Yes. The free upgrade is for people who already own Metro Exodus on the relevant platform or store. On PC, the Enhanced Edition appears as a separate game in your library, not as an update to the standard edition. The PlayStation 5 and Xbox Series X|S versions are also described by the publisher as free upgrades for current owners.
How the free upgrade works on PC
The PC Enhanced Edition is a separate product to install, rather than a patch that replaces the standard game. The publisher’s 2021 announcement says existing owners on Epic Games Store, Steam, and GOG receive it free; the announcement also listed Windows Store. Existing owners should check their store library for a separate Enhanced Edition entry. If you are new to the game, buying Metro Exodus gives you access to the standard and Enhanced PC versions, according to the publisher.

Steam’s current product listing likewise describes the Enhanced Edition as included for owners. Because the publisher’s announcement dates to 2021 and store interfaces can change, check the library associated with the account that owns the game for the current download path.
Base game ownership does not include every expansion
The Enhanced versions of The Two Colonels and Sam’s Story follow ownership of the corresponding DLC. Owning only the base game does not grant those Enhanced expansions. Steam says buying the Expansion Pass or either individual expansion entitles the buyer to the Enhanced version of that DLC; the publisher also says PC Enhanced entitlement follows the content already owned.

PC hardware requirement
The PC Enhanced Edition requires a ray-tracing-capable GPU. The publisher says ray tracing must be enabled for this edition, and Steam specifies compatible NVIDIA RTX or AMD RX graphics hardware. This requirement is for the Enhanced Edition; it should not be assumed to apply to the standard PC edition.
How the upgrade works on PlayStation 5 and Xbox Series X|S
The publisher announced the PS5 and Xbox Series X|S versions as free upgrades for current owners. Its 2021 announcement says, “And to make things even better, it’s a free upgrade for current owners.” That statement establishes the general offer, but does not spell out every disc, account, region, or cross-generation case.

If your copy is on disc, belongs to a different account, or is subject to a regional-store restriction, check the upgrade prompt while signed in to the account that owns the game, or consult the publisher’s current support materials. The publisher also announced physical Complete Editions for Xbox One, Xbox Series X, and PS5, containing the base game and both story expansions. That edition is a purchase option for people who do not own the game or want that bundle; it is not a requirement for eligible owners to get the upgrade.
