India has reportedly issued a tender for 60 medium military transport aircraft, with Embraer and Mahindra offering the C-390 Millennium and Lockheed Martin and Tata Advanced Systems offering the C-130J. The programme is estimated at roughly ₹1 lakh crore—about $10 billion in some 2026 reports, with $10.5 billion another rounded estimate—not a signed contract value. As of October 7, 2026, the available reporting does not establish a winner.
How many aircraft is India seeking, and what does the estimate mean?
Hindustan Times reported in 2026 that the August tender covers 60 aircraft: 12 to be delivered in flyaway condition and 48 to be manufactured in India. It put the programme at roughly ₹1 lakh crore, or about $10 billion. The $10.5 billion figure in some descriptions is likewise an approximate valuation, not a final negotiated price or confirmed amount India will pay.
The quantity differs from July 2026 reporting by The Tribune, which described an earlier 80-aircraft project with 12 imports and 68 locally produced aircraft. Later August reports described the 60-aircraft tender, so the two quantities and production splits should not be combined.
The reported requirement is for aircraft in the 18–30-tonne payload class. The Tribune also described the MTA as a capability between lighter C-295 aircraft and heavy-lift C-17s, intended to address needs such as moving personnel and equipment after high-altitude deployments and supporting operations along northern and eastern borders. Those operational details are The Tribune’s account of the programme, not independently verified quotations from the tender.

Who is competing, and which aircraft are they offering?

In July, The Tribune also named Airbus and the A400M in its account of an earlier technical-assessment stage. ThePrint reported in August that Airbus was likely to sit out; the later tender coverage focused on the Embraer–Mahindra and Lockheed–Tata offers. Airbus should not be treated as a confirmed bidder in the reported 60-aircraft contest.
What operational needs could shape the decision?
The Tribune’s July account described short, unprepared airstrips, low-altitude operations, night navigation and an open architecture for integrating Indian software, tactical data links and mission computers among the reported requirements. It cited potential cargo such as light armoured vehicles, M777 howitzers, BrahMos missile canisters and Akash launcher units.

Those needs make the published payload numbers only one part of the comparison. The relevant questions include whether a particular aircraft configuration can carry the required loads, access challenging strips and high-altitude locations, support night operations, and accommodate the required mission systems. Existing IAF experience and the quality of local support proposals may also matter. The sources available do not provide a verified side-by-side assessment of the two aircraft against these factors.

Embraer and Mahindra
Embraer and Mahindra signed a Strategic Cooperation Agreement in October 2025 to advance the C-390 for the MTA programme. Their announced plans cover potential manufacturing, assembly, supply-chain and maintenance, repair and overhaul (MRO) activity in India. On October 1, 2026, they said preparatory discussions and industrial and support planning were continuing, and identified Nagpur as the planned assembly-facility location if their offer is selected. These are conditional plans, not evidence that a factory is complete or that production has been contracted.

Lockheed Martin and Tata Advanced Systems
The companies’ 2024 teaming agreement provides a framework for possible C-130J manufacturing and assembly in India. Lockheed said it would add local production and assembly capacity if awarded the contract, subject to U.S. and Indian government approvals. The announcement also proposed an Indian MRO facility for the IAF’s existing C-130Js and other global Super Hercules fleets. Lockheed reported that Tata Lockheed Martin Aerostructures Limited had produced more than 220 C-130J empennages at the time of the 2024 announcement; that company-reported figure is not a measure of complete aircraft production in India.
The existing C-130J fleet gives Lockheed and Tata an incumbent support relationship, but it does not establish that their offer will win or that it has a lower whole-life cost. The announced manufacturing and MRO plans from either team depend on selection and the eventual approvals and contract terms.

Has India selected a winner?
No winner is established in the available reporting as of October 7, 2026. Embraer’s October 1 update still describes its assembly plan as conditional on selection. Reports that a tender was issued are not a substitute for an award announcement or the official tender text.
