Some energy-saving bulbs contain mercury, but not all do. Compact fluorescent lamps (CFLs) and other fluorescent bulbs contain mercury sealed inside their glass tubing; LEDs are an alternative that avoids mercury-containing fluorescent technology. An intact CFL does not emit mercury while it operates, according to the U.S. Food and Drug Administration (FDA). If one breaks, ventilate the room, clean it up carefully, and follow your local disposal rules.
Do energy-saving light bulbs contain mercury?
It depends on the bulb technology. “Energy-saving bulb” is a broad description, not a single lamp type. CFLs are fluorescent lamps and contain mercury. Other mercury-containing lamps include linear, U-tube, and circline fluorescent bulbs, as well as some high-intensity-discharge lamps, according to the U.S. Environmental Protection Agency (EPA).
Check the bulb or its packaging to identify the technology. Do not assume that every efficient bulb has the same materials or handling requirements.

How much mercury is in a household CFL?
The FDA says typical household CFLs contain less than 5 milligrams (mg) of mercury. That figure applies to typical household CFLs, not every fluorescent tube or other lamp type. Product-specific amounts can vary; check the bulb’s labeling or manufacturer information for details.

Is mercury released when a CFL is on?
No, not from an intact CFL during normal operation: the FDA states that “CFLs do not emit mercury as they operate.” The mercury is sealed inside the glass tubing. A break in the outer tubing can release mercury, which is why a broken bulb calls for careful cleanup. EPA also distinguishes intact bulbs from broken ones in its broken-bulb cleanup guidance.
There is also an electricity-generation tradeoff. EPA says that using CFLs instead of incandescent bulbs lowers electricity demand, which can reduce coal burned at power plants and the mercury released when coal is burned. That comparison does not make a CFL mercury-free: it concerns emissions associated with generating electricity, not the mercury inside the bulb.

What should I do if a CFL bulb breaks?
Do not panic, and do not start by vacuuming. EPA’s instructions apply to broken CFLs and other mercury-containing bulbs. Follow its full cleanup guidance, especially for carpet or rugs and if vacuuming becomes necessary. The basic first steps are:
- Clear the room. Have people and pets leave, avoiding the broken bulb on the way out.
- Ventilate. Open a window or door to the outdoors and leave the room for 5–10 minutes.
- Turn off central forced-air heating or air conditioning if present.
- Gather cleanup materials. EPA lists stiff paper or cardboard, sticky tape, damp paper towels or disposable wipes for hard surfaces, and a glass jar with a metal lid or a sealable plastic bag.
- Collect fragments and powder carefully. Use the stiff paper or cardboard to scoop up pieces, then use sticky tape for smaller fragments and powder. On hard surfaces, wipe the area with damp disposable towels.
- Do not vacuum during initial cleanup. Vacuuming could spread mercury-containing powder or vapor. EPA gives additional steps for situations where vacuuming is needed, including ventilation and containing vacuum debris.
- Contain and move the debris outdoors. Promptly put the bulb fragments and cleanup materials in a sealed container or bag and take them to an outdoor trash container or protected area while you check disposal rules. Wash your hands after handling the contained debris.
- Keep airing out the room. If practical, leave the HVAC system off for several hours.

Can I throw fluorescent bulbs in the trash?
In the United States, EPA recommends using available local recycling options for CFLs, fluorescent bulbs, and other mercury-containing bulbs instead of putting them in regular household trash. Collection may be available through a local waste agency, a participating retailer, or a mail-back service. Availability, accepted bulb types, and rules vary by location, so check with your local waste collection agency or environmental authority.
Some state and local requirements are stricter than federal EPA guidance. EPA identifies California, Maine, Massachusetts, New Hampshire, Vermont, and Washington as states it is aware prohibit mercury-containing lamps from landfill disposal. That list is not a substitute for checking current rules where you live.

If local authorities permit trash disposal of used or broken CFLs, EPA says to seal the bulb or debris in a plastic bag and put it in the outside trash. EPA also notes that mail-back kits are sold by some manufacturers and organizations, but it does not endorse, recommend, certify, authorize, or approve listed services. Other services may exist.

LEDs are an available alternative to CFLs if you want to avoid mercury-containing fluorescent technology. EPA lists LEDs among the alternatives for locations where bulb breakage is a concern. To choose a replacement, match the bulb’s base and shape, the brightness and color temperature you want, and the fixture’s requirements, including dimmer compatibility if relevant. Check the product label and manufacturer information for the exact bulb rather than assuming specifications from the technology alone.
