You can reliably fix known formatting errors without calling a model, but ordinary code cannot reliably reconstruct punctuation that depends on meaning, intonation, or context. Use deterministic rules for whitespace and documented formatting conventions; leave ambiguous sentence boundaries and marks unchanged or send them for review.
What punctuation can you fix without a model?
Separate cleanup from restoration. Cleanup corrects predictable artifacts, such as repeated spaces or a duplicated delimiter inserted by a known exporter. Restoration decides where sentences end and whether a phrase needs a comma, period, or question mark. Those decisions often depend on context that the transcript does not contain.
For example, a rule can safely collapse repeated spaces if that matches your output requirements. It cannot safely turn every sentence beginning with “what” into a question: “What she said surprised me” is a statement, while “What did she say?” is a direct question. A question word alone does not settle the punctuation.

Why regex cannot reliably restore conversational punctuation
Speech-to-text can omit intonation and pauses, cues that help listeners distinguish a question from a statement. Zhu and colleagues’ March 2024 study of Spanish transcription describes ambiguity between declarative and interrogative readings when using lexical information alone, and evaluates a hybrid system that combines acoustic and lexical signals. That finding applies to the study’s Spanish setting; it is not a universal performance result. Read the study.

Conversational punctuation also has no single obvious written answer in every case. PolEval’s 2021 Task 1 documentation notes limitations in evaluating punctuation in conversation, even though its corpus is read speech. This is one reason a fixed rule set should be checked against the language, speakers, and output style you actually handle. See the PolEval task documentation.
- Good candidates for rules: whitespace normalization, a known duplicated delimiter, preservation of existing punctuation, and a documented convention for complete segments.
- Risky candidates: comma placement in unrestricted text, sentence endings inferred from word counts, question marks inferred from question words, and punctuation inferred from pauses alone.
Build a conservative, reversible cleanup pass
- Keep the original. Store the raw transcript and any source segment IDs or timestamps. Write edits to a separate field so you can compare or reverse them.
- Normalize only known artifacts. Make explicit transformations for issues you have observed, such as repeated spaces, whitespace around line breaks, or an exact exporter artifact. Avoid broad substitutions that can alter words or meaningful formatting.
- Apply a punctuation convention only when its condition is known. For instance, if the application guarantees that each ASR segment is a complete utterance, you may add a final period when one is missing, provided that convention suits the target language and interface. Do not use the same rule on fragments or segments cut mid-utterance.
- Preserve punctuation already present. Check for an existing terminal mark before adding one, and protect known abbreviations if a rule splits text at periods.
- Keep text edits separate from punctuation edits. A punctuation-only pass should not silently change recognized words. Enforce this with a diff or other check rather than assuming that a formatting rule cannot touch text.
- Flag uncertainty instead of guessing. If audio timing or prosody is available and your system can use it, it may help resolve a case. Otherwise, leave ambiguous punctuation as-is or route the span to a reviewer.
Handle long transcripts and chunk boundaries carefully
A rule applied independently to arbitrary chunks may treat the end of each chunk as a sentence boundary, even when the sentence continues. Prefer existing stable boundaries, such as verified utterance or segment boundaries. If a split is unavoidable, avoid cutting inside a word or known phrase, carry context across the split, and prevent both sides from finalizing the same boundary.

NVIDIA’s NeMo Framework User Guide 24.07 documents overlapping segments and edge margins for punctuation-and-capitalization model inference, and warns that predictions can degrade near segment edges. That guidance concerns model predictions; applying the same boundary caution to deterministic rules is an engineering precaution, not a tested guarantee for rule-based processing. See the NeMo guide.

Before applying a rule broadly, compare its output with human-reviewed references from the language, speaker style, and speech-recognition source you use. A small representative sample is more informative than testing only clean, read-aloud text.

- Track marks inserted in the wrong place and marks that should have been inserted but were missed.
- Include questions, reported questions, fragments, lists, abbreviations, and sentences that continue across segments.
- Check behavior at chunk edges and on transcripts with existing punctuation.
- Review whether formatting changes have altered any recognized words.
When cleanup is not enough
Choose the narrowest intervention that meets the quality requirement. Deterministic cleanup is predictable for exact patterns but weak on unfamiliar or context-dependent phrasing. Human review can resolve ambiguity and apply a style consistently, at the cost of review time. A dedicated punctuation-restoration model can use context and, in some systems, acoustic cues, but it can still make mistakes and may not match your domain’s style.
One example of a text-only approach is the Horizon-Labs model card for a multilingual punctuation token-classification model. It describes punctuation-only behavior and CPU and browser artifacts; its listed training data are web text, so those details do not establish how it will perform on your transcripts. The card reports 1,168,626 text windows (119 million words) across 88 languages as training-data figures, not as an independent measure of speech-to-text quality. Read the model card. When comparing approaches, consider language and dialect, conversational versus read speech, whether audio and timing cues are available, latency, data-handling requirements, deployment environment, whether capitalization is needed, tolerance for mark-level errors, and whether a person can review uncertain output. For a discussion of Spanish question ambiguity, the availability of acoustic cues is particularly relevant.
Research on punctuation restoration as a training objective offers background on model-based methods, not a no-model repair recipe. Min and colleagues’ February 2024 paper studies how punctuation restoration can improve structure understanding without supervision. Read the paper.
