There is no single yes or no for all of Fliff. The company runs separate products with separate currencies, and each one has its own eligibility rules and its own list of excluded or covered states. Whether you can play depends on which product you mean, where you are when you play, and how your state regulator treats that product. Fliff says its service complies with applicable law where it operates. The Illinois Gaming Board and the Arizona Department of Gaming have both taken enforcement positions against the company, so a general “legal in the US” answer is not reliable.
Why the answer depends on the product
Fliff does not operate under one set of rules. Its virtual currency, its promotional sweepstakes and its Pick’Em game are each governed by a different document, and each names its own restrictions. A state can be open for one product and closed for another. The homepage puts the operating rule plainly: “Eligibility to participate in Fliff’s social gaming and promotional games varies by state and may vary month-to-month.”
Three states show why the lists cannot be merged. California, Kentucky and West Virginia each appear on the Pick’Em availability list and on the sweepstakes exclusion list. Being offered Pick’Em in those states tells you nothing about whether Fliff Cash sweepstakes are open there.

Fliff Coins
Fliff Coins are the virtual currency for Fliff Coin Games. The Terms of Use state that “Fliff Coins have no monetary value and cannot under any circumstance be exchanged for cash or prizes of monetary value.” Users can receive Coins for free, or buy a limited license to use additional Coins. That purchase is not a deposit. It cannot be withdrawn, and the terms say purchases are final.

Fliff Cash
Fliff Cash is the currency used in Fliff’s promotional sweepstakes games. Only Fliff Cash used in those games can produce additional Fliff Cash that is eligible for a prize redemption request. The homepage says Cash won through gameplay may be redeemed for prizes once a minimum threshold is met and identity verification is complete. Fliff says Cash is not purchased directly. Its Sweepstakes Rules do describe free Cash bonuses that sometimes come with a Coin purchase, and Fliff calls those bonuses. Read that as a bonus attached to a purchase, not as a price paid for Cash.

Illinois is not on this list. That does not make Fliff Cash lawful there. The exclusion list is the company’s own rule, not a legal determination for any state, and the Illinois position is covered below.
Coin Games
The Terms of Use name Washington and Idaho as excluded territories for Fliff Coin Games. The terms name no other states. Because the homepage says eligibility varies by state and can change, the absence of a state from that short list is not a clearance for that state.
Pick’Em
The Pick’Em FAQ, updated March 23, 2026, says the game is available in California, Kansas, Kentucky, Minnesota, New Mexico, North Dakota, Rhode Island, South Carolina, South Dakota, Utah and West Virginia. The FAQ directs readers to the main product availability map for other products. Do not apply this list to Fliff Cash or Coin Games.

Can you play for free?
The sweepstakes rules allow free play. They state that an account is free and that no purchase is required to enter. Fliff Cash can be collected through three routes:
- free periodic bonuses;
- some bonuses tied to a purchase, which the company describes as bonuses rather than as a price paid for Cash;
- social-media giveaways.
Free entry does not remove the conditions on redemption. Coin purchases are optional and final, and Cash collected through any route must meet the conditions described next before it can count toward a prize request.
Redeeming Fliff Cash
Redemption is the part of Fliff that involves prizes, so it carries the most conditions. Based on the Sweepstakes Rules and the homepage, the path looks like this:

The wording is that Cash “may be” eligible for redemption, not that every request will be approved. Treat a redemption as subject to the rules at the time you request it.
Age and identity requirements
- Coin Games (Terms of Use): users must be over 18 or the higher age of majority where they live, and legally allowed to participate where located.
- Sweepstakes (Sweepstakes Rules): participants must be at least 18 or the age of majority in their jurisdiction, whichever is later.
- Pick’Em (FAQ): users must be at least 18.
- Identity verification: Fliff says verification is required before purchase or redemption. Check the product rules for the exact steps.
What regulators have said
The three positions below are different kinds of statement. None of them is a court ruling on Fliff’s activity across the United States.

The homepage answers “Is Fliff Legal?” by describing the service as a freemium social sportsbook and promotional-games platform that complies with applicable law where it operates. This is the company’s own statement about its service. It is not neutral legal advice, and it does not establish that any product is permitted in every state.

- MATERIAL: Our cards are 100% Plastic PVC that is produced in our state-of-the-art facility in Brazil. They provide the durability of plastic but with the authentic feel of paper cards. When shuffling and dealing these cards you will be amazed by the buttery smooth finish. They are less susceptible to getting bent or damaged from liquids. They can be washed and cleaned as opposed to paper cards. As a result, a single deck of Copag cards can last about 50 times longer than that of a paper deck.
- CARD TYPE: This product includes decks of 52 cards, 2 jokers and a guarantee card. The decks are poker sized which measure 3 7/16” by 2 1/2 “. This is considered a "wide" size. The letter size is jumbo index which is the larger size compared to our regular index cards. Each letter and symbol measure about 1/2” in length.
- PACKAGING: The decks are included in a durable hard plastic case with a Copag symbol divider. The case has a slim design that only measures 1” when closed. The case will make the cards easier to store and transport to your game nights!
- HISTORY: Copag has been a leader in the playing card market for over 100 years. Our heritage originated in Brazil and spread through South America. Copag was more recently introduced to the US in the early 2000’s. Our 1546 design was introduced in 2003 and has been a symbol of elegance and quality for our brand.
Illinois Gaming Board, letter dated February 4, 2026
The Illinois Gaming Board cease-and-desist letter says the board has reason to believe Fliff is “engaged in the operation of an illegal online casino in violation of the Illinois Criminal Code.” The board states that Fliff is neither licensed nor authorized by the IGB for online gambling activity. It demands that Fliff either block Illinois residents or stop offering cash, gift cards and other prizes, and it warns of possible civil or criminal penalties. This is the regulator’s allegation and demand. The letter alone does not show what Fliff did afterward or how any later proceeding ended.
Arizona Department of Gaming, release dated August 15, 2025
The agency’s enforcement release lists “Fliff Online Gambling” among event-wagering sportsbook operators that it said were not licensed in Arizona and had received cease-and-desist orders. Arizona is also one of the states excluded from Fliff’s own sweepstakes. This is the agency’s announcement about Arizona, not a judgment covering other states.
Illinois shows why a company list cannot settle the question. Illinois is absent from Fliff’s sweepstakes exclusion list, yet the IGB has demanded action against cash and prizes there. Regulators can characterize the same activity under their own statutes, so a state missing from Fliff’s list is not automatically a state where the activity is allowed.

Quick Recap
Before you play
- Open the product availability map linked from the Fliff homepage at getfliff.com, and confirm your state for the specific product you want.
- Read the governing document for that product: the Terms of Use for Coin Games, the Sweepstakes Rules for Fliff Cash, or the Pick’Em eligibility FAQ.
- Check your state’s gambling and sweepstakes law. Fliff’s own descriptions do not answer that question, and a licensed attorney is the right source if your situation is unclear.
- Confirm that you meet the applicable age floor and can complete identity verification.
- Check whether a regulator has acted in your state. If it has, as Illinois and Arizona have, treat that product as contested until you have confirmed its current status.
- Do not use a VPN or other location-masking tool to get past location checks.
