Maharashtra FDA Commissioner Tukaram Mundhe says the department releases photos and videos from raids to inform the public about what officials find—not to label a business wholly good or bad. Restaurateurs have called the practice defamation, according to reporting by The Indian Express. The competing claims have not been resolved by a court, and the reports do not set out a formal FDA policy for publishing raid material.
Why does Maharashtra FDA publish raid photos and videos?
Mundhe’s stated reason is public awareness. In an interview with The Indian Express, he said: “My purpose is not to paint anybody black or white. It is to let people know what is happening.” He presents the images as a way for consumers to see the department’s enforcement activity, rather than as a verdict on a business as a whole.
He has also argued that not releasing images could invite accusations that officials were covering up what happened. That is Mundhe’s explanation of the risk of withholding material; the reporting does not establish that a cover-up allegation would otherwise have been made.

The Indian Express reports that restaurateurs have described publication of raid photos and videos as defamation. Their criticism points to the reputational harm that can follow when images from an inspection become public. Mundhe’s transparency argument and restaurateurs’ objection are reported positions, not a legal determination about any particular post or business.

| Position | What is reported | What the reporting does not establish |
|---|---|---|
| FDA commissioner | Mundhe says publication informs consumers about what is happening and that withholding images could fuel cover-up allegations. | It does not establish that each release is necessary, accurate, or governed by a disclosed written protocol. |
| Restaurateurs | They have called publication of raid material defamation, according to The Indian Express. | It does not establish a court finding of defamation or assess the circumstances of each publication. |
What is known—and what remains unsettled
The reports describe the dispute and attribute the competing views, but do not provide a written Maharashtra FDA protocol for releasing, redacting, correcting, or challenging raid images. They also do not report a court ruling on the defamation criticism or independently examine each raid and image. On this reporting alone, it is not possible to say that the publication practice is definitively lawful or unlawful.
Mundhe described himself as a public servant who expects scrutiny, saying: “I am a public servant, so I always expect public scrutiny.” That statement explains his approach to public accountability; it does not by itself answer what safeguards should apply when images identify a business or people in it.

The wider Maharashtra FDA enforcement context
The remarks came amid a broader food-safety enforcement campaign, including a festive-season drive. The Indian Express reported that the FDA had suspended the licences of 31 establishments earlier that week for food-safety and hygiene violations. The figure is the newspaper’s account of the department’s action, not an independently verified count here.

The same interview reported that Mundhe attributed Ganpati-season seizures of about 6.3 lakh kg of suspect food, valued at about Rs 9.76 crore, to the FDA. Those reported figures give context to enforcement activity; they do not establish that a particular business shown in released images committed a violation.
