Partly. VS Code Copilot’s agent sandbox can limit the filesystem and network access available to terminal commands and the child processes they start. That can reduce the damage from a malicious or misled command, but it is not a virtual machine, a separate user account, or a guarantee that malicious code cannot run. Outbound network access is enabled by default in the documented Agent Host configuration, built-in tools that do not launch operating-system processes follow separate permission checks, and any bypass or extra access weakens the boundary.

Use sandboxing as one layer in a defense-in-depth setup: inspect unfamiliar repositories in Restricted Mode, configure filesystem and network access deliberately, keep approval rules narrow, protect sensitive files, review generated changes, and verify repository MCP settings before trusting a project.

What VS Code Copilot sandboxing actually protects

VS Code describes agent sandboxing as operating-system-level isolation for terminal commands and the child processes those commands create. In an agent session, a command that remains inside the sandbox is constrained by the configured policy rather than receiving unrestricted access to the host.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The practical scope is narrower than “everything Copilot does.” Terminal commands are the main protected path. In Copilot Agent Host sessions, the host can also apply sandboxing to MCP servers and language servers that it launches when the relevant settings are enabled. Built-in agent operations that do not start an operating-system process use their own permission checks instead of inheriting the terminal sandbox.

Visual Studio Code’s Understand trust and safety for AI agents documentation summarizes the intent this way: “Agent sandboxing restricts file system and network access for terminal commands so auto-approved actions cannot escape a defined scope.” The important words are “terminal commands” and “defined scope.” The control is designed to constrain a particular execution path, not to certify every file, extension, tool, or process in a Copilot session as safe.

Filesystem controls

A sandbox policy can limit which paths a command and its child processes can read or modify. This matters when an agent proposes a destructive command, runs a script from a repository, or invokes a package tool that executes its own children. If the path is outside the allowed scope, the operating-system enforcement can deny the access.

Allowing additional paths changes that result. A command that can access your home directory, credential stores, build caches, or another checkout has a larger impact area than one limited to the workspace and a temporary directory. Treat every extra allowed path as an explicit expansion of the trust boundary.

Process inheritance

Child processes started by a sandboxed terminal command are part of the protected execution path. A shell script that launches a compiler, package manager, interpreter, or helper executable does not automatically escape simply because it is a child process. The effective restrictions still depend on the host, operating system, terminal implementation, and policy configuration.

MCP and language servers

Some Agent Host configurations can sandbox MCP servers and language servers launched by the host. That protection is conditional on the applicable settings and host support; it should not be assumed for every server or every VS Code configuration. Review which processes the host starts and which settings govern them before treating a server as isolated.

Why sandboxing is not a complete malicious-code defense

A sandboxed process still runs on the execution host under your user account. The feature is not a virtual machine, a separate operating-system account, or a replacement for endpoint security. Code that receives credentials, extra paths, local-network reachability, or an unsandboxed fallback can cause harm that the basic sandbox policy does not prevent.

  • Credentials made available to the process: Environment variables, configuration files, tokens, SSH keys, cloud credentials, and other secrets can be used if the process is allowed to read them. A sandbox does not make an intentionally injected credential harmless.
  • Extra filesystem paths: Allowing broad directories can expose source code, personal data, signing keys, or development caches that would otherwise be outside the workspace.
  • Unrestricted or local network access: A process that can reach the internet or internal services may exfiltrate data, download additional payloads, or attack other systems.
  • Developer-tool configuration and caches: Build tools, package managers, interpreters, and caches may contain credentials or executable content. Their presence does not mean they are safe to expose.
  • Bypass or unsandboxed execution: Running an operation outside the sandbox removes the restrictions for that operation. The fact that a previous command was constrained does not protect a later elevated action.
  • Non-process built-in tools: Built-in operations that do not launch an operating-system process are governed by their own permission checks, not necessarily by the terminal sandbox policy.

These are boundary conditions, not edge-case details. If an agent can reach a secret, service, or path, assume a malicious script could try to use it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Network access is a separate decision

Enabling agent sandboxing does not automatically block outbound network traffic in the documented Agent Host setup. The setting chat.agent.sandbox.network.allowNetwork defaults to true. A sandboxed command can therefore retain egress unless you change the network policy.

To prevent or limit exfiltration and downloads, configure network access separately for the host and platform you are using. Network-domain filtering capabilities vary by implementation and operating system. Do not assume that one domain-filter setting governs every terminal, built-in shell path, MCP server, or language server.

