Sometimes money can make a permit trip easier to pursue, but the available official evidence does not show that richer applicants win national park permit lotteries more often. Permit and application fees vary by park and activity, and some lotteries charge applicants even when they are not selected. Those costs can create a practical burden; they are not proof of wealth-based selection or a way to buy better odds.
What the evidence says about wealth and permit selection
Recreation.gov says its lotteries are intended to distribute access and limit visitor numbers, describing their aim as giving everyone an equal opportunity to experience national treasures. That statement describes the platform’s goal, not a finding that applicants have equal practical ability to pay fees, travel, take time off, or plan ahead. The official sources reviewed do not provide income-based lottery results or show that higher-income applicants have higher odds of being selected.
Nor do the sources establish a general route to a permit by paying a guide. The distinction matters: fees can affect how affordable it is to apply or make a trip, while lottery selection is a separate process governed by the particular park’s rules.

Lottery application fees
Recreation.gov says most lotteries charge an application fee whether or not the applicant is selected. The fee is a cost of entering, not a payment that guarantees a permit. The amount and policy depend on the specific lottery, and local facility pages may supersede general sitewide policies. Park permit and reservation fees
Permit charges differ by place and activity. For example, Mount Rainier’s 2026 wilderness permits cost $12 per person per night; visitors age 15 and younger are free. The park also charges a $6 application fee per trip. The National Park Service says the 2025 change from a flat per-trip fee to a per-person fee was intended to treat each person and trip equitably, reflecting the greater resource impact of larger groups. These are Mount Rainier’s stated 2026 charges, not a national rate. See the Mount Rainier wilderness permit information.
Yellowstone provides a different example: its cited backcountry permit listing charges $5 per person per night plus a $10 nonrefundable reservation fee. That schedule applies to the listed Yellowstone permit, not to backcountry permits nationwide. Review the Yellowstone backcountry permit listing for the relevant terms.

Can paying a guide get you a permit?
At Zion, visitors need a permit to hike Angels Landing, obtained through either a seasonal or day-before lottery. Applicants may enter each lottery once and apply for up to six people. Zion’s commercial-use rules allow an authorized guide to lead visitors who have already obtained public lottery permits and independently approached a guiding service. In this example, a guide can provide a guided trip after permit access is secured; the cited rules do not say that hiring one improves the chance of winning. The park describes penalties for hiking without a permit. Check the Angels Landing permit page and Zion commercial-use rules for current requirements.

Not necessarily. The National Park Service says entrance passes cover applicable entrance fees, but a Senior Pass generally does not cover or reduce special recreation permit fees or concessioner charges. Whether a pass applies depends on the fee and activity, so check the specific park’s guidance rather than assuming an entrance pass covers a permit. See the NPS passes and fees information.

How large is the permit system?
The National Park Service’s FY2025 budget justification reports that visitors made over 10 million Recreation.gov reservations and lottery applications in FY2023, including 1.4 million permit reservations. Those figures show the scale of activity across the platform. They are not a count of lottery applications alone, do not describe competition at any individual park, and say nothing about applicants’ incomes or selection rates. See the NPS budget information.

How to check the real cost and route for a specific trip
- Open the park’s current permit page. Confirm which permit is required for your destination and activity, and check the current season’s dates and rules.
- Identify the application path. Determine whether access is offered by lottery, advance reservation, or another method; do not assume a park provides every option.
- Read the fee details before applying. Separate any nonrefundable application or reservation charge from the permit fee, and check whether the permit charge is per person, per night, or per trip.
- Check group limits and walk-up rules. Group-size limits and any in-person option are park-specific. Follow the park’s published instructions for the exact trip.
- Verify pass and guide rules independently. Confirm whether a pass applies to the particular fee and, if considering a guide, whether commercial guiding is permitted and whether you must obtain a public permit first.
