An employee costs an employer more than the stated salary or hourly wage. A quick estimate adds the wages to the employer’s payroll taxes, employer-paid benefits, and any business-specific extras you choose to count. For a U.S. employer, that sum can be shown as an annual figure, a monthly figure, and an hourly equivalent. Published averages help you judge the result, but they cannot replace your own pay, benefit, and state-level inputs.

What a quick estimate has to include

Start with the components below. Each row shows whether it belongs in employer cost and where the number should come from.

Component Counts toward employer cost? Where the number comes from
Gross wages or salary Yes Offer letter or payroll register. For hourly staff, multiply the hourly rate by expected paid hours.
Employer share of Social Security Yes, up to the annual wage base Rate and wage base set by the IRS for each year
Employer share of Medicare Yes, with no wage limit Applied to all wages
FUTA (federal unemployment tax) Yes Federal rate applied to the first $7,000 of each employee’s wages, before any state credit
State unemployment tax Yes Your state’s rate and wage base
Workers’ compensation insurance Yes, where required Your insurer’s premium for the job classification
Employer-paid health, retirement, paid leave, or supplemental pay Yes, if you provide them Plan invoices, your contribution policy, and leave accrual rules
Recruiting, equipment, software, or administrative overhead Optional and business-specific Your own budget. Keep these in a separate line so they are not confused with payroll taxes.
Employee income tax withholding, employee Social Security and Medicare, Additional Medicare Tax No These are deducted from the employee’s pay and are not an employer expense.

The formula

Annual employer cost is the sum of the included components:

Worked example (hypothetical)

The figures below are assumptions chosen to show the arithmetic, not values from any real employer. The employee earns a $60,000 salary and works 2,080 paid hours. The Social Security wages stay below the annual wage base. The employer pays $600 a month toward health coverage and matches 3% of salary to a retirement plan. Because state unemployment tax and workers’ compensation depend on your location and industry, this example leaves them out.

Line item Calculation Annual amount
Wages Salary $60,000
Employer Social Security 6.2% × $60,000 $3,720
Employer Medicare 1.45% × $60,000 $870
FUTA 0.6% × $7,000 (standard 6.0% rate less the typical 5.4% state credit) $42
Health coverage $600 × 12 months $7,200
Retirement match 3% × $60,000 $1,800
Total (excludes state unemployment and workers’ compensation) $73,632

On these assumptions the monthly cost is $6,136 and the hourly cost is $35.40 ($73,632 ÷ 2,080). Read $73,632 as a floor. Adding state unemployment tax and a workers’ compensation premium would raise it.

Employer tax rules that change the estimate

Social Security and Medicare

For 2026, the IRS sets the employer and employee Social Security rate at 6.2% each. Social Security tax applies only up to the annual wage base, so it is capped for high earners. Medicare has no wage base, so the employer’s share applies to every dollar of wages. The Additional Medicare Tax is paid by the employee alone and does not belong in the employer’s cost.

FUTA and state unemployment

FUTA is a federal tax that applies to the first $7,000 of each employee’s wages. The net rate is usually lower than the standard rate because of the credit for state unemployment taxes paid. State unemployment rates and wage bases vary, so enter your own state’s figures rather than a national percentage.

Caps reduce mid-year costs

Because the Social Security wage base and the FUTA $7,000 limit are per employee, cost per dollar of salary falls once an employee passes those thresholds. A hire who starts in October will hit the caps sooner in the year than an employee who started in January. For a full-year budget, use annual figures; for a partial-year hire, prorate wages and recalculate the capped taxes.

Workers’ compensation and paid leave

Workers’ compensation premiums depend on the state, the industry, and the employee’s job classification. Paid leave costs depend on the policy you offer and any state or local mandate that applies. No universal percentage covers these items, so use your actual premium and leave accrual figures.

Comparing your estimate with BLS averages

The U.S. Bureau of Labor Statistics publishes the Employer Costs for Employee Compensation (ECEC) series, which measures the average employer cost per employee hour worked for total compensation, wages and salaries, and benefits. The most recent figures cited here are for June 2026, and later releases may now be available.

Worker group (June 2026) Total compensation per hour Wages and salaries per hour Benefits per hour
All civilian workers $49.46 $33.85 $15.61
Private industry workers $46.89 $32.82 $14.07

These are national averages across a broad workforce, including government employees in the civilian figure, so they are not a salary benchmark for one role. The hypothetical employee above earns about $28.85 an hour in wages, below both averages. That gap reflects the sample, not a judgment about the offer. Use the benchmark to see how benefits compare as a share of total cost, and use your own role data for hiring decisions.

ECEC describes levels; ECI describes change

BLS also publishes the Employment Cost Index (ECI), which tracks how labor costs change over time. ECEC is a snapshot of cost levels, while ECI is a trend measure. Use ECEC when you ask what an hour of labor costs on average, and ECI when you ask how fast those costs are rising.

A spreadsheet is enough for a quick, repeatable estimate. Set up labeled input cells, then compute each component separately so every number can be checked:

  1. Create input cells for Salary, Paid_hours, SS_wage_base, SS_rate (0.062), Medicare_rate (0.0145), FUTA_wage_base (7000), FUTA_net_rate (0.006), SUTA_rate, SUTA_wage_base, WC_rate_per_100 (workers’ compensation premium per $100 of payroll), Health_annual, Retirement_pct, and Optional_costs.
  2. Enter one formula per component:
    Employer Social Security: =MIN(Salary, SS_wage_base) * SS_rate
    Employer Medicare: =Salary * Medicare_rate
    FUTA: =MIN(Salary, FUTA_wage_base) * FUTA_net_rate
    State unemployment: =MIN(Salary, SUTA_wage_base) * SUTA_rate
    Workers' compensation: =Salary * WC_rate_per_100 / 100
    Total annual cost: =Salary + SUM(above) + Health_annual + Salary * Retirement_pct + Optional_costs
  3. Calculate the conversions: monthly with =Total / 12 and hourly with =Total / Paid_hours.
  4. Check the logic: set SUTA_rate, WC_rate_per_100, and Optional_costs to zero, enter the worked-example inputs, and confirm the total is $73,632.

When a quick calculator is not enough

  • Multiple states: Employees who work in more than one state can fall under different unemployment and workers’ compensation rules.
  • Overtime and variable pay: Non-exempt staff, bonuses, and commissions change both wages and the capped taxes. Model the expected hours and pay, not only the base rate.
  • Mid-year hires and departures: Prorate wages and recalculate the wage-base caps for the partial year.
  • Non-U.S. employment: This method follows U.S. federal employment tax rules. Other countries use different social insurance and payroll structures.
  • Official figures: If a payroll provider files and deposits your employment taxes, its reports are the most reliable source for actual amounts. For state rates, use your state’s tax agency. This estimate is not tax advice.
