The Center for Countering Digital Hate (CCDH) reported that 87 posts by Elon Musk promoting U.S. election claims fact-checkers rated false or misleading had accumulated 2 billion views on X. Its sample covered posts from January 1 through October 23, 2024. The figure is an aggregate of reported platform views—not a count of distinct people, evidence that viewers believed the posts, or proof of an effect on the election.
What the 2 billion figure counts
CCDH’s November 2024 analysis counted reported views across a selected set of 87 Musk posts. The claims were described by CCDH as false or misleading based on assessments by fact-checkers; the figure is therefore a tally for that sample, not a measure of every election-related post on X or every claim Musk made.

A view does not establish that a unique person saw a post, read it carefully, accepted it as true, or changed their behavior because of it. The total measures the reported reach of the posts in platform-view terms, not persuasion or electoral impact. CCDH’s November 2024 report is the source of the tally.

Why an earlier report said nearly 1.2 billion
In an August 8, 2024 analysis, CCDH counted 50 posts published from January 1 through July 31 and reported nearly 1.2 billion views. Its November report extended the observation period through October 23 and included 87 posts, producing the 2 billion total. The figures are successive snapshots with different time cutoffs and sample sizes, not conflicting totals for an unchanged set of posts. CCDH’s August analysis covers the earlier count.

Which election claims were included
CCDH’s earlier analysis grouped posts into claims about Democrats “importing voters,” vulnerability to voting fraud, and an AI-generated fake video of Democratic nominee Kamala Harris. In its November accounting, CCDH said posts about “importing voters” had nearly 1.3 billion views, while claims about unreliable voting systems had 532 million. These category totals are CCDH’s classifications of the posts, not findings that the allegations were true.
Claims about “importing voters”
Examples included allegations of unprecedented voter importation in swing states and that Democrats would ban voter ID nationwide. In its earlier analysis, CCDH summarized fact-checkers’ reasons for rejecting the alleged partisan recruitment theory: immigrants must become U.S. citizens before voting in federal elections; a naturalized citizen’s vote cannot be presumed to favor a particular party; and noncitizens face serious penalties for voting. Claims about voting systems and mail ballots
CCDH’s earlier report said mail-ballot fraud was extremely rare and described checks when ballots are requested and again when they are returned. It also cited the Cybersecurity and Infrastructure Security Agency’s assessment that there was no evidence voting systems had deleted or lost votes, changed votes, or otherwise been compromised in the 2020 election. These points concern the specific claims and election context discussed in that report; they should not be read as a claim that election administration has no vulnerabilities at all. CCDH also conducted a separate analysis of political and election-related posts. It counted 746 such Musk posts from July 13 through October 25, 2024, with 17.1 billion views. That broader category is not the same as the 87-post sample of claims rated false or misleading.

For the broader analysis, CCDH compared the 17.1 billion views with 7.7 billion views for U.S. political campaign ads in X’s disclosure dataset during the study period. Using a calculated cost of $1.39 per thousand views, it estimated an ad-equivalent value of $24 million. That is an estimate for comparison, not money shown to have been paid to Musk, and it is not a value assigned to the 2 billion-view claim sample. CCDH’s broader analysis reports the separate figures.
What a separate Community Notes study found—and X’s response
A separate CCDH study examined a sample of 283 misleading election posts. As reported by the Associated Press on October 31, 2024, accurate Community Notes were not displayed on 209 posts, or 74%. CCDH also said that, where notes appeared, the original misleading posts had 13 times the views of their notes. This was a separate study and did not produce the 2 billion figure.

X vice president of product Keith Coleman disputed the negative interpretation, saying thousands of election and politics notes had cleared the bar during 2024 and that Community Notes were effective because of their quality. The disagreement concerns how to interpret Community Notes’ coverage and value; it does not alter CCDH’s count of views across the 87 posts. The Associated Press report describes the study and X’s response.

What the tally can—and cannot—show
- It can show reported scale: CCDH’s selected 87 posts had 2 billion aggregate views through October 23, 2024.
- It does not count people: the total is not a unique-audience estimate.
- It does not establish belief or persuasion: a view alone cannot show what a person thought or whether a post affected a vote.
- Its classifications are attributed judgments: CCDH says the sampled claims were rated false or misleading by fact-checkers; the headline number should not be treated as an independent audit of every post or a measure of election outcomes.
Commenting on CCDH’s findings, its CEO and founder Imran Ahmed said: “Elon Musk is abusing his privileged position as owner of a small, but politically influential, social media platform to sow disinformation that generates discord and distrust.” This is Ahmed’s characterization of the findings, not a conclusion established by the view count itself.
