The public evidence does not show that defaulted home-improvement dollars routinely or repeatedly flow back to lenders. What the filings do show is narrower: one lender, FS Bancorp, makes indirect home-improvement loans through contractors and dealers, takes a security interest in fixture-loan collateral, and states in its SEC filings that this collateral may not repay what is owed. The phrase “flowing back” also covers several different mechanisms, and each one needs its own evidence before it can be treated as fact.

What “flowing back” could mean

A defaulted loan can return money to a lender in several ways. Each is a separate claim, and the title does not say which one it means.

Mechanism What it would mean What the cited filings establish
Repayment from a defaulted borrower The borrower pays arrears or settles the balance after default Not stated in the FS Bancorp 2025 Form 10-K or the June 30, 2026 Form 10-Q
Repossession proceeds The lender takes and sells collateral, then applies the proceeds to the balance Described as a possibility, with no recovery amount disclosed; the 2025 Form 10-K says repossessed collateral may not adequately repay the loan
Recoveries after charge-off Cash collected on loans already written off as losses Not stated in the cited filings
Sale of delinquent loans The lender sells defaulted or delinquent balances to another buyer Not stated in the cited filings
Servicing income Fees earned for collecting payments on a loan, including on a defaulted one Not stated in the cited filings

Until a filing or loan document quantifies one of these channels, the honest description of the title is that money can be recovered after default in principle, but the public record does not measure how much comes back or how often.

What FS Bancorp’s filings disclose

FS Bancorp is the only lender named in the evidence reviewed for this article. Its disclosures describe one company’s model. They do not describe how other lenders in the home-improvement market operate.

How the loans are originated

According to the company’s 2025 Form 10-K, its indirect home-improvement loans rely on contractors and dealers who originate loans at the point of sale. The filing reports 33 active contractor and dealer relationships as of December 31, 2025. That figure describes FS Bancorp’s own network, not a national count.

How large the book is

As of December 31, 2025, FS Bancorp reported $525.8 million in indirect home-improvement loans, about 19.8% of its gross loan portfolio. That balance spread across roughly 29,000 loans, with an average balance of approximately $18,000. These are company-level figures from the 2025 Form 10-K and should not be read as industry totals.

What the company says about collateral

For most fixture loans, the 2025 Form 10-K says FS Bancorp files a UCC-2 financing statement to perfect its security interest in personal-property collateral. The same filing cautions that the company may not be able to collect on that interest. In the company’s words, “there are no guarantees on our ability to collect on that security interest or that the repossessed collateral for a defaulted fixture loan will provide an adequate source of repayment for the outstanding loan given the limited stand-alone value of the collateral.” The quotation is corporate disclosure, not a statement by an individual.

What has changed in 2026

In its Form 10-Q for the quarter ended June 30, 2026, FS Bancorp describes indirect home-improvement loans that finance windows, gutters, siding replacement, solar panels, spas, and other renovations. For that quarter it reported 1,221 originations totaling $28.9 million. These are the company’s own figures for one quarter and do not indicate a trend across the market.

Lent dollars are not recovered dollars

The gap between the amount lent and the amount recovered is the central point the title skips. A security interest gives a lender a claim on collateral. It does not guarantee that the collateral is worth enough to cover the loan. FS Bancorp’s filing says the collateral has limited stand-alone value, which means a repossessed item may sell for less than the outstanding balance.

When that happens, the unpaid remainder is a deficiency. The filings reviewed do not say how often FS Bancorp has faced deficiencies, how much it has collected on them, or how it treats them on its books. A reader should therefore treat any statement that lenders “get their money back” after default as a claim that needs its own support.

The regulatory boundary: repayment ability and PACE

The cited text of Regulation Z (12 CFR Part 1026) says creditors making covered transactions must make a reasonable, good-faith determination of the consumer’s ability to repay, subject to the regulation’s scope and exceptions. That rule governs lending standards at origination. It does not, by itself, describe what happens after a default.

The same regulation defines a PACE transaction as financing home improvements that results in a property-tax assessment. PACE is a distinct structure. Repayment for a PACE loan runs through a tax assessment on the property, not only through a loan contract with a contractor or dealer. Do not apply PACE rules to a standard fixture loan, or the reverse. Because the text is reproduced regulatory language, check the current official codification and the facts of a specific transaction before drawing a legal conclusion.

Does a lien on the house come into it?

The FS Bancorp excerpt refers to personal-property collateral for fixture loans. It does not say that the borrower’s home secures these loans. Whether a lien attaches to real estate depends on the loan documents and applicable state law. A reader should not assume that a financing statement puts the house itself at risk.

How to check a specific loan

  1. Read the security section of the loan agreement. Identify whether the collateral is described as personal property, such as installed fixtures, or as real estate.
  2. Look for a separate lien or financing statement. A UCC-2 filing is typically recorded with the state filing office, often the Secretary of State, and a lender may describe it in its contract or disclosures.
  3. Ask the lender what happens after default: whether it repossesses collateral, how it values that collateral, and whether it can pursue a deficiency balance.
  4. If the loan is financed through a property-tax assessment, confirm that the repayment appears on the property tax bill. That confirms it is a PACE-type structure rather than a standard loan.
  5. Compare the lender’s risk disclosures with its own filings, if it files with the SEC, before treating its experience as typical.

None of these steps proves that a defaulted dollar will return to a lender. They show what the contract allows and what the lender has said it may do.
