Finland’s Licensing and Supervision Authority (LVV) told Tuike Finland Oy on October 6, 2026, to suspend environmentally significant preparatory work for its planned data centres in Muhos and Kajaani. The authority called for the covered work to stop immediately and no later than October 23, while the projects’ environmental impact assessment (EIA) procedures are completed. This is a suspension notice, not a confirmed fine or final enforcement order.
What Finland’s notice requires
LVV issued Tuike Finland Oy a kehotus—a notice or request to suspend certain work—under section 32(2) of Finland’s EIA Procedure Act. It covers preparatory measures that significantly alter the environment at the two planned project sites. LVV called for those activities to stop immediately and, at the latest, by October 23, 2026, and to remain stopped until the EIA procedures are complete. LVV’s notice was dated October 6, 2026.
Tuike was also asked to submit a written explanation by October 14, including whether it intends to comply. LVV said that if the company does not comply, it will consider starting an administrative enforcement procedure under applicable special legislation or the EIA Act. That procedure could, if necessary, be reinforced with a conditional fine. As of the notice date, neither enforcement nor a fine was established as having occurred.
Which activities are covered—and which are not
LVV’s examples of work covered by the suspension request include activities that physically alter land or water arrangements:

- Tree and topsoil removal
- Excavation, blasting, crushing and moving soil masses
- Ditching and modifying culverts or storm-water arrangements
- Building site roads and storage areas
The notice does not say that every activity connected with either project must stop. It excludes planning, measurements, soil investigations and other actions with minor impacts that are readily reversible. The distinction is between substantial, potentially lasting site changes and work that does not significantly alter the environment.
Why LVV intervened before the assessments were complete
LVV said information available to it indicated that extensive preparatory measures had already taken place. The authority’s concern is that such work can change the environment and cause effects that the EIA process is meant to identify and assess. As the notice explains, assessment is intended to take place before project implementation decisions and essential preparatory measures.

Tommi Muilu, head of LVV’s environmental department, wrote in the notice: “In our assessment, these measures change the environment and cause impacts whose identification and assessment are among the central objectives of the EIA procedure.” The notice invokes the EIA process; it does not report final EIA conclusions about either project.

The Finnish environmental administration’s Muhos project page, updated September 17, 2026, describes a proposal by Tuike Finland Oy for nine data-centre buildings and supporting functions on an approximately 571-hectare project area about four kilometres northeast of Muhos town centre. The area figure describes the project area; it is not a measurement of forest clearance.

The Muhos EIA compares alternatives rather than recording final construction choices:

The Kajaani-Otanmäki EIA programme identifies Tuike Finland Oy as the proponent and is dated June 25, 2025. LVV said both the Muhos and Kajaani procedures were still in progress on October 6, 2026, with EIA reports expected during 2026. An expected report is not an approval or rejection, and the notice does not give the eventual findings.

What has been reported about forest clearing
The Guardian reported that 330 hectares (815 acres) of forest had been felled in Muhos and just under 200 hectares (494 acres) had been logged in Kajaani. Those figures are The Guardian’s reported figures; LVV’s notice confirms extensive preparatory measures but does not itself state those area totals.
The Guardian also reported Google’s response that it understood the concerns and had “fallen short of our own high standards”. The company said it would study LVV’s findings and follow its guidance, and that it had acted in good faith under the Forestry Act, conducted nature surveys and protected high-value areas. Google also said its landscaping and biodiversity plans included tree planting across 130 hectares (321 acres) at Muhos. These are company statements as reported by The Guardian, not findings established by LVV’s notice.

Tapani Veistola, identified by The Guardian as chief operating officer at the Finnish Association for Nature Conservation, described the issue across the two sites as “systemic”. That is the conservation group’s characterization, not an official determination.
What is known about the status—and what remains open
The key dates in LVV’s October 6 notice are the October 14 deadline for Tuike’s written explanation and the October 23 deadline for suspending covered work. Both EIAs were ongoing when LVV issued the notice, and reports were expected during 2026. The notice itself does not establish what Tuike later submitted, whether all covered work stopped, whether LVV began enforcement, or what the final EIA reports concluded.
Accordingly, “halt construction” is broader than the notice’s scope: LVV sought suspension of specified environmentally significant preparatory measures, while allowing planning and other minor, readily reversible activities to continue. The legal and project status after the dates in the notice depends on subsequent company and authority actions, which are not established by the October 6 notice.
