If Grand Theft Auto V shows “The Rockstar Game Services are unavailable and offline play could not be verified (code 134),” start with the launcher you use to play the Windows version. Rockstar Games Customer Support says code 134 may occur when the installed game version is not up to date, often after a recent GTA V update. The official remedy is launcher-specific: verify the installation in Rockstar Games Launcher or Steam, while Epic Games Launcher uses an uninstall, cleanup, launcher restart, and reinstall sequence.
What GTA V error code 134 means
Code 134 is displayed with a message about Rockstar Games Services and the inability to verify offline play. That wording describes the launch check that failed; it does not, by itself, identify one guaranteed cause.
In its support article “Error Code 134 when launching Grand Theft Auto V on PC,” last updated April 12, 2024, Rockstar Games Customer Support says: “The code 134 error may occur if your game version is not up to date.” The word may matters. An outdated installation is a documented possibility, not proof that every code 134 case has the same cause. The article also does not establish whether Rockstar services are currently suffering an outage, so code 134 should not be treated as a live service-status report.
The supported recovery path depends on where GTA V is installed and launched. Rockstar Games Launcher, Steam, and Epic Games Launcher expose different controls and use different cleanup locations. Follow only the section for your storefront.

Choose the correct launcher path

Do not substitute one storefront’s instructions for another. In particular, the Steam and Epic cleanup folders are different, and Rockstar Games Launcher has its own Verify Integrity control.
Fix code 134 in Rockstar Games Launcher
Use this route when the Rockstar Games Launcher is the application you open to launch GTA V.

Choose Verify Integrity.

Wait for the verification process to finish. Rockstar says a notification above the Windows system tray will state that the game is verified and ready to play when the process completes.

Launch GTA V from the launcher after that notification appears.

What this verification step does
The launcher’s Verify Integrity option checks the existing GTA V installation through the launcher rather than asking you to remove it. This is the first documented action for this storefront because a local installation can be out of date or have files that need to be reconciled after an update.
If code 134 remains
The cited Rockstar procedure confirms when verification has completed, but it does not promise that verification will fix every code 134 case or provide a second Rockstar Games Launcher repair sequence. If the same message returns, record that verification completed and avoid applying the Steam or Epic folder instructions to this installation; those procedures belong to different launch routes.

Use these steps when your copy of GTA V is managed and launched through Steam.
Step 1: Verify the Steam installation

Open Steam and go to your Library.

Right-click Grand Theft Auto V.

Open Properties.

Select Local Files.

Choose Verify integrity of game files….

When Steam finishes verifying, launch GTA V again.
This is Steam’s first documented recovery action. It uses the game entry in your Steam library, so make sure the title you selected is Grand Theft Auto V rather than another game.
Step 2: Use the documented reinstall fallback
If verification does not resolve code 134, Rockstar’s support instructions call for a clean reinstall through Steam:

Uninstall Grand Theft Auto V from Steam.

Open the Steam library and reinstall GTA V.

Launch the game after installation finishes.
The path above is the example location in Rockstar’s instructions. Steam libraries can be placed on another drive or in another folder, so do not delete that example path unless it is where your copy is actually installed. Clean up the remaining Grand Theft Auto V folder inside your real Steam library instead.
Why the order matters
Verification is the least destructive documented Steam step because it starts with the current installation. The reinstall fallback is separate: uninstalling alone can leave files behind, which is why Rockstar specifically includes removal of the remaining folder before reinstalling. The support article does not claim that either step guarantees success.
Fix code 134 through Epic Games Launcher
Use this route when Epic Games Launcher is the storefront that manages your GTA V installation.
Step 1: Uninstall from the Epic library

Open Epic Games Launcher and select Library.

Step 2: Remove the remaining files
After the uninstall completes, delete the remaining files in C:Program FilesEpic GamesGTA. Rockstar gives this as the cleanup folder for the Epic procedure. If your Epic installation is stored elsewhere, use the corresponding GTA folder in that actual install location rather than deleting an unrelated directory.
Step 3: Restart, reinstall, and launch

Restart Epic Games Launcher.

Open Library again and reinstall Grand Theft Auto V.

Launch GTA V after the reinstall completes.
Unlike the Rockstar Games Launcher and Steam instructions, the cited Epic procedure begins with uninstalling; it does not specify a separate Verify Integrity command. That difference is why an Epic user should follow the Epic sequence rather than importing the Steam menu path.
How to avoid the common mistakes
- Choosing the wrong storefront instructions: Identify the application that owns the GTA V library entry. A Steam copy should be repaired in Steam, and an Epic copy should be repaired in Epic Games Launcher.
- Deleting the wrong folder: The Steam example is

These are not interchangeable locations. - Stopping before the documented completion point: For Rockstar Games Launcher, wait for the notification above the system tray that says the game is verified and ready to play. - Assuming code 134 proves an outage: The message mentions Rockstar Games Services, but the cited support article is not a live status check and does not establish a current outage or its absence.
- Expecting a guaranteed repair: Rockstar describes an outdated game version as a possible cause and gives troubleshooting steps; it does not promise that verification or reinstallation resolves every instance.
A practical decision path
Use the following order to keep the repair tied to your actual installation:

Read the launcher you used to start GTA V. If it was Rockstar Games Launcher, follow its Verify Integrity path. If it was Steam, use Steam’s Local Files verification. If it was Epic Games Launcher, use Epic’s uninstall and reinstall sequence.

If code 134 still appears, note which launcher you used and which documented steps completed. The April 12, 2024 support article does not provide a universal next diagnosis, a success rate, or a repair-time estimate, so do not infer one from the error text alone.
What the official guidance does—and does not—establish
Established by Rockstar’s support article
- Code 134 may occur when the installed GTA V version is not up to date, often in connection with a recent update.
- Rockstar Games Launcher users have a Verify Integrity command under Settings and My installed games.
- Steam users should verify integrity from Properties > Local Files, with a documented uninstall-and-reinstall fallback.
- Epic Games Launcher users have a documented uninstall, remaining-file cleanup, launcher restart, and reinstall procedure.
- The support article was last updated April 12, 2024.
Not established by that article
- It does not say that every code 134 error has one cause.
- It does not provide a percentage of successful repairs or an expected completion time.
- It does not confirm a current Rockstar service outage, or confirm that services are operating normally at the moment you see the error.
- It does not call for buying hardware, replacing a component, or using a separate repair utility.
When to stop repeating the same fix
Do not repeatedly delete folders or reinstall without tracking what has already been completed. Once the correct launcher procedure has finished and the same code returns, you have established that the documented storefront-specific recovery did not resolve this occurrence. Keep the launcher, the exact path used, and the completion result available if you need to continue with Rockstar’s current support options. The support article itself supplies no additional universal branch after the listed procedures.
For most players, the decisive detail is not a special Windows setting but selecting the right storefront workflow and preserving the distinction between verification and a clean reinstall. Code 134 is a qualified version-and-launch verification problem, not a diagnosis that can be safely generalized beyond the evidence in Rockstar’s guidance.
