Google says users increasingly want contextual answers and summaries, but the available evidence does not establish that users prefer AI summaries to traditional links. Pew observed fewer clicks on results pages with AI summaries, while a later field experiment found that removing Google’s AI features increased publisher click-through under its test conditions. Those measures describe behavior—not a universal preference—and publishers’ claims against Google remain allegations unless established in court.

What Google says users want

At a September 2025 AI summit, Google vice president of government affairs and public policy Markham Erickson described a shift in user preferences. As reported by 9to5Google, he said: “But user preferences, and what users want, is also changing. So, instead of factual answers and 10 blue links, they’re increasingly wanting contextual answers and summaries. We want to be able to provide that, too, while at the same time, driving people back to content, valuable content, on the Internet. Where that valuable content is for users, is shifting. And so it’s a dynamic space. Ultimately, our goal is to ensure that we have an overall healthy ecosystem.”

That is Erickson’s account of Google’s view, not the result of a preference survey. The report does not provide a polling method, sample, or quantified statistic showing how many users favor summaries over links.

What people did on Google results pages

Pew Research Center’s July 22, 2025 report analyzed tracked browsing from 900 U.S. adults who agreed to participate. It examined Google searches made March 1–31, 2025, and collected search-results pages, including AI summaries, April 7–17. Pew cautioned that AI summaries can change, so the analysis reflects the versions it captured at that time. Pew Research Center

  • 58% of Pew’s panelists performed at least one Google search in March 2025 that generated an AI summary — Pew Research Center, 2025. This is a measure of exposure in the tracked panel, not evidence that most users preferred summaries.
  • Users clicked a link cited inside an AI summary on 1% of visits to pages displaying a summary — Pew Research Center, 2025.
  • Users ended their browsing session after 26% of visits to pages with an AI summary, compared with 16% of visits to pages with traditional search results alone — Pew Research Center, 2025.
  • Around two-thirds of searches led either to another Google search or to leaving without clicking a search-result link, whether or not a summary appeared — Pew Research Center, 2025.

These are observed clicks and session patterns, not answers to a survey about preference or satisfaction. They show that links were less likely to be clicked on pages with summaries in this dataset; they do not show why users stopped browsing or establish that AI summaries caused any particular publisher’s broader traffic changes.

What a later field experiment adds

A preregistered field experiment submitted to arXiv on August 18, 2026 tested Google Search with 1,100 participants. The authors report that removing AI Overviews and AI Mode raised publisher click-through. An AI Mode-only experience reduced click-through and eroded measured user experience and trust in information found on Google. The study’s arXiv preprint

Unlike Pew’s observational analysis, this experiment reports effects under tested conditions. It still does not establish that every user prefers blue links, that the same effects occur in every search context, or that this test explains all publishers’ traffic changes. It is a preprint, and its findings should be read as study-specific rather than a universal measure of preference.

What publishers allege in the Google lawsuit

Penske Media Corporation and affiliated publishing entities filed a complaint against Google LLC and Alphabet Inc. in the U.S. District Court for the District of Columbia on September 12, 2025. The complaint alleges that Google conditions inclusion in its search index on publishers allowing their content to be used in generative AI features, including AI Overviews. The plaintiffs argue that these features displace referrals and compete for attention, and plead antitrust and unjust-enrichment claims. The complaint

The complaint describes Penske’s digital content as supporting advertising, affiliate commissions, and subscriptions, and argues that those revenue streams depend on people visiting its sites. That is the company’s description of its business and its theory of harm, not a quantified finding about publishers generally. A complaint records plaintiffs’ allegations; it is not a court finding. The sources cited here do not establish the case’s current procedural outcome.

At the same September 2025 event, publisher executives disputed Google’s account of traffic and described declines or weaker engagement, while Erickson said users increasingly wanted contextual answers and summaries. The reported disagreement establishes that the parties offered competing accounts; it does not, by itself, settle their factual merits. 9to5Google’s report

Pew’s July 2025 report on March 2025 U.S. browsing Observed summary exposure, link clicks, and session endings in a tracked panel Stated preference, satisfaction, or a causal explanation for publisher-wide traffic changes
