Former PlayStation executive Shawn Layden says Sony’s plan to stop producing discs for new PlayStation games raises a deeper question: whether players own a game or merely have access to it. Sony has announced that disc production for new PlayStation games will end starting in January 2028; its US terms describe PlayStation Store purchases as personal licenses, not ownership of the product.
What Layden said about Sony’s disc plans
In remarks from an appearance on The Expansion Pass podcast, reported by GamesRadar+, Layden said he disagreed with Sony’s move away from physical discs. He acknowledged digital games’ convenience, but argued that players who still buy physical copies matter to PlayStation and that abandoning discs could damage the brand.
Layden’s criticism centers on what a player believes a purchase means: a physical copy is something tangible to collect, while a digital purchase can feel more like access to an asset. He put the distinction this way: “If you can’t sell a thing, that means you don’t own a thing. And if you don’t own it, then what are you buying? If you’re buying access, that doesn’t quite sound as sexy, to be honest.” GamesRadar+ reported those words from the interview; the original podcast recording or transcript has not been independently verified here.
That is Layden’s criticism and brand-risk argument, not a universal legal ruling on game ownership. He also said he did not know Sony’s internal financial reasoning for the decision. His rough estimate that 80% of players download and 20% buy physically was reported by GamesRadar+ as his estimate, not an independently verified market statistic. Sony’s announcement does not publish a market-share figure.

When Sony says new PlayStation games will stop coming to disc
Sony announced that physical disc production for all new games releasing on PlayStation consoles will be discontinued starting in January 2028. In its July 1, 2026 announcement, Sony said new games after that date will be available digitally through PlayStation Store and retailers.
Sony says the change does not affect games already released, or due to be released, on disc before January 2028. This is Sony’s announced timetable; it does not mean existing disc copies immediately stop working or that every previously announced physical release is being canceled.

Does a digital PlayStation purchase mean you own the game?
For PlayStation Store purchases under the US terms, the answer is more limited than ordinary ownership: the buyer receives a personal license to use the product for private, non-commercial purposes. The license is not transferable unless applicable local law requires otherwise, and the terms say the user does not own the product. See PlayStation’s US Terms of Service.
That statement is specific to US PlayStation Store terms. It should not be automatically applied to other regions, physical discs, or every digital storefront. Local law can also affect what terms permit.

Physical discs and digital licenses: what the evidence establishes

The practical distinction is that a disc gives the buyer a tangible copy, while a digital purchase is governed by the relevant account and license terms. The available sources do not prove that every disc can be lent or resold without restriction, that every disc game works fully offline, or that a digital game will necessarily become inaccessible. Check the terms for your region and the requirements of the specific game rather than assuming one rule covers all cases.

- If you want a new game on disc, Sony’s stated cutoff makes its release timing important: the company says games released or scheduled for disc before January 2028 are unaffected.
- If you buy digitally, read the applicable storefront terms. The US PlayStation terms describe purchases as personal licenses, subject to local-law exceptions.
- If offline play, resale, or lending matters to you, check the requirements and terms for the individual game and your region. The disc-versus-digital label alone does not settle those questions.
Layden’s concern is ultimately about how the shift changes the perceived bargain between players and PlayStation. Sony has set out the announced timing; the legal terms and practical limits depend on the purchase, region, and game.
