Rental assistance helps a household pay rent; an income-restricted apartment is a particular unit with its own eligibility and rent limits. In Florida, a Housing Choice Voucher (often called Section 8) is administered by a local public housing authority, while income-restricted properties handle their own applications. The right route depends on whether you need help paying for a rental or are looking for a unit with restricted rent—and both routes require checking local availability.

How the two options differ

Question Rental assistance Income-restricted apartment
What receives the benefit? The household or tenancy receives payment assistance. A Housing Choice Voucher can help an eligible household rent in the private market; local SHIP programs may offer rent or deposit help. A particular apartment is subject to program-based income and rent restrictions.
Who handles applications? A local public housing authority (PHA) handles Housing Choice Vouchers. A local government administers any SHIP tenant assistance it offers. The property manager verifies the unit’s eligibility rules and handles the property’s application.
How is rent determined? Voucher assistance is calculated under program rules that account for household circumstances and local payment standards. SHIP terms depend on the local program. The applicable program sets a maximum rent for the unit. For Low-Income Housing Tax Credit (LIHTC) units, HUD says rent is based on the unit’s restrictions, not the renter’s actual income.
What availability should you check? Whether the local program is accepting applications, whether there is a waitlist, and whether an eligible rental is available. Whether the unit is vacant, whether the property has a waitlist, and whether its application process is open.

A voucher is household-based assistance, but it does not guarantee an immediately available apartment. An income restriction follows the unit, but it does not guarantee a vacancy or that a particular household qualifies. HUD says LIHTC property owners accept voucher tenants; still, confirm that the specific property has an available unit and can meet the voucher program’s requirements. If you need help paying rent

Apply for a Housing Choice Voucher through a local PHA

  1. Find the public housing authority serving the city or county where you want to live. HUD directs Florida applicants to local PHA contacts because the local authority administers the program.
  2. Ask the PHA whether its Housing Choice Voucher application or waitlist is open, how to apply, and which documents it requires. Eligibility depends on household income, family size, and applicable citizenship or immigration status criteria; the PHA determines eligibility.
  3. If you receive a voucher, ask the PHA about its housing-search and unit-approval process. Before applying for a specific apartment, contact management to confirm availability and voucher participation.

The voucher program helps eligible households afford private-market housing, but the statewide HUD page cannot confirm a local waitlist or an individual property’s vacancy. HUD: Florida

Ask your city or county about SHIP assistance

Florida’s State Housing Initiatives Partnership (SHIP) program sends funds to local governments. Those governments must establish a local housing assistance program and plan; some may use funds for tenant rent or deposits. Contact your city or county SHIP office and ask whether its current plan offers tenant assistance, who qualifies, what documents are needed, and when applications are accepted. The benefit and application details are local, not a uniform statewide rental benefit. Florida Housing: SHIP

Florida Housing says SHIP funds go to all 67 counties and 55 cities, with a minimum county allocation of $350,000. Statewide set-asides include at least 30% of funds for very-low-income households at or below 50% of area median income (AMI), and another 30% for low-income households at or below 80% of AMI. Local governments may reserve remaining funds for households up to 140% of AMI. These program-wide figures do not determine whether a renter qualifies for a particular local benefit. If you are looking for an income-restricted apartment

  1. Search FloridaHousingSearch.org, Florida Housing’s free rental locator. Listings may include vacancy information, rents, deposits, features, unit sizes, and map locations; treat them as leads and verify details with management.
  2. Ask the property manager which restrictions apply to the specific unit—for example, LIHTC, HOME, or another program—and request the applicable income and rent limits, utility treatment, fees, required documents, waitlist details, and current availability.
  3. Compare your household’s income and the unit’s size and location with the correct official table. Florida Housing publishes separate limit tables for different programs; county or metro area, household size, and bedroom size can affect which limits apply.
  4. Use HUD’s locator as a way to find properties, not as confirmation of a vacancy or open waitlist. HUD says its locator does not report vacancies, waiting lists, or application status, so call property management for current information. HUD: Florida

Which Florida income and rent limits should you use?

There is no single income ceiling or rent amount for every Florida affordable apartment. The applicable table depends on the program and location, and limits can vary by household or bedroom size. Use the table that matches the particular unit’s program rather than borrowing a threshold from another county or program.

Florida Housing’s 2026 Rent Limits page was posted May 4, 2026. It lists distinct tables for Florida Housing rental programs and SHIP/HHRP, effective May 1, 2026, as well as several other program tables effective June 1, 2026. Ask the property manager which table governs the unit, then check that table and its effective date.

Do not confuse affordable-housing development funds with renter assistance

Florida Housing’s 2026 competitive programs include financing for affordable multifamily rentals, rural rental development, preservation, and specialized housing. Those programs support housing development or preservation; they are not an individual’s application for monthly rent assistance. Florida Housing: 2026 Competitive Application Process
