Yes, in the party-level snapshots available through June 30, 2026: Democratic party committees reported less cash on hand than Republican committees, and Republicans had more campaign advertising planned for the stretch from September 1 through Election Day. That does not mean every Democratic candidate in a competitive race is outfunded. Party balances, candidate fundraising, outside-group spending and future ad reservations measure different things, and spending plans can shift quickly.
What the money comparisons show
The clearest case for a Democratic resource disadvantage comes from two separate snapshots: Federal Election Commission (FEC) committee balances reported through June 30, 2026, and campaign advertising plans for September 1 through Election Day reported by the Associated Press (AP) using AdImpact estimates.

The committee totals come from data filed for January 1, 2025 through June 30, 2026. Across that period, Democrats reported $666.3 million in receipts, $544.1 million in disbursements and $20.5 million in debt; Republicans reported $702.5 million in receipts, $457.1 million in disbursements and $1.0 million in debt. Cash on hand is the reported balance at the filing date, not a measure of total fundraising or a promise about future spending. National committees and congressional campaign committees have different jobs. The party-wide figures combine national, state and local organizations, while the committees below are specific national entities. Each balance is an FEC-reported cash-on-hand figure as of June 30, 2026.

These are not interchangeable accounts: the DNC and RNC are national party organizations; the DCCC and NRCC focus on House races; the DSCC and NRSC focus on Senate races. The FEC also reported receipts over the full filing period of $207.4 million for the DNC and $278.6 million for the RNC. The cited New Hampshire contest illustrates why statewide numbers need context. Democratic Senate candidate Rep. Chris Pappas said, “The majority won’t be flipped if we don’t hold this seat in New Hampshire, so it’s really critical to the overall map,” during a campaign stop, as AP reported. That describes the campaign’s view of the seat’s importance; it does not make the planned-ad figure a forecast of the result. AP report
Why cash, fundraising, spending and ad plans are not the same
- Receipts are money received during a specified reporting period.
- Cash on hand is a committee’s reported balance on a particular date. It can be affected by past spending, transfers and debt.
- Disbursements are reported spending. Planned advertising is a forward-looking estimate or reservation, not necessarily a completed purchase.
- Independent expenditures are spending by outside groups, legally distinct from candidate committee spending. A cycle-wide total alone does not show who benefits in a particular battleground.
For context, the FEC reported $643.4 million in independent expenditures connected with presidential and congressional elections from January 1, 2025 through June 30, 2026. That is a cycle-wide figure, not a partisan tally of spending in the most competitive races. The same FEC summary showed $1.3 billion in cash on hand across congressional candidates overall, but that aggregate does not identify balances in the contests most likely to decide control. Why the disadvantage does not apply to every important race
A national party balance sheet can conceal how resources are distributed across individual contests. Candidate committees raise and spend their own funds; national and state parties have their own accounts; outside groups make separate expenditures. Those totals cannot be collapsed into a single answer about which candidate has more usable support in a given race without checking the entities, filing dates and spending involved.
There is also evidence that the party comparison is not uniformly lopsided. AP reported that at the end of 2025 the NRCC had raised more than $117 million, compared with $115 million for the DCCC, while the two committees began 2026 with about $50 million each in cash on hand. Why the figures can change before Election Day
Cash-on-hand reports are anchored to filing dates, and advertising figures cover a stated future window. Campaigns, parties and allied groups can add, cancel or redirect resources after either snapshot. In October 2026, AP reported that the Senate Leadership Fund was pulling back in North Carolina and directing resources to Kansas—a reminder that outside-group deployment can move as the map and strategic priorities change. There is a further legal wrinkle, but the practical effect should not be overstated. The FEC says the Supreme Court held on June 30, 2026 that FECA’s political-party coordinated-expenditure limits violate the First Amendment. The commission’s existing guidance does not reflect changes resulting from that decision and is to be revised once the FEC regains a quorum.
