Aragón is being positioned for more than €60 billion (about $67.55 billion) in planned data-centre and digital-infrastructure investment over the next decade—not $70 billion already spent. A regional fast-track process helps developers coordinate planning, but it does not mean every project is built or exempt from environmental review. The trade-off is a race to attract investment and jobs alongside unresolved questions about public scrutiny, electricity, water and local benefits.
Why are data-centre developers looking to Aragón?
The clearest explanation in the public record is administrative: Aragón offers qualifying projects a regional-interest planning route designed to coordinate decisions more quickly. Reuters reported the region’s investment outlook as more than €60 billion over the coming decade across data centres and digital infrastructure. That is a forecast of planned investment, not a tally of completed facilities or money already spent.
The sources cited here do not establish a single reason developers chose particular sites—such as a quantified advantage in power availability, land cost or climate. Those factors should not be assumed from the investment announcements alone. What is documented is a regional permitting framework and a series of large project plans at different administrative stages.
What does Aragón’s fast-track process change?
Planning coordination, not automatic permission to operate
The mechanism is called a Plan de Interés General de Aragón (PIGA), or Plan of General Interest of Aragón. Reuters describes it as a route that can speed planning decisions, provide support for applications, coordinate progress through a one-stop investor service with weekly updates, and offer potential local-tax benefits and land-expropriation powers. Reuters said approvals that can take years may be reduced to under 12 months; that is a potential planning timeline, not a guarantee for every project.

A faster planning decision is not the same as completion of every project-specific authorization, construction or operation. Aragón’s own Microsoft project records show environmental documentation continuing to change in 2026 after the regional plan’s initial approval process. That is evidence that review can continue alongside planning rather than proof that it has been waived.
How the regional projects differ
| Project | What the record describes | Documented stage |
|---|---|---|
| Green IT Aragón | A data-centre project declared an investment of regional and general interest. | Aragón made the declaration on 28 April 2025; promoters submitted PIGA documents for initial approval in November 2025. |
| Microsoft regional plan | Three proposed campuses in La Muela, Villamayor de Gállego and Zaragoza, with supporting roads, fibre, electricity, potable and non-potable water, and wastewater infrastructure. | The official record describes initial approval and environmental-review processes, including changes to environmental documentation in 2026. |
| AWS Aragón expansion | An expansion declaration covering Zaragoza, Huesca, Villanueva de Gállego, El Burgo de Ebro and La Sotonera. | The declaration is a planning milestone; it does not establish that all listed facilities are complete or operating. |
These are separate administrative records, not evidence that every proposed campus has cleared every approval stage. A declaration of regional interest, an initial plan approval and an operating data centre are different milestones.

How large is the investment—and what does it mean for jobs?
| Figure | Scope and qualification |
|---|---|
| More than €60 billion (about $67.55 billion) | Reuters’ 2026 estimate of planned data-centre and digital-infrastructure investment in Aragón over the next decade. The headline figure of roughly $70 billion is rounded; this is expected investment, not completed spending. |
| €33.7 billion | The Spanish Government’s 2 March 2026 announcement of Amazon’s total planned investment in Spain. It is Spain-wide, not an Aragón-only figure, and should not be added to the Aragón estimate as if the scopes were separate. |
The Spanish Government’s announcement also relayed projected employment effects for Amazon’s plan. Those projections include different kinds of work—direct, indirect and induced employment, construction roles and supply-chain facilities—so they should not be read as a single count of permanent data-centre jobs in Aragón. Construction can create substantial activity while a facility is being built; the number of ongoing jobs after completion is a different measure. The cited announcement does not provide a like-for-like project scorecard that would settle how much durable local value each plan will deliver.

Electricity, water and infrastructure
Large data-centre plans require more than buildings. The Microsoft regional plan explicitly includes electricity connections, potable and non-potable water, wastewater infrastructure, roads and fibre. Such supporting works make the local effects of a project broader than the facility boundary.

The sources available here do not establish an independently verified aggregate for Aragón’s actual data-centre electricity demand or water use. They also do not establish a region-wide effect on household electricity bills or a measured total of environmental damage. Without those figures, neither a claim of negligible impact nor a precise estimate of the burden is supported. Renewable-energy matching, on its own, would not establish that grid effects or water demands have disappeared.
A proposed national framework
On 27 August 2026, Spain’s Ministry for the Ecological Transition and the Demographic Challenge (MITECO) announced a proposed royal decree covering data-centre sustainability, energy, environmental and digital-sovereignty requirements. Its announcement described proposed energy- and water-efficiency categories and a renewable-electricity matching condition; the public consultation was stated to run through 4 September 2026. The announcement establishes a proposal and consultation, not that the rules were finally enacted. The proposal signals that resource efficiency is a live policy issue, but it does not supply Aragón-wide impact measurements.

Does faster approval leave enough room for public scrutiny?
Speed is also a governance question. Reuters reported that members of the public had 23 days to review about 25,000 pages of documentation for an Amazon project. That is one reported consultation example, not a universal legal deadline. Manuel Garcia, a researcher at Spain’s state-run science and technology centre CSIC, told Reuters that under such conditions “it becomes very difficult to conduct genuine scrutiny.”

Reuters also reported that Ecologistas en Acción brought a legal challenge. That is a reported challenge, not a court finding that the process was unlawful. The dispute illustrates the tension: administrative coordination may shorten delays, while a large document load and limited review time can make meaningful participation harder for residents and other interested parties.

- Cools to mid-60s °F — for effective heat control around electronics, servers, and computers.
Aragón’s economy minister Eva Valle defended the approach to Reuters, saying, “Are we overlooking any requirements for the sake of speed? The answer is no,” and describing the goal as streamlining a complex process by bringing order to it. Amazon, in a submission to the European Commission quoted by Reuters, said the PIGA process had reduced administrative burden and handling time while maintaining compliance with applicable regulations. Those are the positions of the regional government and company; they do not by themselves resolve whether a particular consultation gave the public adequate opportunity to assess a particular project.
What should residents and policymakers weigh?
- Investment against lasting local value: projected capital spending and construction activity matter, but they are not interchangeable with permanent local jobs or enduring economic benefits.
- Coordination against scrutiny: a faster planning process can reduce administrative delay, while public review still depends on accessible documents, sufficient time and clear responses to concerns.
- Efficiency commitments against measured impacts: proposed standards and renewable-power conditions are policy measures; transparent, project-specific electricity and water data are needed to assess local effects.
- Regional ambition against community burdens: roads, power connections and water and wastewater systems can support projects while also raising questions about land use and who bears costs or receives benefits.
Reuters reported Fedea senior research fellow Judith Arnal arguing that Spain should welcome data centres while seeking to capture as much economic value as possible. That framing gets to the policy choice: not simply whether to attract investment, but how to make the terms, public oversight and resource consequences visible enough to judge its value.
