A joint advisory published on October 8, 2026, by the FBI, CISA, NSA, and partner agencies says China-linked actors enabled by Integrity Technology Group maintained a custom web application that let third parties access email stolen from organizations in Southeast Asia. The advisory does not identify those third parties, explain their relationship to the actors, or say how many organizations or accounts were affected.

What did the FBI say the portal let third parties do?

The advisory says the actors maintained a custom web application through which third parties could view stolen email content. Users could supply specific URL arguments to retrieve email associated with particular accounts. The advisory does not describe the portal’s user controls, the scale of access, or whether the third parties were customers, collaborators, or another group.

The finding is significant because it describes a way to make stolen email available beyond the operators who collected it. It does not establish who used the application or what they did with the messages.

Who was affected, and how much email was stolen?

Investigators observed email-data theft from government organizations, law-enforcement agencies, healthcare systems, and religious institutions in Southeast Asia. The advisory also describes broader targeting of U.S. critical infrastructure sectors and organizations in Southeast Asia, Africa, and North America. That broader targeting should not be read as proof that email was stolen from every targeted organization or region.

The official advisory does not give a total number of organizations whose email was stolen or dates for individual thefts. It says the actors had access to victim networks and cloud services since at least mid-January 2021; that is an access timeframe, not a date for each email theft.

Who are Integrity Tech and the actors described?

The advisory describes Integrity Technology Group, or Integrity Tech, as a China-based for-profit company with links to the Chinese government. It says the company enabled malicious activity by acquiring or building cyber tools for use and sale, acquiring and hosting infrastructure, and compromising networks. The findings draw on technical evidence recovered from and observed during multiple FBI investigations related to Integrity Tech.

Public reporting uses labels including Flax Typhoon, Ethereal Panda, and Red Juliett for activity with consistent tactics. The advisory cautions that private-sector names and U.S. government tracking do not necessarily map one-to-one. The labels should not be treated as interchangeable identities, and the advisory notes that actors may carry out activity not associated with Integrity Tech.

How did the actors get in and collect email?

The advisory describes a combination of automated scanning, hands-on exploitation, credential theft, password spraying, and persistence through VPN software. These are stages and techniques in a broader campaign; they do not establish that every victim experienced every technique.

For email collection, the advisory describes several routes:

  • Scripts that interacted with Microsoft Exchange Web Services (EWS), which can expose email as well as calendars and contacts.
  • A command-line utility used against Microsoft Outlook 365 accounts over different periods.
  • Manual collection of email.
  • Downloads of databases containing collected material.

The advisory says the collected material included credentials and email data. It does not quantify the amount of information accessed through each collection route.

What do the scanning figures mean?

The advisory says MicroScan, a Python-based web application, used more than 1,300 penetration-testing scripts to scan for specific vulnerabilities. That figure describes the tool’s scripts; it is not a count of victims, stolen accounts, or successful intrusions. The advisory lists eight observed CVEs, but does not say every vulnerability was exploited against every victim.

What should organizations do?

The joint advisory recommends reducing exposure and checking for signs of compromise. Organizations can use its indicators of compromise and incident-response guidance to inform a response tailored to their environment.

  • Disable services and ports that are not needed.
  • Patch affected systems and investigate whether exposed or vulnerable systems were accessed.
  • Apply identity, credential, and access-management policies, and require multifactor authentication where possible.
  • Sanitize web-application inputs to help prevent cross-site scripting.
  • Hunt for compromise, including suspicious account activity and evidence of unauthorized access to email or cloud services.

For suspected compromise, preserve relevant evidence and follow the advisory’s incident-response guidance rather than relying on a single indicator or assuming that a clean result from one check rules out intrusion.

How do the same-day DOJ seizures relate?

On October 8, 2026, the U.S. Department of Justice announced court-authorized seizures targeting Microscan, FishHub, and related domains. DOJ described Microscan as a reconnaissance tool and FishHub as a tool used to facilitate spear-phishing exploitation and subsequent malware delivery. It called the action its second public technical disruption of Integrity Tech’s hacking infrastructure.

This is related operational context, not confirmation that the email-access portal was seized. DOJ’s announcement does not identify that portal as one of the tools or domains targeted. DOJ separately reported approximately 20 confirmed Taiwanese university victims of FishHub; that figure concerns FishHub activity and is not an email-theft victim count.