Network policy should match the task:

  • For offline inspection, disable network access unless a specific operation requires it.
  • For dependency installation or a build that fetches packages, allow only the access required by that workflow and review the resulting files.
  • For work involving internal services, distinguish approved local or private-network destinations from general internet access.
  • After changing network settings, verify which host process and terminal path the agent is using; a policy for one execution path may not cover another.

Sandboxing, approvals and trust controls solve different problems

These controls are complementary, not interchangeable. Sandboxing constrains resources available to supported processes. Approval rules decide whether an action requires a user confirmation. Workspace Trust and Restricted Mode determine whether a project is treated as trusted and which execution features are available.

Control Primary scope What it changes Important limitation
Agent sandboxing Terminal commands, their child processes, and some Agent Host-launched MCP or language servers Restricts configured filesystem and network access Not a VM or separate account; enforcement varies by host, operating system and terminal implementation
Approval rules Actions that the agent proposes to run Can require confirmation before consequential actions Prompt fatigue is possible, and automatic command parsing is best-effort
Restricted Mode Untrusted workspaces Disables agents and limits execution-related features such as terminal, tasks, debugging, workspace settings and extensions It is an inspection state, not proof that every file or extension is harmless
Workspace Trust Whether a folder is treated as trusted by VS Code Controls access to trust-sensitive features VS Code warns that Workspace Trust cannot stop a malicious extension from executing code and ignoring Restricted Mode
Container or Dev Container Processes configured to run in the container Adds a separate configured environment and boundary Strength depends on mounts, permissions and networking; it is not automatic host protection

Why approvals are not a security boundary

Approval prompts keep a person involved in high-impact actions, but they do not make an approved command safe. Repeated prompts can lead to approval fatigue, and automatic terminal-command parsing has known limitations involving shell grammars and obfuscated command forms. A command can be misleading even when its text appears ordinary.

For prompt-injection concerns or other high-risk work, VS Code’s guidance is to sandbox agent commands or use a container. Treat approval as a decision point for the user, not as a substitute for resource isolation.

How to inspect an unfamiliar repository safely

Do not begin by trusting a repository and enabling all agent features. Use a staged process that keeps execution disabled until you understand the project.

  1. Open the folder in Restricted Mode. Use VS Code’s trust prompt to keep the workspace untrusted. Restricted Mode disables agents and limits features such as the terminal, tasks, debugging, workspace settings and extensions, reducing the number of automatic execution paths while you inspect files.
  2. Read the repository’s automation files as code. Check package scripts, task definitions, build files, CI configuration, shell scripts, container files and instructions aimed at AI agents. Look for commands that download code, alter credentials, change shell configuration, or contact internal services.
  3. Inspect MCP configuration before trusting the folder. Identify servers the repository or workspace asks the host to launch, what commands they run, which directories they mount, and whether they require network access. A repository-controlled server is an execution component, not merely project metadata.
  4. Review extensions independently. Trusting a folder does not prove its extensions are safe. VS Code explicitly cautions that Workspace Trust cannot prevent a malicious extension from executing code and ignoring Restricted Mode.
  5. Trust only after the project’s behavior is understood. If the source and automation are acceptable, trust the workspace and enable agent features for the task you actually need. Keep the trust decision specific to that repository and its maintainers.

How to configure a safer trusted-agent session

  1. Enable sandboxing on a supported host. Confirm that the Copilot Agent Host and your operating system support the sandbox mode you intend to use. Platform and preview behavior can change, so check the current VS Code documentation for your release.
  2. Set the filesystem scope narrowly. Allow the workspace and only the temporary or tool directories required by the task. Do not broadly expose your home directory, credential stores, unrelated repositories, signing-key locations or personal-data folders.
  3. Make a deliberate network choice. Because chat.agent.sandbox.network.allowNetwork defaults to true in the documented Agent Host configuration, disable it for offline review or configure the narrowest supported policy for dependency downloads and approved services.
  4. Keep approvals scoped to consequential actions. Require confirmation for commands that delete or overwrite files, change system or repository configuration, install software, access private services, or use credentials. Do not approve a command merely because it is repeated or phrased as a routine setup step.
  5. Protect secrets outside the workspace. Remove unnecessary credentials from the environment, avoid mounting secret directories, and use short-lived or least-privilege tokens when a task genuinely needs authenticated access. A token that is visible to the process is available to code running in that process.
  6. Review edits before integration. Inspect the agent’s diff, generated files, dependency changes and altered configuration. Run tests and security checks in an environment appropriate to the project before merging or deploying.
  7. Keep escalation explicit. If a task needs an operation outside the sandbox, stop and reassess the command, the data it can touch, and whether a container or isolated environment is more appropriate. Treat the change as a new trust decision, not as a routine continuation.

