ERR_CONNECTION_REFUSED means Chrome could not connect to the page, or the page is being blocked. Google’s Chrome Help describes it in exactly those terms: “The page didn’t let Chrome connect or the page is blocked.” The message does not say which part of the chain is at fault. The destination website, Chrome, your device, your network, or a security layer between them could each produce it.

Chrome Help also lists related wording you may see on the same kind of failure: “A site can’t be reached,” “A website won’t open,” and “An HTTPS site won’t open.” The fixes below are the same whichever wording appears.

The order matters. The first few checks tell you which layer is responsible, so the later, more invasive steps only run when the evidence points to them. None of the steps is guaranteed to clear the error. Each one is a test that either resolves the problem or narrows it down.

Narrow the failure before changing anything

These first four checks take a few minutes and cost nothing. They tell you whether the problem belongs to one website, to Chrome, or to the device and network underneath it.

1. Check the address and reload the page

Look for a typo in the domain, a missing or extra “s” in https, or a port number that does not belong. If you are opening a local development project, such as localhost with a port number, the error often means the local server is not running, not that Chrome is broken.

Press Ctrl+R (Windows and Linux) or Cmd+R (Mac) to reload. A page that loads after a reload was a stale or interrupted request, and no further steps are needed.

2. See whether the site is reachable for others

Open a different website you know is working. If only one site fails, the destination may be down, or it may be refusing connections from your location or network. In that case, changes to your browser or computer are unlikely to help. Use a third-party uptime checker to see whether other people can reach the site. If the site is yours or belongs to a client, check its hosting status page and server logs.

3. Test another browser, and another network if you can

Open the same address in Microsoft Edge or Firefox. Then try it from a phone on mobile data or a laptop tethered to a phone hotspot. A hotspot is a genuinely different network path. Another Wi-Fi network on the same router is not.

Google’s Chrome Help notes that if the page also fails in another browser, the cause may be the network or the website, not Chrome. If it works in another browser, the problem is more likely specific to Chrome.

4. Confirm the device has internet access

Check that Wi-Fi or Ethernet is connected and that other sites load. On public Wi-Fi, a sign-in page, often called a captive portal, may need to be completed before any site will open. Opening a plain HTTP page sometimes triggers that sign-in prompt. If no site loads at all, the problem is at the device or network level, and the next steps apply.

Restart the network and Chrome

5. Restart the modem and router

When symptoms suggest a network issue, restart the modem and router. Unplug both, wait about 30 seconds, then plug the modem in first and the router second. Wait for the lights to show a normal connection before testing again. Google’s Chrome Help suggests restarting both, and Hostinger’s guide, published September 18, 2025, recommends a router restart as one diagnostic method. Neither source supports replacing equipment on the basis of this error alone.

6. Update Chrome and fully restart it

Open Chrome’s menu, choose Settings, then About Chrome. Chrome checks for updates and installs any that are available. If it is already up to date, quit Chrome completely and reopen it. Closing the last window is not always enough, because Chrome can keep running in the background. Google recommends using the latest version.

Isolate Chrome from extensions and stored data

These steps test whether something inside Chrome, rather than the network, is interfering with the connection.

7. Try Incognito mode

Press Ctrl+Shift+N (Windows and Linux) or Cmd+Shift+N (Mac) to open an Incognito window, then load the page. Incognito does not use your saved cookies or cache, and by default it runs without most extensions. If the page loads there and fails in a normal window, go on to checks 8 and 9.

8. Disable extensions, then re-enable them one at a time

Type chrome://extensions into the address bar and switch off every extension. Reload the page. If it loads, turn extensions back on one at a time, reloading after each, until the error returns. The last extension you enabled is the likely cause. Remove it or keep it off for that site. Google documents this as the isolation method when disabling extensions resolves a loading or connection issue.

9. Clear browsing data

Open Settings, then Privacy and security, then Clear browsing data. You can also press Ctrl+Shift+Delete (or Cmd+Shift+Delete on Mac). Select Cookies and other site data and Cached images and files. Google lists clearing history, cookies, and cache as a troubleshooting step.

Clearing cookies signs you out of most sites, and it removes saved site data such as preferences and offline content. Choose a time range and only the categories you need.

Check security software, VPNs, and proxies

Security tools and network routing changes can block a connection without any visible warning. Do not leave a protection feature turned off after you have tested it.

10. Check firewall and antivirus blocking

Google recommends checking whether a firewall or antivirus program is blocking the connection. On Windows, open Windows Security, then Firewall & network protection, then Allow an app through firewall to confirm Chrome is permitted. Your antivirus product may have its own web-protection or “secure browsing” setting that blocks specific sites.

If you turn protection off to test, turn it back on immediately after the test. On a work-managed device, send the request to your IT administrator rather than changing the settings yourself.

11. Review VPN and proxy settings

A VPN can route traffic through a region or server that the site blocks. A proxy that is misconfigured or blocked can stop every connection. To test, disconnect the VPN briefly and reload. On Windows, proxy settings are under Settings, then Network & internet, then Proxy. On a Mac, they are under System Settings, then Network, then the active connection, then Details, then Proxies.

If your device uses a managed proxy set by an employer or school, do not change it. Check with the network administrator first.

Use DNS and reset steps only when the evidence points there

12. Flush DNS, change DNS, or reset Chrome, in that order

Flushing the DNS cache clears stored name lookups. On Windows, run ipconfig /flushdns in Command Prompt, then reload the page. Hostinger’s guide also lists this step. macOS commands vary by version, so check your version’s documentation before using a flush command.

Changing your DNS server is conditional. It makes sense when the site resolves to the wrong address, when only some domains fail, or when a lookup appears to be blocked or redirected. Google for Developers’ public DNS troubleshooting page, last updated 3 September 2024, documents DNS blocking and hijacking, where a DNS query is intercepted or altered. If you change DNS, switch to a public resolver, test again, and keep the change only if it fixes the problem.

Reset Chrome only after the simpler checks above have failed. In Chrome’s Settings, use the reset option (in recent versions it appears under the reset or system section). Resetting disables extensions and clears temporary data, and it does not remove bookmarks or saved passwords. Reinstall Chrome last, when nothing else has changed the outcome.

Comparing diagnostic outcomes

The results of checks 2, 3, and 7 usually point to one layer. This table summarizes what each result suggests and the next proportionate step.

When to escalate

If the page fails only for you, after these checks, the site owner is the right contact. Describe the exact message, the address, the time, and which browser and network you tested. If several sites fail on your network, or your VPN, proxy, or security software is managed by someone else, contact your network administrator or ISP with the same notes. Those details let them check the layer that is actually failing.
