Ab dem 18. Februar 2027 müssen Akkus von E-Bikes, die unter die EU-Batterieverordnung als Batterien für leichte Verkehrsmittel (LMT) fallen, während der Produktlebensdauer von einer unabhängigen Fachkraft entnommen und ersetzt werden können. Für Ersatzakkus gilt eine Verfügbarkeit von mindestens fünf Jahren ab dem Zeitpunkt, an dem das letzte Exemplar des jeweiligen Fahrradmodells auf den Markt gebracht wurde – nicht ab dem Kaufdatum des einzelnen Fahrrads. Das bedeutet weder, dass jeder Besitzer den Akku selbst wechseln darf, noch dass Akkus verschiedener Marken oder Modelle austauschbar sind.
Muss der Akku meines E-Bikes ab 2027 wechselbar sein?
Für E-Bikes, deren Akku die gesetzliche Definition einer LMT-Batterie erfüllt, ja: Ab dem 18. Februar 2027 muss der Akku samt einzelner Zellen während der Lebensdauer des Produkts durch eine unabhängige Fachkraft entnehmbar und ersetzbar sein. Die Verordnung verlangt für diese Akkus nicht generell, dass Endnutzer den Ausbau selbst vornehmen können.
Eine LMT-Batterie ist laut Artikel 3 der Verordnung (EU) 2023/1542 eine versiegelte Batterie mit einem Gewicht von höchstens 25 kg, die für den Antrieb eines radbetriebenen Fahrzeugs durch einen Elektromotor allein oder zusammen mit menschlicher Kraft ausgelegt ist und keine Batterie für ein Elektrofahrzeug ist. Die Zusammenfassung der Verordnung durch EUR-Lex nennt Elektrofahrräder ausdrücklich als Beispiel. Entscheidend bleibt die gesetzliche Definition, nicht allein die Bezeichnung auf einem Produkt.

Die Pflicht gilt nicht rückwirkend für Fahrräder, die vor dem Anwendungsbeginn von Artikel 11 auf den Markt gebracht wurden. Die Europäische Kommission nennt den 18. Februar 2027 als Anwendungsdatum und erläutert dies in ihrer Bekanntmachung C/2025/214. Diese Bekanntmachung ist Auslegungshilfe, aber nicht rechtsverbindlich; maßgeblich ist die Verordnung selbst.

Wer darf den E-Bike-Akku wechseln?
Bei LMT-Batterien verlangt Artikel 11 Absatz 5, dass eine unabhängige Fachkraft den Akku und seine einzelnen Zellen während der Produktlebensdauer entnehmen und ersetzen kann. Die Kommission versteht darunter technisch kompetente und qualifizierte Personen, die Reparaturen gewerblich und/oder in gewerblichen Räumen ausführen. Die Regel ist daher keine pauschale Zusage, dass der Wechsel für jeden Besitzer als Heimwerkerarbeit vorgesehen ist.
Auch die Befestigung gehört zur Reparierbarkeit: Wiederverwendbare Befestigungselemente können erneut eingesetzt werden. Nicht wiederverwendbare Elemente, die zum Ausbau und Wiedereinbau nötig sind, sollen ebenfalls als Ersatzteile verfügbar sein. Das stellt die Kommission in ihrer nicht rechtsverbindlichen Bekanntmachung C/2025/214 klar.

Wie lange müssen Ersatzakkus verfügbar sein?
Hersteller müssen für mindestens fünf Jahre nach dem Inverkehrbringen des letzten Exemplars eines bestimmten Gerätemodells Ersatzbatterien bereithalten. Die Frist beginnt also nicht mit dem Kauf eines einzelnen Fahrrads. Für unabhängige Fachkräfte und Endnutzer muss der Preis angemessen und diskriminierungsfrei sein. Diese Vorgaben stehen in Artikel 11 Absatz 7 der Verordnung (EU) 2023/1542.
Das ist eine Verfügbarkeitsregel für das jeweilige Modell, keine Zusage, dass ein Akku dauerhaft auf Lager liegt oder zu einem bestimmten Preis angeboten wird. Die Verordnung nennt weder konkrete Preise noch eine für alle Fahrradmodelle einheitliche Ersatzteilnummer.

Kann ich jeden passenden E-Bike-Akku verwenden?
Nein. Ein Ersatzakku muss mit dem konkreten Fahrrad kompatibel sein und darf dessen Funktion, Leistung oder Sicherheit nicht beeinträchtigen. Bei typgenehmigten Fahrzeugen darf der Austausch außerdem die einschlägigen Typgenehmigungsmerkmale nicht verändern. Die Regelung verlangt keine Austauschbarkeit zwischen beliebigen Marken oder Antriebssystemen.
Die Verordnung untersagt außerdem, Software zum Blockieren eines kompatiblen Ersatzakkus oder wichtiger Akku-Komponenten einzusetzen. Artikel 11 Absatz 8 lautet: „Software shall not be used to impede the replacement of a portable battery or LMT battery, or of their key components, with another compatible battery or key components.“ Softwarekommunikation darf nach der Kommissionsauslegung Sicherheit und ordnungsgemäße Funktion unterstützen, aber einen kompatiblen Ersatz nicht verhindern.

Was sollten E-Bike-Besitzer vor dem Ersatzakku-Kauf prüfen?
- Fahrrad genau identifizieren: Modell, Baujahr und Antriebssystem anhand der Unterlagen oder Kennzeichnung am Rad feststellen.
- Kompatibilität bestätigen: Beim Fahrradhersteller oder einer qualifizierten Reparaturfachkraft prüfen lassen, ob der konkrete Akku für dieses Modell vorgesehen ist und sicher funktioniert.
- Einbau klären: Erfragen, ob der Akku von einer unabhängigen Fachkraft gewechselt werden muss und ob benötigte Befestigungsteile mit verfügbar sind.
- Verfügbarkeit und Preis erfragen: Den Ersatzakku für das genaue Modell anfragen; die allgemeine Fünfjahresregel benennt weder einen universellen Akku noch einen konkreten Verkaufspreis.
Ein generischer Suchbegriff wie „E-Bike-Ersatzakku“ reicht deshalb nicht, um die Passform festzustellen. Die rechtliche Pflicht erleichtert den Zugang zu kompatiblen Ersatzteilen, ersetzt aber nicht die Prüfung des einzelnen Fahrrads.