What happens when a command needs more access

A sandbox policy can legitimately block a required build step, package download or test fixture. The safe response is not to grant unrestricted access immediately.

  1. Read the denial and identify the exact path, host or operation that was blocked.
  2. Confirm that the request is necessary for the stated task and that the repository code causing it is expected.
  3. Grant the smallest additional path or network permission that satisfies the requirement, if the host supports that granularity.
  4. Re-run the single operation and review its output and file changes.
  5. Remove the temporary permission or restore the stricter policy when the operation is complete.

If the request involves credentials, broad home-directory access, local-network scanning, or an opaque downloaded script, prefer a container or a separately isolated environment rather than weakening the host session.

Containers and Dev Containers: useful extra isolation, not automatic immunity

A container or Dev Container can add a meaningful boundary by moving the command into a separately configured environment. It does not automatically protect the host. Bind mounts can expose host directories, elevated permissions can expand what a process can do, and network configuration can permit access to external or internal services.

Evaluate the container configuration before relying on it:

  • Check which host paths are mounted and whether they are read-only.
  • Check the user and permissions used inside the container.
  • Review forwarded ports and network mode.
  • Identify credentials passed through environment variables, files or credential helpers.
  • Confirm where MCP servers and language servers run and what they can reach.

Use the container as an additional configured boundary alongside the agent sandbox, not as a reason to skip repository review or human approval.

A script tries to read files outside the project

A filesystem-restricted sandbox can deny access when the target path is outside the configured scope. The protection weakens if you allowed a broad parent directory, mounted the path into a container, or provided a credential file through the environment.

An injected instruction asks the agent to upload source code

Disabling or restricting network access reduces the available exfiltration path. Approval rules may expose the request, but command parsing is not a reliable defense against obfuscation. Review the repository instructions and keep sensitive files outside the allowed scope.

An MCP server requests broad permissions

Treat the server as executable code. Inspect its launch command, arguments, mounts, credentials and network requirements. Enable it only after deciding that its requested access is necessary, and use applicable Agent Host sandbox settings where supported.

A malicious extension runs despite Restricted Mode

Workspace Trust is not an extension security guarantee. VS Code states: “Workspace Trust can’t prevent a malicious extension from executing code and ignoring Restricted Mode.” Use extensions from sources you trust, minimize installed extensions in high-risk workspaces, and do not treat Restricted Mode as a complete defense against extension code.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Limitations you should state plainly

  • There is no official effectiveness percentage or incident rate that quantifies how much malicious code agent sandboxing stops.
  • Defaults, setting names, platform support and preview status can change between VS Code releases.
  • Enforcement depends on the operating system and terminal implementation.
  • Network-domain filtering behavior is implementation- and platform-dependent; one setting may not govern every execution path.
  • Built-in non-process tools use separate permission checks.
  • Any bypass, unsandboxed fallback, extra allowed path, injected credential or unrestricted network route changes the security boundary.

Decision checklist

  • Is the repository unfamiliar or untrusted? Keep it in Restricted Mode while inspecting it.
  • Does the task require an agent to run commands? Enable sandboxing on a supported host.
  • Does the command need internet access? Make that a separate, explicit network decision; remember the documented Agent Host default is true.
  • Does it need files outside the workspace? Identify the exact path and grant the minimum required, or use a container.
  • Does it involve secrets, internal services or destructive changes? Require human review and use least-privilege credentials.
  • Does the repository define MCP servers, tasks or extensions? Inspect each as executable code before trusting the workspace.
  • Will the operation leave the sandbox? Treat that as a new boundary and reassess the risk.

Bottom line

VS Code Copilot sandboxing can reduce the blast radius of malicious or misdirected terminal commands by constraining filesystem and, when configured, network access. It does not guarantee protection from malicious code because the process still runs under your account, outbound network access is enabled by default in the documented Agent Host setup, other Copilot tools use separate permission paths, and users can expand or bypass the restrictions. The defensible setup combines Restricted Mode for unknown repositories, careful Workspace Trust decisions, narrow sandbox policies, explicit network controls, scoped approvals, protected secrets, inspected MCP and extension configuration, and human review of every consequential change.
