Email verification confirms that someone can access a mailbox at that moment; phone verification confirms access to a number or its SMS or voice channel. Neither proves a person’s identity, and neither makes account recovery safe on its own. For a SaaS login system, safer verification depends on four controls: prevent account enumeration, confirm current channel access, limit guessing and delivery abuse, and protect recovery changes.

What email and phone verification actually establish

A confirmation link or code can show that a user can receive a message at an address or phone number at the time of verification. That can help ensure the contact method is usable. It does not establish who the user is, whether the channel will remain under their control, or whether the channel is secure enough to recover an account later.

OWASP cautions that poorly designed email validation and verification can contribute to account takeover, user enumeration, and identity confusion. NIST treats identity proofing as a separate process from confirming control of a communication channel. This distinction matters: a verified phone number is not identity proof, and a verified email address is not proof that the person using it is the account owner.

Gate 1: Prevent account enumeration

Signup, verification, login, and password-reset flows should not reveal whether a particular email address or phone number already has an account. A response such as “This number is already registered” gives an outsider useful information. Use responses that do not distinguish account existence, and apply the same policy across registration, login, reset, recovery, and account linking.

Consistency also applies to how the service normalizes and compares addresses and numbers. If registration treats two inputs as equivalent but recovery treats them differently—or vice versa—the mismatch can create confusion and weaken account controls. Define a normalization and comparison policy, then use it throughout the account lifecycle.

Gate 2: Prove current access to the channel

Send a random confirmation code or secure link to the email address or phone number, and require successful completion before binding that channel to the account. Set an expiry, invalidate a code after use, and ensure it cannot be replayed. NIST SP 800-63B-4 sets maximum confirmation-code lifetimes of 24 hours for email delivery and 10 minutes for telephone delivery; these are upper limits in the guidance, not a reason to keep every code valid for the full period.

  • BUILT TO LAST: Made from tough, waterproof, and crush-resistant materials. Manufactured in Sweden and programmed in the USA with the highest security standards.

Make the purpose of the check clear in the interface: it confirms access to a channel for communication or recovery. Do not present it as identity verification. If the product needs assurance about a person’s identity, that requires a distinct identity-proofing process appropriate to the application.

Gate 3: Limit guessing and channel abuse

Throttle code-entry and recovery attempts. Without meaningful limits, an attacker can repeatedly guess codes or use the delivery flow to harass a user or generate unwanted messages. Rate limits should apply across relevant attempts, not just one screen in isolation, and the service should avoid revealing account status while enforcing them.

Account for phone-number lifecycle risks

SMS and voice delivery depend on control of a phone number and its delivery channel. NIST classifies PSTN-delivered authentication secrets as restricted and advises assessing indicators such as device swaps, SIM changes, and number porting before relying on that channel. A number can become unsafe for account recovery even if it was correctly verified earlier.

Offer an alternative authenticator rather than making a phone number the only route back into an account. Email also has risks: it is not automatically an independent second factor, particularly when the mailbox lacks MFA or shares credentials with the SaaS account. Whether a channel adds meaningful independence depends on the user’s other authentication methods and how those accounts are protected.

  • Check FIDO2 compatibility before purchase - Known limitations: ID Austria is not supported (requires FIDO2 Level 2). Windows Hello login only works with Windows Enterprise editions that support Entra ID, and NFC is NOT supported.

Gate 4: Secure changes and account recovery

Changing a recovery email address or phone number is a sensitive account event. Notify the account’s other trusted notification addresses when recovery information changes, and review recovery methods after a reset. A password reset should not automatically sign the user in; require the normal authentication process afterward so that resetting one credential does not silently bypass the rest of the login protections.

  • Saved recovery codes: codes the subscriber stores for later use. NIST recommends secure offline storage; providers should throttle their use, store them hashed, invalidate each code after use, and issue a replacement.
  • Issued recovery codes: codes provided to the subscriber through a recovery process.
  • Recovery contacts: designated contacts who can assist with account recovery.
  • Repeated identity proofing: re-establishing identity through the proofing process when applicable.

Recovery events should trigger subscriber notifications. At AAL2, NIST requires recovery to use one of these combinations: two codes from different methods; one recovery code plus an already bound single-factor authenticator; or repeated identity proofing when the account was identity-proofed. A single weak check, such as access to one channel alone, does not meet those combinations.

Email and phone verification compared

Question Email Phone
What does verification establish? Access to the mailbox at the time of verification. Access to the number or its SMS or voice delivery channel at the time of verification.
What can undermine later recovery? Loss or compromise of the mailbox; whether it is protected independently from the SaaS account. Loss of the number or changes to its delivery path, including SIM changes or number porting.
Is it automatically a separate authentication factor? No. OWASP notes that email’s status as MFA is debated, especially when the mailbox lacks MFA or shares credentials. No. A phone channel can be exposed to number-specific risks, and NIST treats PSTN delivery as restricted.
Which is universally faster, cheaper, or more deliverable? Not established by the reviewed NIST and OWASP guidance; these outcomes depend on the product, service, and audience.

Choose based on the user base, geography, channel continuity, delivery performance, and how independent the channel is from the account’s other authenticators. Measure delivery and completion in the service itself rather than treating one channel as a universal winner.

Use phishing-resistant authentication alongside recovery

NIST SP 800-63B-4 requires phishing-resistant authentication for applications assessed at AAL2. A FIDO2 security key is one available option; NIST’s small-business MFA guidance describes FIDO authenticators used with WebAuthn as a widely available phishing-resistant method, available as a separate hardware key or a built-in platform authenticator. Such an authenticator strengthens login, but it does not remove the need for a safe recovery process when a user loses access.
