raised questions about how airlines and governments vet pilots. But the reports available as of Oct. 3, 2026, do not establish which checks were carried out, what Flydubai knew, or whether any screening procedure failed. Passenger screening, airline hiring checks, medical fitness assessments and destination-country checks are separate processes—not one universal clearance.
What happened aboard Flydubai flight FZ1073?
On Sept. 30, 2026, the Dubai-to-Tel Aviv flight diverted and landed in Tabuk, Saudi Arabia, after an incident involving its pilots. Reports say the co-pilot attacked the captain and the aircraft made a severe descent. Those are reported allegations and accounts, not a completed public investigation finding.
On Oct. 1, Al Jazeera reported that the UAE had ordered an investigation and that officials had offered differing characterizations of the event. Israeli Prime Minister Benjamin Netanyahu said it was “too early to say” whether it was a targeted attack or had an Iranian role. On Oct. 3, The Guardian reported that the UAE prosecutor general called it a “terrorist attack”; that official label should not be mistaken for a final investigative conclusion.

The Associated Press reported on Oct. 3 that passengers and pilots travelling as passengers helped contain the situation and stabilize the aircraft. The AP said the assisting pilots’ identities and exact roles had not been fully explained publicly, and Flydubai had not publicly provided all the details.

What checks do pilots undergo?
There is no single “pilot check” that answers every safety question. Reporting describes several distinct layers, conducted by different organizations, for different purposes and at different points in a pilot’s career. The available accounts do not provide a complete authoritative checklist for every airline or country.
| Layer | Who may conduct it | What it addresses | What the reporting establishes |
|---|---|---|---|
| Airport security screening | Airport or government security authorities | Identity, access and security at the airport | It is distinct from an airline’s employment vetting and does not, by itself, establish what an airline knows about a pilot’s work history or fitness. |
| Pre-employment vetting | Airline, potentially with information from other organizations | Employment history and relevant security information | AP’s Oct. 2 report describes expert scrutiny of crew vetting, but the searched accounts do not say what checks Flydubai performed or what information it received. |
| Medical and fitness assessments | Airline and relevant aviation authorities, depending on the system | Whether a pilot is fit to fly, including ongoing fitness | Arik Arad, a former El Al security official, told AP that El Al periodically assesses pilots’ fitness to fly and that other airlines may assess less often. This is an expert’s account, not a complete industry-wide audit. |
| Home-country information or vetting | A pilot’s home government or other national bodies | Information that may be relevant to a pilot’s security status | The reporting describes information-sharing and government vetting as possible layers; it does not establish a universal process or show what information was shared in this case. |
| Destination-country checks | Authorities in the country a flight is entering | Security checks on arriving crews | Israel said it would increase checks on pilots flying into the country. That announcement does not show that a particular check was skipped or caused the incident. |
These layers differ in who conducts them, what they assess, when they happen and what information crosses borders or employers. A check at one layer cannot be assumed to substitute for another.

Why did the incident prompt questions about “strict checks”?
Menachem Bachrach, an aviation security expert cited by AP on Oct. 2, said Israel relies largely on foreign governments and airlines to vet their own crew members. Bachrach suggested a possible lapse could be a compliance issue rather than evidence that the underlying procedures are flawed. His assessment is not a finding about what happened at Flydubai.

The practical question is therefore not simply whether pilots are “checked,” but which organization checks what, how often, and whether relevant information is available to the people making hiring, rostering and route-security decisions. The public reports do not answer those questions for this flight.
What is known about the co-pilot’s prior work?
AP and The Guardian reported on Oct. 3 that officials said the Omani co-pilot had been removed from flying duties at Oman’s national airline because of concerns about extremist views. That is an attributed claim; the reports do not establish what Flydubai knew, when it knew it, or whether the information was available to the airline when it hired or rostered him.

The co-pilot’s motive has not been established in the reports available as of Oct. 3. Nor do they establish whether investigators will substantiate attempted-crash or terrorist-attack characterizations. A reported prior employment concern is not, on its own, proof of motive or proof that another employer received the information.

How can an airline limit the danger if a pilot becomes incapacitated or violent?
Two pilots are normally required on the flight deck under airline safety rules, as The Guardian noted on Oct. 1. Cockpit access and pilot incapacitation involve competing safety concerns: procedures must preserve secure flight-deck access while allowing an incapacitated pilot to be assisted. The Guardian’s reporting raised those questions, but the public accounts do not supply a full sequence of events aboard FZ1073 or establish which procedures were used.

AP’s Oct. 3 report says other pilots travelling as passengers helped stabilize the aircraft, but their precise actions and the aircraft’s technical response remain unclear publicly. It is not possible from those accounts to draw a detailed conclusion about how the aircraft was controlled during the incident.
What changes has Israel announced, and what do they mean?
After the incident, Israel said it would ramp up security checks on pilots flying into the country. Doron Spielman, a spokesperson for Israel’s Prime Minister’s Office, told Al Jazeera on Oct. 1: “Every pilot that is going to be flying into Israel, we are going to know the pilots’ identities, know who they are, and do some type of security check.”
This is a stated response, not evidence that Israeli checks—or any specific airline or government process—caused the incident. Reuters reported on Sept. 30 that the European Union Aviation Safety Agency said oversight of Flydubai’s certification and safety rested with the UAE General Civil Aviation Authority. The searched reports do not establish what durable changes, if any, the airline or UAE authorities will make after the investigation.
What remains unanswered?
- The full cockpit sequence, including the assisting pilots’ identities and exact roles.
- What checks Flydubai conducted, what information it could access and what the airline knew about the co-pilot’s prior work.
- The co-pilot’s motive and whether investigators will substantiate the attack-related characterizations.
- What changes, if any, will follow for airline, UAE or Israeli crew-screening rules.
Until investigators provide more detail, the incident raises legitimate questions about coordination between employers and authorities, but the available reporting does not identify a specific failed check.
