Flock Safety cameras are automated license plate readers (ALPRs), but the key difference is often how the system stores and searches vehicle records—not simply what the camera looks like. A targeted local reader may check plates against a local alert list and discard records that do not match. Flock’s cloud-based system can make vehicle records searchable across participating customers. Actual practices depend on the agency, configuration, contract, and local law.

What counts as a “traditional” police license plate reader?

There is no single standardized product category called a traditional police license plate reader. Here, the term means a targeted or locally managed setup: it can photograph a plate, compare it with a local hot list—such as vehicles associated with an alert—and discard non-matching records. That is one possible design, not a description of every non-Flock system. Other vendors and agencies may also use cloud storage, longer retention, and inter-agency sharing. The ACLU’s explanation of targeted versus networked ALPRs provides this contrast.

How Flock differs from a targeted local system

Issue Targeted or local setup Flock as described by the cited sources What to check locally
Collection and search May compare plates with local hot lists and discard non-hits. Flock describes identifying plate information, vehicle type, and other vehicle characteristics. Its networked platform supports searches across participating customers; the ACLU also describes additional image-search capabilities. Whether every vehicle pass is recorded, which details are searchable, and who may run searches.
Retention Varies by system and agency; a targeted design may discard non-hits quickly. Flock’s published default for LPR data is seven days, subject to legal and customer-specific exceptions. Applicable law, contract terms, evidence holds, and settings for each data type.
Sharing May remain within a local system, though some non-Flock systems also support sharing. Records may be searchable across participating customers. The ACLU says Flock also runs plates against state police watchlists and NCIC. Participating agencies, proxy searches, user permissions, and audit logs.
Storage Depends on the vendor and deployment; some systems use local police storage. Cloud-based: Flock’s policy says data moves from the camera to Flock’s cloud. Whether the vendor can access data and what restrictions the contract imposes.
Safeguards Depend on the agency’s policy and implementation. Flock reports encryption and describes search controls and audit tools. The ACLU questions whether some controls reliably prevent misuse and says audit effectiveness has not been independently evaluated. Independent evaluations, public reporting, access reviews, and consequences for misuse.

The vendor comparison is not a claim that all other ALPRs work alike. In its 2026 comparison, the ACLU says Flock and Motorola do not permit local customer storage, while Axon offers a local-storage option. Storage, retention, and sharing are separate choices, so a local-storage option does not by itself establish how long records are kept or who can access them. See the ACLU’s vendor comparison.

How long does Flock keep license plate data?

Flock’s Evidence Policy states that the default retention period for license plate reader data is seven days, after which data is hard deleted from the cloud. The policy also allows a different period when law or a customer agreement requires it. For an extension not required by law, it describes extensions of up to one year that require approval from an elected official or governing body.

That is a vendor-stated default, not a guarantee that every agency’s records disappear on day seven. A particular agency’s retention may be affected by local rules, its agreement, or an evidence hold. The ACLU’s August 13, 2026 analysis says Flock announced a change from a one-month standard period to one week and discusses an Evidence Mode in which case-linked searches could preserve data past seven days. It also says agencies could set retention under state or local policy. Those are details attributed to the ACLU’s account of the announcement; the applicable vendor policy and local contract determine what applies to a specific deployment. Read the ACLU’s August 2026 analysis.

What do the systems capture and let users search?

Flock describes its software as identifying plate information, vehicle type, and other vehicle characteristics. The distinction from a targeted reader is not necessarily that one can recognize a plate and the other cannot; it is whether the system records ordinary vehicle passes, how long those records remain available, and how broadly they can be searched.

In the targeted model described by the ACLU, a reader can check a plate against a local hot list and flush records that are not hits. With a networked model, retained records can be searched across participating customers. The ACLU’s vendor comparison also describes image-search capabilities for Flock. The sources do not establish that every Flock deployment enables identical searches or that every traditional reader lacks them; agencies’ configurations and permissions matter.

Who can access or share the records?

A local system can keep searches and records within one agency, but local operation does not guarantee that sharing is absent. Conversely, participation in a network can extend searches beyond the agency that collected a record. The ACLU says Flock records are searchable across participating customers and that Flock also runs plates against state police watchlists and NCIC. For any particular jurisdiction, ask which agencies participate, whether users can request searches through another agency, and what approval and logging rules apply.

Flock’s stated security controls address protection of data in transit and at rest, not the separate governance questions of who may query it, whether sharing is authorized, or how long records remain searchable.

What security and oversight safeguards are reported?

Flock says camera-to-cloud transmission uses TLS 1.2 or higher and cloud-stored data is encrypted at rest with AES-256. These are vendor-reported controls, not independent verification of the system’s security. Encryption does not determine which users can search records or whether agency practices comply with local rules. Flock’s Evidence Policy describes the vendor’s stated controls.

The ACLU’s August 2026 analysis says Flock announced case-code requirements, search-purpose controls, and wider availability of Audit Assistance. The ACLU questions how reliably search controls prevent improper use and says the audit tool’s effectiveness has not been independently evaluated. This identifies an oversight question; it is not evidence that an independent evaluation found the tool effective or ineffective.

When can ALPR use be useful, and what is the privacy trade-off?

ALPRs can support targeted checks tied to a specific alert or investigation. The ACLU says it does not generally object to checks for stolen vehicles, AMBER Alerts, or toll collection when fair safeguards are in place. That is the organization’s stated position, not a legal ruling or universal consensus. The ACLU’s discussion of ALPR uses and safeguards distinguishes such checks from comprehensive records of routine travel.

The privacy difference is one of scope: checking for a particular vehicle associated with an alert is not the same as retaining searchable records of everyone’s movements. The sources cited here do not establish that Flock or a traditional local reader reduces crime more, or that either is more accurate.

Questions to ask about a local deployment

  • Does the system record every vehicle pass, or only retain matches to specified alerts?
  • What is the retention period for each data type, and what happens when an investigation or evidence hold extends it?
  • Which agencies can search the records, and can a user request a search through another agency?
  • What local rules govern permitted search purposes, sharing, and access approvals?
  • Are searches logged, who reviews those logs, and what consequences follow misuse?
  • Does the contract permit local storage, and what access does the vendor retain?

These questions matter because “Flock versus traditional” is not a universal hardware comparison. A meaningful comparison is between the actual collection, retention, storage, search, sharing, and oversight rules in the deployments being considered.
