Sometimes. If your internet service is down but your router and home Wi-Fi or wired network are still working, some Apple Home accessories may remain controllable from inside the home. That does not mean every accessory, automation, or feature will work offline. Controlling your home while you are away requires a home hub and a working connection for remote access.
Internet service and your home network are different
An internet outage usually means your router can no longer reach the wider internet. It does not necessarily mean the router has stopped creating a local Wi-Fi network or that devices on your home network have lost their local connections. That distinction matters: an iPhone and an accessory that can still communicate over the home network may be able to use local Home control even when the internet is unavailable.
Apple’s HomeKit router documentation describes local discovery and control separately from general internet access. In its “Restrict to Home” setting, Apple says an accessory can be denied internet and other local-network access except for connections HomeKit needs to discover and control it from the local network. This shows that local HomeKit communication is not simply the same thing as unrestricted internet access. It is not a promise that every accessory or Home feature will work during an outage.

What may work in different outage situations

Use the table as a way to narrow down the problem, not as a guarantee of a particular accessory’s behavior. A device can appear in Home yet still depend on a hub, bridge, Thread network, or maker-provided service for a particular action.
Local control is not remote control
Local control means using an Apple device connected to the home network to operate an accessory there. Remote control means operating accessories while away from home. Apple’s current iPhone guide says remote control requires a home hub, such as Apple TV 4K or HomePod, with the same Apple Account signed in on the iPhone and hub. Remote access also needs a working network path between the home and the device you are using; a powered-on hub cannot restore remote access if the home has no internet connection.

Apple says HomePod and HomePod mini automatically become home hubs when set up. An Apple TV becomes a hub when it is added to a room in Home. Apple describes a home hub as supporting remote access, shared control, and automations. Those capabilities make the hub important to a Home setup, but the presence of a hub does not mean every function is independent of internet or every accessory will behave identically during an outage.

Why accessory type and network setup matter
Wi-Fi accessories
A Wi-Fi accessory needs a working connection to the local network for local communication. If the internet service fails but the router and the accessory’s Wi-Fi connection remain up, local Home control may still be possible. If the router is off, Wi-Fi is unavailable, or the accessory has dropped off the network, the fact that the iPhone can still reach the internet over cellular does not by itself restore a local connection to that accessory.

Apple’s troubleshooting guidance for an accessory that is not responding recommends connecting the iPhone, iPad, or Mac to the same Wi-Fi network as the accessory. That is a useful first check when you are at home: confirm that the controlling device and accessory are using the same functioning home network before treating every “No Response” message as an internet-service problem.
Thread-based Matter accessories
Thread is a separate network requirement from ordinary Wi-Fi connectivity. Apple’s guidance says Thread-based Matter accessories require a Thread-enabled home hub or a supported third-party border router for relevant functions. Apple names automations, notifications, and remote control in this context. The requirement depends on the accessory and configuration, so an internet connection alone is not a substitute for the required Thread network infrastructure.

If a Thread accessory reports “Thread Border Router Required” or “Needs Thread Network,” treat that as a specific setup issue rather than assuming an internet outage is the only cause. Check the accessory’s compatibility and the Thread-capable hub or border-router requirements for that device.

Some accessories communicate through a bridge, or offer features that depend on the maker’s own service. The Apple guidance does not provide an accessory-by-accessory list of cloud dependencies. As a result, basic local control through Home and a maker’s extras—such as a service-specific feature—may not have the same offline behavior. Check the accessory maker’s instructions for the exact model and feature rather than assuming that support for Apple Home makes every function local.

How to diagnose an Apple Home outage
- Work out what is actually disconnected. Check whether the internet is unavailable while the router and home Wi-Fi remain active, or whether local Wi-Fi/LAN has also failed. The distinction determines whether local control is even possible.
- Try control while connected at home. Use an iPhone, iPad, or Mac connected to the same Wi-Fi network as the accessory, as Apple recommends for troubleshooting unresponsive accessories. If local control works at home but remote control does not, the problem is more likely in the remote-access path than in basic local reachability.
- Check the hub when the task is remote or hub-dependent. Confirm that a home hub is set up and signed in with the same Apple Account as the iPhone used for remote control. HomePod and HomePod mini automatically become hubs when set up; Apple TV becomes one when added to a room in Home.
- Read the exact status message. “No Response” points to an accessory that Home cannot currently control; it does not, by itself, prove that the internet is down. A HomePod “Network Issue” or “No Internet” alert can coincide with problems controlling accessories in Home, so check HomePod’s network condition as well as the accessory’s.
- Check Thread requirements if the accessory identifies them. For a Thread-based Matter device reporting a missing Thread border router or network, verify that the required Thread-enabled hub or supported third-party border router is present and reachable.
- Consult the maker for accessory-specific offline behavior. Ask whether the action you need—rather than just the device’s basic Home integration—depends on the maker’s cloud service, a bridge, or another connection. Apple’s general documentation cannot settle that for every third-party product.
What happens to automations and notifications?
Do not assume that an automation created in Home will run exactly as usual during an internet outage. Apple says a home hub supports automations, but its general support guidance does not promise that every automation continues offline or specify a universal list of what requires internet. Thread guidance also identifies automations and notifications among functions that require the relevant Thread infrastructure for Thread-based Matter accessories.
For an automation you rely on, identify the devices and functions it uses. Consider whether the trigger and action are local, whether they require a reachable hub or Thread network, and whether any participating accessory needs its maker’s online service. If the outcome is important, test the specific automation under the conditions you expect rather than extrapolating from whether one accessory responds manually.
HomePod’s network state deserves attention in this check. Apple warns that a HomePod “Network Issue” or “No Internet” condition may affect accessory control in Home and other network-dependent functions. That warning is a reason to investigate a HomePod-related network fault; it does not establish that all Home control must stop whenever internet service is interrupted.
Plan for the outage you are trying to handle
If you want to preserve basic control during an ISP outage, keep the router and local network powered, and verify that the controlling Apple device and accessories can still communicate locally. If you need to control devices while away, plan around the home hub and remote network path; local operation at home is not a substitute for remote access. If a particular accessory, notification, or automation is essential, confirm its offline requirements with its manufacturer and check any Thread or bridge requirements that apply.
