The Dominican Republic said Haiti’s national football team would not be allowed to play at Dominican sports venues after crowd trouble at the entrance to a Santo Domingo stadium before their 1 October 2026 CONCACAF Nations League match. Haiti won 4–1. The announcement was made by Sports Minister Kelvin Cruz on 2 October and backed by President Luis Abinader, but the reports do not establish a formal order, how long the restriction lasts, or how it will be implemented.
What the reported restriction covers
The announcement concerns Haiti’s national team playing at Dominican sports facilities. It does not establish a ban on Haitian fans attending matches or on all Haitian sporting activity in the Dominican Republic. Reuters and other reports describe a government announcement, but do not identify a formal legal instrument or define its scope beyond the national team and Dominican venues.
Sports Minister Kelvin Cruz announced the measure on Friday, 2 October. President Luis Abinader endorsed Cruz’s position, saying: “The position of the Sports Minister is the position of the Government.” Reuters reported the statement; the Associated Press report republished by Channel News Asia and El Día also reported the announcement.

Haiti and the Dominican Republic played at Santo Domingo’s Estadio Olímpico Félix Sánchez on Thursday, 1 October. Reuters reported that groups forced some entrances before kickoff and that a gate was damaged; its account cited video posted on social media. Cruz called the damage unacceptable, saying: “What we saw yesterday with a gate at the Felix Sanchez, a sports facility that has cost millions and millions of pesos to make it shine, is unacceptable.”

There is a different characterization from the local federation account. Diario Libre reported that Dominican Football Federation president José Deschamps described the access problems as minor incidents and cited official attendance of 23,604. That attendance figure is his reported account; it does not establish stadium capacity or resolve the differing descriptions of what happened at the entrances.
How the game ended

How Haiti’s representatives responded
Reuters reported that Haiti’s embassy said Cruz’s comments were made “in the heat of competition and the intensity characteristic of sporting events” and did not reflect the Haitian government’s position. The embassy thanked Dominican authorities for hosting the event and called for good-neighborly relations and mutual respect.

What remains unclear
The reports available do not say how long the restriction will last, whether it covers every Dominican venue or only some facilities, or whether Haiti has an appeal route. They also do not establish a later implementation record or say whether CONCACAF or FIFA will respond. The announcement should therefore be understood as a reported government position, not as proof of a specific, formally issued order or a completed change to competition arrangements.

The Dominican Republic and Haiti share the island of Hispaniola and have a history of disputes involving migration and border security. Reuters noted that in 2023, after President Abinader closed the border amid a dispute over a Haitian canal on the shared Massacre River, Haiti’s sports ministry instructed its football federation to stop staging national-team matches in the Dominican Republic. That episode is context, not evidence of the legal basis or duration of the current announcement.
