Usually, no. A healthy player who is rested at practice is not considered injured under NFL injury-report policy, and practice rest alone does not mean the player will miss the game. For fantasy decisions, check the official game status and final inactive list; for an injured-reserve roster move, check your platform’s current designation and your league settings.
Practice rest is not an injury designation
The NFL distinguishes practice participation from a player’s game status. Its Injury Report Policy says a veteran who is not injured but is rested in practice should not receive an injury designation such as Out, Doubtful, or Questionable on the Game Status Report. The team may report the player as not participating or limited in practice with the notation “Not Injury Related.”
That notation describes why the player’s practice work was limited; it does not say whether the player will be available for the game. A practice report by itself is not enough to decide whether to start or bench the player.
Game status and inactive status answer different questions
Game Status Report
The NFL’s game designations indicate the likelihood of participation: Questionable means it is uncertain whether the player will play, Doubtful means participation is unlikely, and Out means the player will not play. A player who is certain to play is not listed on the Game Status Report, even if the player appeared on that week’s practice report. See NFL.com’s explanation of the designations.

Final inactive list
Inactive is the practical game-day check: an inactive player cannot take part in that game and cannot score fantasy points in it. NFL fantasy support says teams designate players inactive before kickoff when they are unable to play. A healthy scratch can therefore be unavailable for a particular game without being injured. Do not infer availability from a practice-rest note; check the team’s game-week updates and the final inactive list. See NFL fantasy support’s definition of Inactive.
Does a rested or inactive player qualify for a fantasy IR slot?
Not automatically. NFL injury reporting and fantasy injured-slot eligibility are separate. Your platform may display an injury or availability label, but the league’s roster settings determine which designations qualify for its injured slot. An inactive player is not necessarily injured or eligible for IR.

For example, ESPN describes how it updates player injury status using the NFL’s official injury and inactive list, including roster effects when a player changes from Out to having no injury designation. Sleeper documents status changes across NFL weeks. CBS allows leagues to choose which NFL injury statuses qualify for its injured roster slot; its support guidance also notes that, absent the listed restrictions, a player may be placed there while healthy: CBS injured-reserve rules. Platform labels and features can change, so consult the applicable rules in your league.

What to check before making a roster move
- Check the team’s practice report. Look for whether the participation note is injury-related or says “Not Injury Related.” Rest alone is not an NFL injury designation.
- Check the Game Status Report. Use the official designation to understand the player’s stated game outlook; do not treat a practice listing as the game decision.
- Check the final inactive list. If the player is inactive, he will not play or score in that game, whatever the reason.
- Check your fantasy app and league rules. Confirm the player’s current platform label, eligible injured-slot statuses, and lineup-lock rules before moving him. Do not assume an inactive label makes him IR-eligible.
