In 2024, average gross monthly earnings for full-time employees in the sectors covered by Germany’s official comparison were about 21% higher in the West than in the East. Registered unemployment was also higher in the East, while the employment-rate gap was much smaller. Household incomes followed the same broad pattern. The cost-of-living evidence, however, does not support a single precise East-versus-West price verdict.
How do wages compare?
In 2024, full-time employees in the producing and service sectors earned an average gross €4,810 per month in the western states, including Berlin, and €3,973 in the eastern states. Destatis reports the West figure as about 21% higher. These monthly averages exclude special payments; they are gross earnings, not take-home pay, and are not adjusted for occupation or other differences between workers. Destatis’s 2024 earnings comparison explains the measure and its regional grouping.
A separate annual measure includes special payments
Another Destatis series gives average gross annual earnings in 2024 of €63,999 in the former territory of the Federal Republic and €50,625 in the New Länder. It covers full-time employees across agriculture, industry, and services and includes special payments. Because its sector scope and treatment of payments differ from the monthly series, the two sets of figures should not be combined as though they measured the same worker population. Destatis’s annual earnings table provides the series.
What the wage gap does—and does not—mean
These are regional averages, not a prediction of an individual salary. They do not control for occupation, hours, taxes, social contributions, or personal circumstances. In particular, a higher gross average does not by itself establish that a worker can afford more after housing and other expenses.

What do the job figures show?
Two official labor-market measures give different views of the regional picture. In 2024, registered unemployment was 6.1% in the former Federal Republic territory and 8.2% in the New Länder, including Berlin. The figures come from Destatis data sourced from the Federal Employment Agency. The registered-unemployment series also notes historical changes to the definition of the West territory.
The employment rate measures something different: the share of people in a specified age group who are employed, rather than the registered unemployment rate. In 2024, the employment rate among people aged 15 to under 65 was 77.5% in West Germany and 76.5% in East Germany, according to Destatis’s employment-rate table. The difference between these rates is modest compared with the unemployment-rate gap, but the measures and regional definitions are not interchangeable.

How do household incomes compare?
In 2024, median net equivalised income was about €28,100 in western states and €25,900 in eastern states. Equivalised income adjusts household income for household size and age composition, making it useful for comparing living standards across households of different sizes. It is not an individual wage or salary. Destatis presents this and related measures in its overview of 35 years of German unity.

The available official material does not establish a current, definitive East-versus-West cost-of-living difference. Destatis says regional price-level differences within Germany are measured only at irregular intervals because collecting the data is costly and resource-intensive. Its guidance points to an IW and BBSR study published in autumn 2023 using 2022 data, but that guidance alone is not enough to state a specific current regional price gap. See Destatis’s consumer-price guidance.

Rent-price change is not rent level
Destatis’s net cold rent price index is available by federal state for 2005–2025 and is rebased to 2020=100. An index shows how prices have developed relative to a base year; it does not give a current rent in euros per square metre. Nor does rent alone capture a complete household budget. The GENESIS-Online table for net cold rent indices lists all 16 states.

For a practical decision, compare the actual job and household you have in mind rather than applying a regional average to your situation. A meaningful affordability comparison would pair likely after-tax income with comparable local prices and a defined household budget. The statistics here establish regional differences in earnings, employment measures, and household income, but they do not determine an individual’s hiring prospects, salary, or housing costs.
