Flock Safety is one option in a market that also includes Axon, Motorola Solutions/Vigilant, and Genetec AutoVu. The available sources do not establish a reliable winner for price, accuracy, or effectiveness. If privacy is your main concern, switching vendors alone is not a safeguard: retention settings, search permissions, sharing rules, oversight, and contract terms matter more than the camera’s brand.

What is being compared?
Automated license plate reader (ALPR) systems capture images of vehicles and plate-related information so authorized users can search records or receive alerts. Flock Safety describes its platform as serving law enforcement, schools, businesses, and neighborhoods, and lists license plate readers among its products. The alternatives named in the sources are a starting shortlist, not proof that each product has the same features or is suited to the same deployment.

Flock’s Evidence Policy states that its standard license plate reader retention period is seven calendar days from capture. It says the data is permanently deleted after the customer’s retention period expires. The policy also says an agency may request an extension of up to one year when a longer period is not already required by jurisdictional law, subject to approval by an elected official or governing body. These are the company’s stated terms; law, local policy, and the executed contract can also govern a particular system.

Flock says customers retain ownership and control of platform data, and that it redirects legal process to customers rather than responding on their behalf, except where disclosure is required by law. Treat that as the vendor’s description of its policy, not a substitute for reviewing the contract and applicable rules.

These descriptions are not a feature-by-feature product test. The sources do not establish a consistent current price comparison or a controlled, independent comparison of recognition accuracy across these vendors. Ask each bidder to quote the same deployment and document its test method.
Does switching vendors improve privacy?
Not automatically. The ACLU cautions that replacing Flock with another ALPR vendor does not by itself ensure a better privacy or civil-liberties outcome. The practical effect depends on what the system collects, how long records remain available, who can search them, whether other agencies can access them, and what controls and consequences apply when rules are broken.

The ACLU argues that broad inter-agency sharing can expand surveillance and recommends strong limits on both sharing and retention. That is advocacy and analysis, rather than a description of every agency’s settings or a statement of local law. For a particular community, check the actual policy, sharing agreements, contract, and system configuration rather than relying on a vendor’s default or general description.
Flock’s announced changes in August 2026
The Associated Press reported in August 2026 that Flock announced changes including a seven-day standard retention window, audit tooling intended to flag abnormal searches, a requirement for case-record codes before searches, and customer controls over which offense types outside agencies may search. The announcement describes company changes and commitments; it does not establish that every feature is implemented or configured the same way at every agency. For a specific installation, confirm implementation, contract language, and local settings.
AP also reported that critics raised concerns that the changes may still leave room for misuse. Flock CEO Garrett Langley said, as quoted by AP, “That change will give individual cities and departments control to use the system in a manner ‘consistent with community values.’” A stated commitment or customer control is not the same as independent verification of how a system is used.

What should agencies compare before choosing?
Compare the proposed system and its operating rules, not just vendor names. Make bidders answer the same questions in writing and tie the answers to the contract, configuration, and acceptance process.
Deployment and purpose
- Is the proposed use fixed roadside or neighborhood monitoring, mobile or vehicle-based capture, parking, access control, or another purpose?
- Does the proposal include live video as well as plate reading? Identify which cameras and functions are included.
- Where will cameras be placed, and how will the installation’s lighting, road speed, plate formats, and network coverage affect operation?
Collection, retention, and deletion
- What images and associated metadata are captured, and which records are retained when no alert or investigation results?
- What is the default retention period, what is the maximum, and who can change it? Specify separate rules for routine records and records preserved as evidence.
- What exceptions allow records to be retained longer—for example, law, an investigation, contract terms, or an agency request?
- How does deletion work, including backups and exported copies, and what documentation can the agency obtain to verify deletion?
Search, sharing, and oversight
- Can searches be limited to local records, or can authorized users query a wider network? Which agencies participate, and what agreements govern access?
- Does outside-agency access require an explicit opt-in or agreement? Can the customer restrict searches by offense type or another defined criterion?
- Must a user provide a case or incident justification before searching? Are searches logged, and who can inspect those logs?
- What process reviews suspicious or abnormal search activity, who investigates violations, and what discipline or access suspension can follow?
- What public reporting, governing-body review, or other oversight is required by the contract or local policy?
Storage, evidence, and exit terms
- Is data stored in the cloud, on premises, or across both? What vendor access is possible, and what encryption and access controls are specified?
- Can the agency export records in a usable format? What chain-of-custody and image-certification procedures apply when records are used as evidence?
- What happens to records and system access when the contract ends? Set out data portability, deletion, transition assistance, and any ongoing access in the agreement.
Cost and operational fit
- Request an itemized quote covering deployment, installation, recurring charges, maintenance, and any required connectivity or integration.
- Compare contract duration, renewal terms, service commitments, interoperability, and the cost and effort of leaving the system.
- Ask vendors to demonstrate the alert workflow and provide the test conditions and results they use to support any accuracy or performance claims.
How can a buyer compare accuracy and effectiveness fairly?
The sources reviewed do not provide a controlled, independently documented accuracy comparison or a cross-vendor effectiveness statistic. Flock reports that more than 10,000 missing people were located in 2025, but that is a company-reported impact figure, not an independently validated comparison of vendor performance.
For a meaningful procurement comparison, ask vendors to describe their test methods and evaluate proposals under comparable conditions: camera placement, road speed, lighting, plate formats, network coverage, and alert workflow. Define what counts as a correct read, a missed plate, or a false alert, and request results for the intended installation rather than relying on an unattributed headline figure. Also assess how long an alert takes to reach an authorized user and what verification is required before action is taken.
What should residents ask their local agency?
Where local public-records law permits, request the executed contract, retention policy, sharing agreements, and written procedures for access and oversight. Ask the agency to identify who can search records, which outside agencies can access them, how audit logs are reviewed, how long routine records are retained, and what happens when a search violates policy. A vendor’s general policy cannot answer how a specific agency has configured or governed its system.
