To allow a download over cellular, enable mobile data for the device and app, then turn off any Wi-Fi-only download setting inside the app. The exact switch depends on where the download comes from: an App Store or Google Play install, or content downloaded within an app such as Netflix or Spotify. There is no single universal download switch.
First identify what you’re downloading
For an app install or update, check the phone’s app-store settings. For a movie, song, or other offline content, check the downloading app’s own settings as well as the phone’s mobile-data permission. An app may have permission to use cellular data but still restrict its downloads to Wi-Fi.
Allow cellular downloads on iPhone
Enable cellular data for the app

Open Settings > Cellular (called Mobile Data in some regions) and turn on Cellular Data.

Scroll to the app list and make sure the switch beside the app you want to use is on. If cellular access is off for an app, Apple says that app uses Wi-Fi only. You can also review cellular usage in this area. Apple’s cellular-data settings guide explains the controls and notes that carrier charges may apply.

Allow App Store downloads over cellular
For app installs or updates, open Settings > Apps > App Store > Cellular Data. Check that cellular access is enabled, then review the related automatic-download and app-download options. These App Store controls are separate from a media app’s download preference. See Apple’s App Store cellular-download settings for details.
Understand the 5G data-mode option
On iPhone 12 or later with a 5G plan, Allow More Data on 5G is a Data Mode choice for higher-quality video and FaceTime HD. It is not a universal switch for downloads. Apple also notes that Low Data Mode can pause automatic updates and background tasks when the phone is not connected to Wi-Fi. Allow downloads on Android
Android settings vary by version and phone manufacturer. Data Saver is especially relevant when an app cannot use background mobile data; its restrictions are not necessarily the same as a block on a download you start while actively using an app.

Allow Google Play background data with Data Saver on
Google documents this path for Google Play on Android 7.0 or later: open Settings > Network & internet > Data usage > Data saver > Unrestricted data access, then allow Google Play. This enables Google Play background access under Data Saver; it is not a universal setting for every app’s downloads. See Google Play’s download troubleshooting instructions.
Exempt another app from Data Saver
On Pixel phones, open Settings > Network & internet > Data Saver > Unrestricted data and allow the app. Google says Data Saver generally limits background data for most apps and services to Wi-Fi, while an app currently in use can use mobile data. The exact steps may differ by Android version, and customized Android versions can have different menus. See Google’s Pixel Data Saver guide.
Allow Netflix downloads over cellular

In Netflix, open My Netflix > profile name > App Settings > Downloads.

Return to Downloads and tap Download for the title. Changing the preference alone does not necessarily start a download.

If Netflix shows Waiting for Wi-Fi, choose Download Settings or Download Now. If Android asks whether to always allow downloads over cellular, choose Allow. Netflix says the Wi-Fi-only preference may be unavailable while downloads are pending; wait for them to finish or cancel them before changing it. See Netflix’s download-settings instructions.
Allow Spotify downloads over cellular
In Spotify, tap your profile picture and open Settings and privacy > Data-saving and offline. Under Downloads and streaming, turn on Downloads over cellular. Spotify uses Wi-Fi by default to save mobile data. See Spotify’s offline-listening help.

If the download still waits for Wi-Fi

Check both the phone’s cellular-data permission and the app’s own download setting. A system-level permission does not override a Wi-Fi-only preference inside an app.

Confirm the correct app is enabled in the phone’s cellular or unrestricted-data settings; on Android, Data Saver restrictions and menu paths vary by device and version.

For Netflix, check whether downloads are pending, because they can prevent changing the Wi-Fi-only setting.

For app installs, make sure you changed the app-store setting rather than a media app’s download setting.

If a setting is missing, check the phone model, operating-system version, app version, and whether a download is already in progress; the relevant controls are not identical across devices and apps.
Check your data plan before downloading
Cellular downloads use your plan’s mobile data and may incur carrier charges. This matters particularly when roaming: Apple recommends checking with your carrier about international coverage or a travel eSIM. Data usage and roaming terms depend on your carrier, plan, and location.
