The U.S. Department of Energy (DOE) announced an FY 2027 Office of Science open funding opportunity with a headline of up to $400 million. The associated notice, DE-FOA-0003665, estimates approximately $400 million across current and future fiscal years, subject to future appropriations—not a guaranteed award pool. It is a research solicitation for eligible organizations and teams, not a consumer grant giveaway.
What the DOE funding announcement covers
DOE announced the annual opportunity on October 1, 2026. The FY 2027 notice is titled “FY 2027 Continuation of Solicitation for the Office of Science Financial Assistance Program.” It provides a broad route for proposals in Office of Science mission areas that are not covered by more specific, topical notices. The notice’s extensive program descriptions define the scope; a project should not be assumed eligible simply because it relates broadly to science or technology. DOE’s announcement and the Office of Science funding listing identify the opportunity.
Six broad program groupings
- Advanced Scientific Computing Research, including applied mathematics and computer science.
- Basic Energy Sciences, including materials and chemical sciences.
- Biological and Environmental Research.
- Fusion Energy Sciences, including fusion and plasma science.
- High Energy Physics and Nuclear Physics, grouped together in the notice and including particle and nuclear physics, accelerator, and detector research.
- Isotope R&D and Production.
The announcement names seven offices or areas, while the notice’s program organization groups High Energy Physics and Nuclear Physics together, yielding six broad groupings. Applicants should use the program-specific scope in the notice to identify the appropriate research area.

The $400 million headline is not a promise that DOE will award that full amount. The notice estimates approximately $400 million in current and future fiscal-year funds and makes the availability subject to future appropriations. Final award amounts depend on appropriated funds and the number of meritorious applications. DOE’s FY 2027 notice, DE-FOA-0003665, governs the funding estimate and award conditions.

When applications are due
The Office of Science listing gives September 30, 2027, as the closing date for DE-FOA-0003665. The notice says it remains open until that date or until a successor notice replaces it. Although applications may be submitted during the open period, individual topics can have scheduled review panels; a proposal submitted after a panel’s acceptance date may have to wait for a later panel. Check the current listing and notice for topic-specific dates before preparing a submission.
Who may apply—and special eligibility rules
The notice says all types of applicants may apply except for specified exclusions. Eligibility depends on the applicant’s organization and role, so review the full eligibility section rather than relying on a general summary.

- DOE and National Nuclear Security Administration (NNSA) national laboratories cannot lead applications under this notice. They may be proposed as subrecipients on another organization’s application.
- Other federally funded research and development centers and federal agencies have separate participation and award arrangements.
- Certain 501(c)(4) nonprofit organizations that engaged in lobbying after December 31, 1995, are excluded.
The notice is divided into Part 1, covering program goals, eligibility, and evaluation criteria, and Part 2, covering standing DOE requirements. DOE directs applicants to review both parts; the funding listing links Part 2.

This opportunity supports basic research to advance understanding, rather than commercial activity. The anticipated project period is six months to five years, with three years most common. Continuation funding depends on appropriations, progress toward approved objectives, required reporting, and compliance with award terms.

Standard cost sharing is not required for basic and fundamental research, but that is not a universal rule for every award under the notice. Requirements can vary by award mechanism, including certain Other Transaction Authority awards. Confirm the applicable terms in the notice before building a budget.

- Budget rules: Check cost-sharing requirements for the particular mechanism and read Part 2 for standing conditions.
