No—Steam does not promise that a game will stay accessible forever, whether you bought it at full price or on sale. Under Valve’s Steam Subscriber Agreement, games are licensed, not sold. Your library provides account-based access under that agreement; it does not give you ownership of the game or a guarantee of perpetual access.
Does buying a Steam game on sale change what you get?
No. Valve’s agreement uses the same license framework for Steam content regardless of its price. It does not say that paying a discounted price gives you a shorter license, nor that paying full price gives you ownership or a longer access term. The agreement describes the content as “licensed, not sold” and says the license confers no title or ownership in it. Valve’s Steam Subscriber Agreement was last updated September 10, 2026.

What does having a game in your Steam library mean?
A library listing reflects access associated with your Steam account, subject to the agreement and any applicable game-specific terms. Using Steam content requires a Steam account; some content may also require the Steam client and an internet connection. The agreement says the license ends if the agreement or the subscription that includes it ends, so a library listing should not be treated as a permanent, transferable ownership right.

Can Steam remove or restrict access to a game?
The agreement does not guarantee perpetual availability. It says Valve may restrict or cancel an account or a particular subscription if Valve stops providing that subscription to similarly situated subscribers generally, or if the user breaches the agreement, including applicable subscription terms and rules. It also says Valve may cancel subscriptions for violations or improper or illegal activity, without a refund under the agreement’s stated terms.

These are the terms in Valve’s agreement, not a determination of how they apply in every country or individual dispute. The agreement recognizes applicable law and allows some subscriptions to have additional product-specific terms.
Can you cancel your account or a game subscription?
Valve’s agreement says users may cancel their Steam account or request termination of a subscription. It also says those actions do not entitle the user to a refund under the stated terms. Refund eligibility and the effect of mandatory consumer protections depend on the applicable policy, law, and circumstances.

How should you think about a sale purchase?
- The discount changes the price, not the stated license framework. The agreement does not give sale purchases a different ownership status or access term.
- Your access depends on the account and subscription. A library entry is not the same thing as owning a transferable copy.
- Perpetual access is not promised. The agreement describes situations in which Valve may restrict or cancel access.
- Terms can vary by game and jurisdiction. Check the game’s Subscription Terms and the law that applies to you for a specific question.
