Flock Safety is offering retailers and other private organizations an automated drone security service that could provide aerial visibility when an alarm is triggered. The company says the system can support responses at large sites; the available evidence does not show that it prevents theft or has been independently proven to chase or catch shoplifters.
What Flock’s commercial drone service does
On September 25, 2025, Flock Safety announced Drone as Automated Security (DAS), branded Flock Aerodome, for private enterprises. Flock presents it as an adaptation of its law-enforcement Drone as First Responder technology, not as a consumer drone product. Its announcement names transportation hubs, energy facilities, healthcare campuses, warehouses, logistics sites, and large retail locations as potential settings. Flock Safety’s announcement
The basic proposition is to connect a site’s security systems to a drone response. Flock says DAS can connect with common alarm panels, video management systems, and access-control systems. In a retail scenario, an alarm could prompt an operator to gain an aerial view of an area or activity around the property. The originating report describes the possibility of tracking people or vehicles leaving a site, but that is a proposed use—not evidence that a particular retailer has deployed the service or that a drone pursuit has occurred. Flock Safety’s announcement The Verge’s report
Flock VP of Aviation Rahul Sidhu described the service as a “guard in the sky,” saying it could put “eyes on the scene in seconds” and turn “blind alarms into informed action.” Those are the vendor’s claims about its intended response, not independently verified performance results. #1 Best Overall
Does this mean retailers can send drones after shoplifters?
Not necessarily. Aerial visibility may help security staff assess an alarm or follow activity across a large site, but the supplied material does not establish that DAS has prevented theft, identified suspects accurately, recovered merchandise, or led to an arrest. Nor does it establish the history of every aircraft that might be used for a commercial customer. The “former police drones” framing should therefore be treated cautiously: Flock says the commercial service is built on its law-enforcement Drone as First Responder technology, but that does not prove every aircraft offered to a business previously served police.
Flock says DAS is intended to help reduce response time and operating costs. No independent evaluation in the available sources verifies those outcomes, and no comparable figures are provided for response time, false alarms, deterrence, or retail losses. A retailer considering the service would need evidence from a specific deployment rather than relying on the product description alone. Flock Safety’s announcement

Shoplifting figures need a time frame
Retail crime statistics can sound contradictory when their comparison periods are omitted. The National Retail Federation’s 2024 survey reported that average annual shoplifting incidents in 2023 were 93% higher than in 2019, and dollar losses from shoplifting were 90% higher over the same comparison. The survey covered senior loss-prevention and security executives across 164 retail brands. These are historical 2019-to-2023 comparisons, not a measure of year-over-year change in 2024 or 2025. NRF’s 2024 National Retail Security Survey
In a later release, NRF reported that retailer-reported shoplifting incidents declined 12.4% in 2025 compared with 2024. That figure does not erase the earlier increase; it uses a different period and describes a decline in the latest comparison. It does mean claims that shoplifting is simply continuing to rise should specify which years and measure they refer to. NRF’s 2026 release

Flight authorization depends on the operation and site
Flock says DAS operations use FAA Part 107 rules and site-specific approvals or waivers, including for beyond visual line of sight (BVLOS) operations where applicable. The FAA explains that a waiver is an official document approving an operation outside a specified regulatory limitation. Its general guidance is not an approval for any particular retailer, aircraft, or flight route. Whether an operation can proceed depends on the rules that apply and the authorizations obtained for that site and operation. FAA Part 107 waiver guidance Flock Safety’s announcement
Privacy and accountability are central questions
A drone responding to an alarm may capture more than the person or vehicle associated with it: customers, workers, nearby homes, roads, and other activity could enter its view. The Verge report attributes criticism of the expansion to Rebecca Williams, an ACLU privacy and data-governance strategist, who called it “a logical step” for Flock but “in the wrong direction.” Her concern puts the focus on how surveillance expands from public-safety uses into private commercial settings. The available sources do not establish the retention period, who can access footage, whether data is shared with law enforcement or other parties, or what notice a retailer would provide. Those are deployment-specific terms a business should clarify before adopting the service, not details that can be assumed from the product announcement.
What a retailer should ask before adopting DAS
Because published sources do not provide pricing, contract terms, or independent performance results, an evaluation should focus on the exact site, operating permissions, safeguards, and measurable outcomes:
