Florida has asked a Pasco County judge to order Meta Platforms to change how Facebook and Instagram work for teenagers, including removing users under 14 and capping teen use at two hours a day. As of Reuters’ October 7, 2026 report, the state had only requested a temporary injunction. No ruling had been reported, so none of the proposed changes is currently required of Meta.
What Florida has asked the court to order
Florida Attorney General James Uthmeier filed the request in the state’s case against Meta. According to Reuters, the proposed temporary injunction would require Meta to:
- Identify and remove Florida users under age 14 from Facebook and Instagram.
- Limit teens to two hours a day across Meta apps.
- Disable autoplay and infinite scroll for teens.
- Cut off teens’ messaging once their time limits are reached.
- Prohibit advertising to teens.
Florida asked that these restrictions take effect immediately and stay in place while the lawsuit proceeds. Reuters describes them as more stringent than the measures in Meta’s separate multistate agreement. The reporting does not include the full text of the motion, and it does not give a hearing date.

What Meta agreed to with 48 states
In August 2026, Meta reached an agreement with attorneys general representing 48 states, Washington, D.C., and U.S. territories. Florida did not join. Meta’s published summary of the judge-approved agreement lists the following teen protections:

- Prompts after periods of continuous use.
- An option for a non-algorithmic feed.
- Autoplay controls.
- Age-assurance work and an independent annual compliance review.
Meta’s Chief Legal Officer, C.J. Mahoney, described the agreement this way: “I’m pleased to announce that Meta has reached an agreement with a bipartisan group of state attorneys general from around the country on a new set of rules governing teens’ use of social media.” That is Meta’s characterization of its own settlement, not a court finding about the platform’s effects.
How the Florida request and the multistate agreement compare
The two sets of terms address overlapping issues but differ in legal status, scope and duration. In the table, “not stated” means the Reuters report or Meta’s published summary does not address that point.

Meta’s summary also describes a path to stronger defaults and a ten-year commitment if other industry companies join the agreement. Nothing in the reporting indicates that this has happened.

Florida sued Meta in 2023. The state alleges that Meta knowingly designed features to addict children and teens and misled consumers about platform safety. The Attorney General’s announcement framed the claims under Florida’s Deceptive and Unfair Trade Practices Act and the federal Children’s Online Privacy Protection Act. These are allegations by the state. They have not been adjudicated, and the announcement does not establish them as facts.

Florida did not join the August settlement. The Associated Press reported that Uthmeier said the settlement was not tough enough. Reuters reported that Florida’s filing called the multistate settlement a “mere slap on the wrist, will be cynically viewed as the cost of doing business, and in any event will not prevent this kind of behavior going forward.” Florida therefore continues its case while the other states’ agreement governs their settling defendants’ obligations.

- A court ruling. A Pasco County judge could grant, modify or deny the temporary injunction. Until an order is entered, Meta is not required to make the Florida changes.
- The docket. The motion, hearing dates and any order will appear in the Pasco County court record for the Florida case. The Reuters report did not include the full motion text.
- Follow-up reporting. Reuters and the Associated Press covered the October 7 filing. Later coverage of a hearing or ruling would be the next reliable signal.
Readers should also keep two claims separate. Meta’s agreement terms are in effect as described in Meta’s summary, but Florida’s requested limits are not. Reports of Florida’s request also do not, by themselves, establish that Meta’s design harmed young users. Those questions remain open in the Florida case and are not settled by the size of the multistate settlement.
