Yes. Blizzard describes World of Warcraft: Forever as a level-60 journey across the original continents, with new stories, experiences, and updates intended to continue within that framework. The level cap is the design anchor—not a promise that every detail or update schedule is fixed.
What does a level-60 cap mean in WoW: Forever?
Blizzard’s announcement says players will “adventure to level 60, and continue progressing through new stories, experiences, and updates.” That frames level 60 as the boundary for character levels while leaving room for the world and its systems to develop. Blizzard has not specified a guaranteed content cadence, a fixed amount of future content, or permanent commercial availability. Blizzard’s announcement describes the intended direction, not a schedule.
What can you do after reaching 60?
The announced approach treats progression as more than gaining character levels. Blizzard’s panel recap describes features and content aimed at the level 1–60 experience; these are announced plans, not confirmation that every feature is already live or final. The panel recap names examples:
Legacy progression
Legacy is intended to support continued leveling and alternate characters, giving players who enjoy building additional characters a progression path beyond simply advancing one character past 60.

Camping and shared outdoor play
Camping is described as a way for adventurers to contribute to shared outdoor campfires. Players can contribute through professions, while others can stop at the campsite and share its buffs. This makes outdoor social activity one of the proposed ongoing loops.
More places and ways to play
The recap also describes new regions and dungeons, visual options, and gamepad support. These broaden what the level-60 world could offer without implying a higher level cap.

Is Forever the same as Classic Era?
No. Blizzard lists Classic Era as the original World of Warcraft experience, while Forever is presented as its own direction: an evolving level-60 journey with further stories, experiences, and updates. The shared level-60 reference does not make the modes interchangeable. See Blizzard’s current-mode information and its 20th Anniversary Edition announcement for the distinctions Blizzard makes among Classic paths.
Can WoW Classic realms still progress into expansions?
Yes, depending on the specific realm path. Blizzard’s 20th Anniversary announcement distinguished PvE and PvP realms pursuing a level-60 journey from realms progressing to Burning Crusade Classic; it also described Hardcore realms progressing through Classic Era phases. Forever should therefore be understood as a separate announced direction, not as a rule that every Classic realm must stay at 60.

Who might prefer a world that stays at 60?
The premise may suit players who want a Classic-style world that can receive new content while keeping the level ceiling stable, or who enjoy leveling alternate characters and social outdoor activities. Players specifically looking for a higher level cap or expansion progression should check the rules for the particular version and realm before choosing: those paths exist separately from Forever’s announced design.
