If “English International” is missing from a Windows 11 download page, first check what you need: Windows’ English display language or an international keyboard layout. Microsoft’s Windows 11 language-pack instructions list “English,” not a separate “English International” display-language pack. Keyboard layouts are configured separately in Settings.
Is “English International” a Windows 11 display language?
Microsoft’s Windows language-pack instructions identify “English” as a language you can add to Windows 11. They do not list a distinct “English International” display-language pack. To add a Windows display language, use Settings > Time & language > Language & region > Preferred languages > Add a language, then search for and select the language and install the features you want.
A display language changes the Windows interface, such as menus and dialog boxes. If you are looking for an international keyboard layout to type particular characters, you do not need to find a separate display-language download first.
Add or check an international keyboard layout
A keyboard layout controls how keystrokes produce characters; it does not change the language of Windows menus. Microsoft explains this distinction in its language and keyboard settings guidance.

- Open Settings > Time & language > Language & region.
- Find the relevant language under Preferred languages, open its options, and look under Keyboards.
- Select Add a keyboard and choose the layout you want, if it is listed.
A complete language pack matching a keyboard layout is not always required. If you change the display language too, Windows may change the keyboard layout. Check the input-language icon on the sign-in screen before entering your password.
Check whether your Windows edition allows another display language
If Windows reports that only one language pack is allowed or that your license supports only one display language, check the edition at Settings > System > About. Microsoft says Windows 11 Home Single Language supports only one display language; installing another requires upgrading to Windows 11 Home or Pro. If the option is still missing
The exact page, Windows build, and intended option matter: without them, a missing listing cannot be diagnosed definitively. Confirm whether you need the interface language or a keyboard layout, then check the appropriate Settings path above. If you need an additional display language and it is blocked, verify whether the PC runs Home Single Language.
